I 1 have recently conferred with Jean Meuwissen, City Treasurer, who informed me that the necessary development security in the form of a cash escrow has been provided by Valvoline Rapid Oil . The other outstanding issue involved acquiring some needed easements . It is my understanding from Todd Gerhardt, Assistant ' City Manager, that the preparation of these easement documents is currently in progress . In an effort to maintain a project time schedule that is 1 compatible with the Valvoline Rapid Oil development, it is therefore recommended that the 79th Street east of Trunk Highway 101 Improvement Project No. 91-8 contract be awarded to the low bidder, Midwest Asphalt Corporation, in the amount of $59,018.05 . ktm Attachments: 1. Tao bids were received with the low bid submitted by Midwest Asphalt Corporation at $59,018.05. The low bid is approximately two ' percent lower than the revised engineer's estimate for the project. As the project engineer, Scott Harri of Van Doren Hazard Stallings, has ' indicated in his letter of recommendation, the current project bidding climate is extremely unpredictable as compared to the recent past. .This has resulted in fewer numbers of contractors submitting bids on projects and overall higher unit prices. Recent weather conditions also may have affected the number of available contractors interested in this project. Even though only two bids were received, the low bid is a fair bid relative to ' the work involved and has been submitted by a reputable contractor who has performed satisfactorily on previous projects within the City of Chanhanssen and metro area. Under normal circumstances I would concur with the project engineer's recarmendation to award the bid for the West 79th Street Improvement Project No. ' 91-8 to Midwest Asphalt Corporation of Eden Prairie, Minnesota. However, this improvement project is directly associated with the Valvoline Rapid Oil and Gateway Addition development. The City has a fully executed development contract but has yet to receive a letter of credit and needed easements from the I developer. Therefore, I would recommend that the awarding of this bid be tabled to the June 24, 1991 meeting to allow more time for the developer to fulfill these camiitments. Attachment: 1. Box 147 • Chanhassen, MN 55317 Ref: Bids West 79th Street Improvement Project NO. 91-08 VHS Project NO. 91-307 Dear Charles: ' On Tuesday June 4, 1991, bids were opened on subject project and a tabulation of the csults is enclosed. Two bids were submitted for the work with the low bid of $59,018.05 and the other bid of $71, 161.50. The Engineers Estimate for the work was $60,255.00. . The low bid represents a good bid for the City. The current bidding climate is volatile and the trend is toward higher unit ' prices with fewer contractors taking out plans and submitting bids. The extended wet weather conditions coupled with cheap bids at the beginning of the construction season are factors contributing to the present situation. The low bid was received from Midwest Asphalt Corporation of Eden Prairie, Minnesota. Midwest has been in business for 23 years with their main focus on bituminous material production and paving. They operate 3 production plants around the metro area along with one of the largest recycling operations. Their projects range in size from $5,000 and up with an average size of around $250,000. Midwest has recently been involved in the Market Boulevard street construction and Lake Susan Hills roadways in the City of Chanhassen. Other recent projects include Cedar Avenue paving at I-494 for Lunda Construction and Mn/DOT and pavement reconstruction for Edina and Minnetonka schools. Our reference checking has revealed the work was satisfactorily completed in a timely manner. We therefore recommend award of bid to Midwest Asphalt Corporation in the amount of $59,018.05.
