Soon it will be necessary to begin redistricting your in community. I realize that

the completion date for the process is not until 1992, but the earlier all entities can begin,
the better for all. Carver County will have a very short period of time to complete its plan I
(less than 30 days). I presume the State of Minnesota's redistricting plan will ultimately
be resolved by the courts. This has happened the last two times redistricting has
occurred, and I see this redistricting effort to be no different. Carver County must wait
until cities complete their redistricting prior to beginning our effort. Usually the city's
precinct boundaries are not a major concern to the County's redistricting effort.
Therefore a tremendous amount of preliminary work can be accomplished prior to the
city completing its boundaries. However, this time, due to tremendous continued growth
in your city's population, your redistricting efforts will have a significant impact on Carver
County's efforts.
Given Carver County's short time frame for completion of redistricting, I encourage
you to begin your process as early as possible. This will allow adequate time for our
elected officials to fully address the issue and allow maximum citizen input into the
process. -1 see no reason to wait for the deadline if the census information is available. I
Please respond with your thoughts on this issue. I look forward to hearing from
you as soon as possible. I

Being the victim �of a sexual assault is traumatic enough. Often
for student victims, their experience is made even worse by
• colleges and universities who mishandle their allegations of '
sexual assault. That's why I introduced H.R. 2363.
I am pleased to inform you that H.R. 2363 currently has attracted
seventy-eight cosponsors, and nearly a majority of the '
Postsecondary Education Subcommittee. I hope that this
Subcommittee will hold hearings in the near future so that these
issues can be brought to light. With the momentum this bill is

gathering in Congress, the national media, and by concerned
individuals like you, I am confident this bill of rights will
soon become law. ,

IIGentlemen:
I This letter confirms the agreement reached between the City and
Trolls Glen Homeowners Association at the meeting on July 10, 1991. The
City will not proceed with further enforcement action if the Association
does the following:
1. Permanently discontinues storage of more than two boats at the
dock on Outlot B; or
I2 . Applies for a conditional use permit and variance for the
beachlot by August 10, 1991; or
I 3 . Petitions the Planning Commission and City Council for amendment
or repeal of the beachlot ordinance by August 10, 1991.
I During the time an application or petition is pending, the City will
not take enforcement action. Once the City makes a final decision in this
matter, the City reserves the right to proceed with further action as it
I deems appropriate. Of course, no action will be taken if your application
is approved or the beachlot ordinance is amended to allow your existing
use of the dock.

Dear Ken & Lisa:
Our administrator/secretary Lois passed on to me your complaints about the por-
tion of our property which adjoins yours. I assure you that Family of Christ
' Lutheran Church wants to be a good neighbor. I and Dean Brown, the chair of
our building committee, would like to visit cordially with you about your con-
cerns. I' ll be on vacation for two weeks in July now -- and we hope this let-
' ter will provide you, in the meantime, with further information and some back-
ground considerations.
We will in the future cut the grass twice monthly on the undeveloped south
' part of our property. We realize the appearance of this part of our proper-
ty does not match the front lawns of the neighborhood. However, it does
meet City of Chanhassen regulations for care of an "undeveloped" part of
property.
The Chanhassen Planning Commission unanimously recommended Chanhassen City
' Council approval of our site plan, and on March 14, 1988 the Council did so.
In the "Staff Report" from the Planning Commission to the City Council in
preparation for this meeting isithis paragraph:
"The proposed landscaping screens the first phase of the parking and
' the building and the remainder of the site will be left in its na-
tural state. The proposed landscaping meets the Zoning Ordinance
requirements."
' Our maintenance of the south part of our land has therefore been consis-
tent with city planning staff and commission directives. To be techni-
cal, we could allow this part of the property to grow wild, like the land
' directly west of the church across Lake Drive East -- but we don't want
our property to have that appearance.
' More frequent mowing will, however, help the appearance and may help with
some weed ctonrol. However, we hesitate to apply some widespread general
herbicide which would also kill the clover. Clover is an excellent ground
cover and erosion control. Drainage, run-off, and gully-ing would be major
problems if the clover were eliminated.
•

Soil preparation, seeding or sodding, irrigation or watering, and other
landscaping are not economically wise or feasible, given our expansion
plans for the next 2-5 years. A commercial estimate for the landscaping
you see now on the devloped portion of the site was nearly $50,000. We
were fortunate to use free the services of a professional landscape de-
signer in our congregation, to receive a "church discount" from the nursery
supplier, and to have excellent participation by volunteers on two weekends
in 1989. As a result, the present landscaping you see cost us "only" $20,000.
Future plans include additional parking and a city-mandated entrance off
Hidden Court (in 1-2 years) and a sanctuary plus additional offices and
classrooms (5-8 years). As agreed between Family of Christ and the city,
landscaping will then be carried out to codes in effect at that time. These
futuie plans were outlined on the original site plan presented to the city in
1988 and approved in principle then.
A third fire hydrant will also then be installed. You may find it inter-
esting to know that the city required us to "loop" two fire protection sys-
tems, ungrading water pressure not only for our facility but for Chanhassen
Estates and for your neighborhood. The unseen benefit to you and other home-
owners cost our congregation around $22,000 -- which we had not originally
budgeted into our plans. The third hydrant, too, will be at our cost.
It should be noted that when this entire area between Chanhassen Estates,
Highway # 101, and Highway # 5 was considered for development, the portion
of the land where our property now sits was zoned for high traffic commer-
cial use. However, because already in 1985 our own planning committee was
working to secure our property, this zoning was changed to church use. ,
In addition, I understand from contacts at city hall that early presenta-
tion of our site and building plan was a factor in initially delaying,
then alerting homeowners in your area, and finally altering state Depart-
ment of Transportation plans to route new Highway # 101 through what is now
our property and past the convenience store mini-mart.
We believe, in other words, that our presence as a church benefits rather
than harms the neighborhood and adjoining property in a wide radius.
As required by law, when we were making site and building plans we noti-
fied property owners within 500 feet. We did so in February 1988. Carver
County official records did not indicate you were property owners here at
that time. Among those who received our letter and accompanying documents
were Sunshine Construction Company, Four Star Development Corporation, and
Blue Circle Investment Company. Perhaps one of these companies was your
setter. '
Agents for these companies could have examined our plans and raised objec-
tions before the Planning Commission in the required hearing which was held.
Presumably there were no objections from the$, since no one representing
them appeared.

I'm sure you realize that we cannot be responsible for what your developer
or builder may have shown you in drawings of adjacent property when you
were considering your purchase. Sellers always try to make their product
look as attractive as possible in the nicest surroundings. I suspect your
builder or developer made unwarranted assumptions about our plans; certainly
they spoke without having accurate information from us.
' After I return in mid-July from my vacaiton, if you're interested, we all
can discuss this in person. I like to tell newcomers to our church that
we don't hassle or hustle people here, and I promise you the same.
We, too, would like to have a park-like atmosphere and front-lawn appearance
on our "south 40" but expansion plans, dollars already invested in land-
scaping, limited budget dollars now, and the initial mutual understandings
and agreements we had with the city of Chanhassen restrict what we can and
will do for the present time.
