SUBJ: Approve Plans and Specifications, City Center Park/
Chanhassen Elementary School Playground and Tennis Court
' Revitalization
Attached are plans and specifications for the above mentioned
' project. This project has a unique history in that many funding
sources are being utilized and planning for the project has been a
cooperative effort between city and school officials. A City
Center Park/Chanhassen Elementary School Playground Advisory
Committee comprised of two Park and Recreation Commission members
and two Chanhassen Elementary School APT members, was established
to guide this project and continues to meet on an intermittent
basis. The firm of VanDoren Hazard Stallings, Inc. was retained to
perform the engineering work and associated professional services
for this multi-faceted project.
The Council is aware that this project was advertised on June 20
and 21, 1991. I do not advocate advertising a project prior to its
final presentation to the City Council; however, based on the
' nature of these improvements and faced with the deadline of
completing work prior to the start of school, such action was in
the best interest of the beneficiaries, the city's children.
This improvement project entails three separate components - the
modification and expansion of the south playground, the
' modification and expansion of the north playground and the
refurbishment of the tennis courts. The funding sources for these
improvements include Council approved expenditures from the 1991
Park Acquisition and Development Capital Improvement Program and
' 1991 Community Development Block Grant (CDBG) allocation, donations
from the Chanhassen Elementary School Association of Parents and
Teachers (APT) , and the recently dissolved Chanhassen Jaycees and
a financial commitment of $2, 000 from School District 112. An
itemization of funding is shown below:

' Currently we are addressing the sum of all of these components as
one project; however, due to procedural guidelines attached to the
CDBG funding, the play equipment portion of the project may be
"broken out" and handled separately. This allows the project to
move forward in an efficient and cost effective manner. Two
separate bid packages would then be prepared with the subsequent
bids being presented to the Council separately for approval.
1 The completion of these much needed improvements at City Center
Park/Chanhassen Elementary School will provide improved and
' expanded opportunities for play and social interaction for the
children of Chanhassen. This site is unique in that these play
areas are utilized 10-14 hours per day - acting as a school
' playground during the day and as an active park during evenings and
weekends.
Recommendation
' Finding these plans and specifications for the City Center
Park/Chanhassen Elementary School Playground and Tennis Court
' Revitalization project complete and satisfactory, it is recommended
they be approved.
