C.o,,641 DATE: July 2, 1991 7_-i�y I ISUBJ: Award of Bid, City Center Park Improvements, Project No. RA-131 II .. On June 24, 1991, the City Council approved the plans and ' specifications and authorized advertising for bids on the above II mentioned project. Since that time, one change in the bidding process was made. This change does not affect the scope of the project, but was necessitated to satisfy requirements relative to I the $20,000 grant received through the Community Development Block Grant program. The original specifications were simply separated, creating two separate specifications and contract document packages, the sum of which equals the original specifications. II This separation entailed the removal of language and specifications associated with the handicapped accessible play structure, allowing it to stand alone. Thus, an addendum was made to the original specifications and a separate advertisement for this equipment was II placed. This second bid opening will take place on Tuesday, July 16 at 9:00 a.m. in the City Council Chambers. IIAs you are aware, the bid opening for the remainder of the project, i.e. excavation, grading, drainage, site preparation, bituminous work, timber border-, resilient surfacing, etc. , was held this I morning. The low base bid received was from Finley Brothers Enterprises in the amount of $62,465.00, $7,997.50 higher than the engineer's estimate. Three alternate bids were included in the specifications and Finley Brothers also submitted the lowest bids II on these three alternates in the amounts of $2,000; $1,250; and $1,000, respectively. The low bid is slightly less than 9% over the estimated cost of this work; however, given the complexity of the project, I am comfortable recommending award of this project'to I Finley Brothers Enterprises in the amount of $62,465.00. I further recommended acceptance of Alternate No. 3 in the amount of $1,000 for the provision of 2 tennis net assemblies with center tie downs II to replace the 2 sets which are bent; foregoing the other alternates in the interest of reducing costs. I Mr. Don Ashworth July 2, 1991 Page 2 RECOMMENDATION In reviewing these bids and finding them acceptable and financially ' possible under the budgeted expenditures approved by City Council, award of the base bid and Alternate No. 3 to Finley Brothers Enterprises in the amounts of $62,465.00 and $1, 000. 00, respectively is recommended. Improvement Project No. RA-131 VHS Project No. 91-313 II Dear Todd: On Tuesday, July 2, 1991, bids were opened on the above referenced I project and a tabulation of the results is enclosed. Three bids were received with the low bid of $62,465.00 provided by Finley Bros. Enterprises.. The other two bids - were $64,445.75 and II$86, 167 .90. All bids numbers referenced are the base bid only. The Engineers Estimate for the project was $54,467.50. Recent projects have shown a volatile bidding climate resulting in II higher unit prices and diminished contractor interest in small projects. The City Canter project is a small project and one that is somewhat unusual because it includes a collection of work tasks, II many of which bear no relationship to one another. These factors contribute to the low bid being above the Engineers Estimate. Despite the fact that the low bid exceeds the estimate, the bids Iare deemed to be fair and competitive in today's market. The low bid was received from Finley Bros. Enterprises. Finley Bros. is the contractor now completing Lake Susan Park. Their II performance on that project and the quality 'of work has met or exceeded all expectations. They were also the contractor that constructed the tennis courts at North Lotus Lake Park and Meadow I Green Park. Again, both of these projects were satisfactorily completed. We recommend award of the project to Finley Bros. Enterprises in II the base bid amount of $62,465.00. As budget permits, the City may want to consider the addition of one or more of the alternates included in the plan. Finley Bros. Enterprises is available to II commence work immediately upon execution of a contract. The project has a completion date of August 23, 1991.
