SUBJ: Public Safety Commission Vacancy
Attached please find a letter of resignation from the Public
Safety Commission by Steve Morse. The Chanhassen City Code
(Sec. 2-68) requires that members of the Public Safety
Commission shall be residents of the City, and Mr. Morse is
moving outside of Chanhassen.
I have discussed this situation with Craig Blechta, Chairman of
the Public Safety Commission. Because Sec. 2-68(c) states that
the vacancy on an unexpired term shall be filled in the same
manor in which the original appointment was made, he questioned
whether it wouldn' t make the most sense to refer back to the
recommendations that were made six months ago for the positions
that were open in January of this year .. Attached please find a
copy of the memo from Bill Bernhjelm (Public Safety Commission
Chairman in 1990) , ranking the candidates .
' I understand that Craig has discussed this situation with the
other members of the Public Safety Commission, and everyone
appears to be in agreement that is would be logical to refer
back to the interviews conducted and recommendations made
for the January 1991 vacancies . Referring to the 11/26/90 memo
from Bill Bernhjelm ranking the candidates (copy attached) , you
will notice that Craig Blechta was reappointed, and that candi-
date number three, David Johnson was a new appointment . Stephen
Morse, candidate number seven, was also appointed by the Council .
I am seeking through this memo direction from the Council on how
they would like to fill this vacancy. It would appear that Eldon
Berklund would remain a viable candidate, and it may be easiest
to proceed with this appointment . If the Council desires to do
otherwise, I would appreciate some guidance.

It is with a mixture of excitement and regret that I write to
inform you that I have recently purchased a home in the Excelsior
area. I am excited because this will be our first home purchase in
Minnesota. But there is some sadness; for the last ten years, my
' family and I have enjoyed living in Chanhassen. The quality of
life has been high, an ideal place for us to live. I have learned
to appreciate and respect the dedication and professionalism of all
' those concerned with the government and operation of the City of
Chanhassen. The level of services provided has been unobtrusive
and excellent; truly an example of how a small city can and should
be run. We will always remember that.
' Thank you for letting me participate in the last several months as
a member of the Public Safety Commission. Although I originally
' applied because of a sense of civic obligation, I enjoyed working
with Scott Harr, Don Chmiel, the rest of the Commissioners, members
of the Council and Don Ashworth and his professional staff. I was
made to feel like part of the team from the very beginning. It is
then, with regret, that I submit my resignation from the City of
Chanhassen Public Safety Commission; effective July 1, 1991 .

SUBJ: Interviews of Commission Applicants
Interviews of the candidates for the Public Safety Commission were conducted on
' November 15 & 19, 1990. Following the interviews, the Commission ranked the
candidates in the following order:
1. Craig Blechta (reappointment)
2. Eldon Berkland
3. David Johnson
4. Gary Rupp
' 5. Tim Mulcrone
6. Jeff Williams
7. Stephen Morse
' 8. Wayne Wenzlaff
The present Commissioners who have requested reappointment were not interviewed
' nor were they involved in the interviews of the other candidates. Concerns
about Mr. Wenzlaff's availability for meetings caused his lower ranking. There
is no reason not to reappoint Mr. Blechta. Mr. Berkland's experience in
the Emergency Medical Services seemed to make him a logical choice for replacing
Barb Klick who has not applied for reappointment. Mr. Johnson brings experience
in the mass communications industry as well as conflict resolution skills and
some educations background in Public Administration.
The other candidates were considered less qualified for various reaons: Mr.
Rupp has been a resident for less than 1 year. Mr. Mulcrone is employed as a
police officer in Minnetonka. This was seen as a problem only because there are
' already 2 police officers on the Commission. Mr. Williams appeared less skilled
in communication abilities, although he has experience in the building industry.
Mr. Morse did not have any related experience. However, he is a 7 year resident
' and is very willing to serve.
