SUBJ: Accept Feasibility Study for Trunk Highway 5 Frontage Road
Improvements at Lone Cedar Lane; Call Public Hearing
Project No. 90-9
1 At their regular meeting on May 20, 1991, the City Council
authorized the consulting engineering firm of Van Doren, Hazard,
Stallings to prepare a feasibility study for the frontage road
improvements on Trunk Highway 5 at Lone Cedar Lane. This project
1 has been initiated due to resident concerns related to the safety
of Lone Cedar Lane at Trunk Highway 5 . The proposed solution to
this problem is the construction of a right turn lane off of
1 westbound Trunk Highway 5 . However, this would result in the
elimination of an existing driveway access to Lot 3, Block 1,
Cedar Crest Addition. Therefore, the construction of an
alternative access in the form of a frontage road along Trunk
Highway 5 is also needed.
The overall proposed project improvements consist of a right turn
1 lane on westbound Trunk Highway 5 at Lone Cedar Lane along with a
10-foot wide bituminous shoulder and a 20-foot wide paved road
constructed to City standards for a multiple-use private
1 driveway. These improvements would eliminate a portion of the
existing highway ditch section which will necessitate the
installation of a relatively small amount of storm sewer . All
disturbed areas will be restored with sod or seed and mulch.
1 The total estimated project cost is $90, 400 . Financing of the
project is proposed to be shared via a combination of the MnDOT
1 Cooperative Agreement Program ($78, 284) , local State Aid ($6,058 )
and special assessments to benefitting properties ($6,058 ) . The
benefitting properties have been determined to be Lot 3 and Lot
4, Block 1, Cedar Crest Addition . Each lot would be assessed one
unit at a rate of $3, 029 per unit.
A project time schedule has also been provided in the feasibility
1 report. The schedule is very constrained in order to provide for

fall , 1991 construction . It should be noted that any deviations
or delays in this schedule, particularly involving the City
' approval process, could delay the project to 1992 construction .
Therefore, it is recommended that the Feasibility Report for the
Trunk Highway 5 Frontage Road Improvements at Lone Cedar Lane be
' accepted and that a public hearing be called for the July 8, 1991
City Council meeting.
