IMEMORANDUM TO: Charles Folcti, City' Engineer 'F- 7" a_q.1_- FROM: Dave Hempel, Sr. Engineering Technician /,'�/� IIDATE: July 1, 1991 7_g -q1 SUBJ: Public Hearing for Trunk Highway 5 Frontage Road Improvements at Lone Cedar Lane; Authorize Preparation of II Plans and Specifications Project No. 90-9 The City Council accepted the feasibility study for a right turn lane on westbound Trunk Highway 5 and frontage road improvements I on Lone Cedar Lane at the June 24, 1991 meeting. The project is a 429 special assessment project and as such a public hearing is required on the feasibility study. The project is proposed to be financed with MnDOT through a cooperative agreement program, I local State-Aid monies and special assessments to the benefitting properties . The proposed benefitting properties are Lots 3 and 4, Block 1, Cedar Crest as shown on Drawing No. 91-318-1 of the 1 feasibility study (Attachment No. 1) . Approximately 87% of the project is proposed to be funded through a cooperative construction agreement with MnDOT. The remaining portion is shared between the City of Chanhassen and the benefitting property owners . Staff met with Mr. Gauer and Mr. Mitlyng on Tuesday, July 2, 1991 I regarding this project. The meeting resulted in an agreement between Mr. Gauer and Mr. Mitlyng regarding the proposed special assessments . The feasibility report initially recommended assessing the two parcels equally on a per unit basis; however, I the agreement reached between Mr. Gauer and Mr. Mitlyng proposes cost sharing the special assessments on a 25%/75% split, with 25% of the special assessment ($1,514.50 ) being assessed to the I Gauers and the remaining 75% ($4,543 .50 ) being assessed to the Mitlyngs . II In accordance with 429 statutes, appropriate notices have been provided to the newspaper and directly mailed to the affected property owners . II II I Charles Folch July 1, 1991 Page 2 As noted in the feasibility study, the project is feasible from an engineering standpoint and can be constructed and completed in 1991 . However , any delays in the schedule of approval may jeopardize cons ruction efforts for the 1991 construction season . Therefore, at the close of the public hearing, if there are no unresolved issues, it is recommended that the City Council ' authorize the preparation of plans and specifications for the frontage road improvements along with a right turn lane for westbound traffic on Trunk Highway 5 at Lone Cedar Lane. In ' addition, it is also recommended that the methodology for spreading the speical assessments be modified to reflect the agreement arrived at by Mr. Gauer and Mr . Mitlyng. t ktm Attachments: 1.
