Annual Update of Surface Water Management Plan (SWMP) Connection
Charges
PURPOSE
The purpose of this memo is to update the Surface Water Management Plan
(SWMP) connection charges to keep them current with rising land values and
the construction cost index.
ACTION REQUIRED
A simple majority vote of City Council present.
BACKGROUND
The City's Surface Water Management Plan (SWMP) was adopted in February
1994. The SWMP recommended the City establish surface water connection
fees as a means of financing citywide improvements recommended in the
SWMP. Connection fees are charged to subdivisions prior to final plat approval
to recoup the costs of the installation and maintenance of public storm water
infrastructure.
The connection charges were derived from estimating the costs of all the pipes
and ponds proposed in the SWMP. The total cost has been apportioned so
developments are charged according to the number of acres developed and the
land use. The fee per acre varies by land use as a result of the amount of
impervious surface allowed within that land use category.
At that time, the rates were calculated using market values of land in the City of
Chanhassen and the construction cost index. In Appendix G from Part I of the
SWMP, it was noted that, "the rates should be increased annually in line with the

construction price index," but, until 2002, the fees had not been updated since
adoption.
In 2002 and 2003, the Council increased SWMP fees to begin to bring the fees
in line with the construction price index. Staff recommends an increase of
8.39% this year to bring the SWMP fees up to date with the construction cost
index.
RATIONALE
The SWMP fees should be updated for several reasons:
The construction price index annual average for 1993 was 5210. The
annual average for 2003 was listed at 6695, a difference of 28.5 percent
(Attachment 3).
When the City of Chanhassen adopted the SWMP, the cost for total
system construction was reduced by 35 percent from $20,186,000 to
$13,120,900 to keep the fees comparable to other communities.

The City has chosen to make up the difference between the current fees
and the construction cost index by increasing the fees annually over three
years instead of increasing the rate by the entire amount in one year.
(This year marks the final year of the three years. From this point
forward, the fees will be adjusted based solely on fluctuations of the
construction cost index.)

RECOMMENDATIONS
Staff is recommending that the City Council adopt the attached ordinance for
Chapter 4 of the Chanhassen City Code to increase SWMP fees by 8.39%; and
approve the summary ordinance for publication purposes.

common labor rates, plus 25 cwt of standard structural steel shapes at the mill price
prior to 1996 and the fabricated 20-city price from 1996, plus 1.128 tons of podland
cement at the 20-city price, plus 1,088 board-fl of 2 x 4 lumber at the 20-city price.
