1 SUBJ: Accept Utility Improvements in Lake Susan Hills West 5th
Addition - Project No. 90-16 (pvt)
IAs you are aware, it is the City' s underlying policy regarding
issuance of building permits in new subdivisions to require that
all utility improvements be accepted by the City Council prior to
1 issuance of building permits . This insures no illegal hookups to
utilities until the appropriate tests have been performed.
However, in this instance the developer, Joe Miller Homes, has
1 requested the City to consider this item in coordination with his
contractor preparing the utilities for final acceptance by the
July 8 meeting. Staff will be performing a final walk-through
I inspection of these utilities on Wednesday, July 3, 1991. Staff
will update the status for acceptance of the utilities at the
July 8, 1991 meeting. If the final items are not completed, a
recommendation to table this item will be made.
IIn future residential and commercial developments, it is
recommended that the development contract be amended to
I incorporate the City's underlying policy with regards to issuance
of building permits on all new developments. Staff is frequently
approached by developers with requests for building permit
I issuance prior to utility acceptance and/or bituminous base
placement. In an effort to standardize or reduce the confusion
with regards to issuance of building permits, staff will be
preparing a revision to the general conditions of the development
1 contract for future subdivision proposals.
SUMMARY
1 It is therefore recommended that final acceptance of utilities in .
Lake Susan Hills West 5th Addition; Project No. 90-16, be
approved contingent upon the following:
I 1. Completion of all outstanding items resulting from staff 's
inspection during the week of July 1, 1991.

2. The developer and/or contractor- shall supply the City-with a
two-year maintenance bond guaranteeing the workmanship and
materials for two years beyond the date of acceptance.
3 . The developer shall supply the City with one set of mylar
as-built plans along with two sets pf blueline copies .
