Since receiving the TH 212 municipal consent plan layout from MnDOT on
December 1,2003, City staff have met internally and with Kimley-Hom, the
City's consultant on the project. A list of issues/concerns (attached) has been
generated based on the review of the plans and cost participation as allocated by
MnDOT. Jo~ Horn, of Kimley-Hom, will be in attendance at the January 12,
2004 worksession to go over these items with the City Cou~cil.

TH 212 Municipal Consent Review Comments
City Project No. 03-09
Dear Mr. Saam:
The following is a summary of the various issues that were discussed as a
part of our December 16, 2003 meeting to review the Mn/DOT municipal
consent package for the TH 212 design build project.
The municipal consent package included a final geometric layout for TH
212 dated November 21, 2003. The issues that were noted as a part of the
review of the layout are as follows:
LAYOUT REVIEW
Bluff Creek Pedestrian Trail Underpass
· It needs to be determined if the pedestrian trail should be built
on the east or west side of Bluff Creek.
· The City would prefer that the underpass include two arch
structures with an open median area rather than one structure.
Fox Property Access
· Access needs to be provided to the undeveloped Fox property
at the southeast comer of the Powers Boulevard (CSAH 17)
and Lyman Boulevard (CSAH 18) intersection or Mn/DOT
should acquire this property as a part of the TH 212 project.

Screening Berms
· Concerns have been raised regarding the need for berms to
screen existing residential development in the project area.
The number and location of these berms needs to be reviewed
as the project design is further developed.

Fox Property Trail Connector
The City is requesting that the geometric layout show a future
City trail connection in Mn/DOT right-of-way along the south
side of the southeast ramp at the Powers Boulevard (CSAH
17)/TH 212 interchange. A drawing is attached illustrating the
location of this trail connection.
TH 101 Access for Park and Ride Facility
· The City is requesting a right-in/right-out access to TH 101 for
the proposed park and ride facility in the northeast corner of
the TH 101 and Lyman Boulevard (CSAH 18) intersection.
We understand that Southwest Metro Transit has also requested
an access to TH 101 at this location.
TH 101 Access for Curry Property
· The City is requesting that a full access be provided to TH 101
for the undeveloped Curry property in the northwest corner of
the TH 101 and Lyman Boulevard (CSAH 18) intersection.
The access would be at the location of the proposed southeast
ramp/loop connection to TH 101. The City understands that a
connection to TH 101 at this location would require that the
connecting roadway be dedicated as a public roadway. This
access will require the addition of a right turn lane on
southbound TH 101 and a left turn lane for northbound TH 101
at the intersection.
Lyman Boulevard (CSAH 18) Access for Curry and Klein
Properties
· The City is requesting that the proposed Lyman Boulevard
(CSAH 18) access to the Curry and Klein properties in the
northwest and southwest corners of the Lyman Boulevard
(CSAH 18) and TH 101 intersection be moved 50' further to
the east.

10l Access for Klingelhutz Property
The City is requesting that a right-in/right-out access be
provided to TH 101 for the undeveloped Klingelhutz property
along the east side of TH 101 south of 86th Street.
Reconstrnuction of TH 101 North of Lake Susan Drive
· TH 101 is being realigned as a part of the proposed TH 212
project and a portion of old TH 101 north of Lake Susan Drive

is proposed to become a City street. Old TH 101 is currently in
poor condition and the TH 212 project does not currently
include the reconstruction of this portion of old TH 101. The
City is requesting that Mn/DOT reconstruct old TH 101 in this
area as a part of the tumback of the roadway to the City.
Lake Susan Drive Access for Curry Property
· The City is requesting that access be provided to Lake Susan
Drive for the undeveloped Curry properties along the north and
south sides of Lake Susan Drive west of TH 101.
Excess R.A.L.F. Right-of-Way
· The City is interested in the excess R.A.L.F. right-of-way
along the north side of TH 212 between TH 101 and the east
City border (Parcel 71 excess acquisition as shown on March
27, 2003 right-of-way map, see attached). Additional
discussions are needed to determine the best way to facilitate
City ownership of this property.
Delete Lyman Boulevard (CSAH 18)/Park and Ride Trail
· The City is requesting that the layout be modified to remove
the proposed 10' wide trail shown along the north side of
Lyman Boulevard (CSAH 18) east of TH 101.

101 Trail Modifications
The City is requesting that the layout be modified to move the
proposed 10' wide trail along TH 101 south of Lyman
Boulevard (CSAH 18) from the west side of the roadway to the
east side of the roadway.
TH
101 Access for Klein, Wilson and Nettesheim Properties
The City is requesting that the layout be modified to show
access locations for the Klein and Wilson properties along the
west side of TH 101 south of Lyman Boulevard (CSAH 18)
and to the Nettesheim property along the east side of TH 101
south of Lyman Boulevard (CSAH 18).
TH 101 Reconstruction (Lake Drive to TH 212)
· TH 101 from TH 5 to Lake Drive is currently a 4-lane section.
TH 101 is also proposed to be reconstructed to a 4-lane section
as a part of the TH 212 project. The remaining 0.89 mile
section of TH 101 between Lake Drive and TH 212 is currently

a 2-lane section that needs to be upgraded to a 4-lane design.
Mn/DOT has stated that this section of TH 101 is outside of the
scope of the TH 212 project. If this section of TH 101 can't be
included in the TH 212 project, the City would like to have an
understanding from Mn/DOT on the future process/schedule
for the reconstruction of this section of TH 101.
The municipal consent package also included a cost participation estimate
for Chanhassen's share of the project construction. The issues that were
noted as a part of the review of the cost participation estimate are as
follows:
COST PARTICIPATION SUMMARY REVIEW
Powers Boulevard Bridge
The cost summary includes a Chanhassen contribution of
approximately $532,500 for the widening of the Powers
Boulevard (CSAH 17) bridge. The City was of the
understanding that Mn/DOT would pay the cost for the bridge
widening based upon a November 25, 2003 letter from
Mn/DOT to the City (see attached).
County Roadway Costs
· The cost summary includes a Chanhassen contribution of
approximately $788,500 for turn lane, roadway widening,
traffic signal, and/or right-of-way costs at Pioneer Trail
(CSAH 14), Powers Boulevard (CSAH 17), and Lyman
Boulevard (CSAH 18). All of these roadways are under
Carver County jurisdiction. Discussions should be initiated
with Carver County regarding their participation in these costs
based upon the current County cost participation policy.
· Additional information is needed from Mn/DOT to review the
proposed cost splits for the traffic signal installation along
Powers Boulevard (CSAH 17) at the northeast ramp/loop and
southeast ramp/loop intersections.
· The cost participation summary includes Chanhassen costs to
construct a right-turn lane on westbound Lyman Boulevard
(CSAH 18) at Lake Susan Drive. Clarification is needed from
Mn/DOT on why this is included as a Chanhassen cost when it
is a turn lane to serve an existing development.

Trail Costs
· The cost summary includes a Chanhassen contribution of
approximately $1,549,600 for trail costs along Pioneer Trail
(CSAH 14), Powers Boulevard (CSAH 17), and Lyman
Boulevard (CSAH 18). These estimated trail costs include
both construction and right-of-way acquisition costs. Carver
County cost participation policy does not include participation
in sidewalk/trail costs; however, portions of these trail
segments may have some benefit to the overall County trail
plan. Discussions should be initiated with Carver County
regarding their participation in some of these trail costs.
The cost summary includes a Chanhassen contribution of
approximately $105,000 for trail construction within Mn/DOT
right-of-way along the north side of TH 212 between Powers
Boulevard (CSAH 17) and TH 101. Mn/DOT cost
participation policy allows Mn/DOT participation in trails
constructed within trunk highway right-of-way. Discussions
should be initiated with Mn/DOT regarding their possible
participation in these trail costs.
Right-of-Way Costs
· The cost participation summary includes right-of-way
acquisition costs for turn lanes and trails at numerous locations.
In a majority of these locations, Mn/DOT's right-of-way
acquisition was not changed as a result of the construction of
the turn lanes or trails. Clarification is needed from Mn/DOT
on why these right-of-way costs have been included as
Chanhassen costs.

Thank you for providing the Mn/DOT Metro District with the City of Chanhassen AUAR 2005
Metropolitan Urban Services Area (MUSA) Response Document dated November 17, 2003.
We concur with all of the City's responses except for Response Number Four (4.). The comments
that follow all pertain to Response Number 4.:
Mn/DOT Metro District Traffic staff have reviewed the Kimley-Horn traffic model
"runs" and Mn/DOT staff modeled again the forecast data using SYNCHRO. The
Mn/DOT analysis demonstrated the need for Double Left Turn Lanes, providing for
movements from northbound Powers Boulevard to the westbound east-west collector (the
collector which is to be constructed). In addition, the Mn/DOT analysis also
demonstrated that double left turn lanes are also needed on southbound Powers
Boulevard, providing for movements onto eastbound Trunk Highway (TH) 212/312.
The westbound TH 212/312 off-ramp lane geometry should include two (2) through
lanes, which is consistent with the Mn/DOT model "runs" demonstrating a need for
double left mrn lanes on north bound Powers Boulevard to the east - west collector.
Mn/DOT Metro District will apply the Mn/DOT Cost Participation Policy for the
geometric changes needed to the Powers Boulevard ramp terrmnal. To summarize tiffs
policy, we propose to pay the cost of the Powers Boulevard bridge over TH 212/312.~
includin~ the extra width needed for the Double Left Turn Lanes. The City will be
responsible for funding the roadway approach construction on Powers Boulevard and on
the ramps where additional width is needed for the additional lanes.

1. The property located at the southeast comer of Powers Boulevard and Lyman Boulevard
is better suited to a neighborhood commercial designation.
2. The property located west of the TH 212/312 interchange with Lyman Boulevard is better
suited for neighborhood commercial, medical or general office use.
3. Request that the east-west collector street be funded with a number of financing sources
and not a heavy reliance on special assessments.
Response: The AUAR process is structured to model adopted plans and policies.
Changes to plans and policies are at the discretion of the City through other processes,
but not the AUAR.
Minnesota Department of Transportation
1. Mn/DOT will be acquiring additional right-of-way for floodplain mitigation on the north
side of Pioneer Trail and the west side of Powers Boulevard extension.
Response: Right of Way known as being acquired by Mn/DOT as depicted in mapping
provided by Mn/DOT is shown on all relevant exhibits. This area was also removed from
all developable land area calculations. If Mn/DOT is pursuing additional land for flood
mitigation not represented, on current exhibits, it would further reduce available
developable land and therefore reduce development impacts.
2. Detailed hydraulic computations for development proposals w/Il be needed as they relate
to TH 212/312. Drainage permits may also be required.
Response: The City will require conformance to all Mn/DOT permit requirements and
submittals for any development impacting Mn/DOT Right of Way as specific
development plans are received.
Direct connections to the TH 212/312 Powers ramp terminals need special treatment and
criteria approved by Mn/DOT. Local street connections will be prohibited within 660
feet from the Powers intersections.
Response: As noted in the Mn/DOT comments, the east-west collector is intended and
shown to meet Mn/DOT's requirements for access at Powers Blvd. The cul de sac on the
south side of TH 212 at Powers Blvd serving TAZ 5 does not meet Mn/DOT's criteria as
noted. It is proposed to relocate this cul de sac entrance to TAZ 5 south 660 feet to meet
Mn/DOT's criteria. This is illUStrated on Figure 19 in the AUAR report.
4(~ff~e Powers Boulevard bridge over TH 212/312 should be sized to provide dual turn lanes
for southbound Powers Boulevard to eastbound TH 212/312 traffic. This would require
an additional turn lane from the original traffic analysis.
Response: The Highway Capacity Manual recommends that dual left-mm lanes be
installed when volumes exceed 300 vehicles per hour. The projected traffic at this
intersection for the full build out scenario (Scenario F-2) indicates left-mm volumes

8[,,geXCeed the 300 vehicles per hour threshold; however, the installation of dual left-turn
lanes is not always the optimal situation and should be evaluated on a case-by-case basis.
Although it may be typical for Mn/DOT to require that dual lef~- mm lanes be provided
when left-mm volumes exceed 300 vehicles per hour, proposed operational conditions at
the Powers Boulevard/TH212/312 ramp do not necessitate this provision. Based on the
proposed configuration of this intersection combined with the low volume of opposing
and side street traffic volumes, the southbound left-mm volumes can be served by a
le lane and signalized timing.
5. Signals will likely be needed at the TH 212/312 Powers ramp soon after development
occurs and should be planned for and installed at the same time as TH 212/312
construction.
Response: It is generally agreed that signals will be needed at some furore date for both
TH 212/312-Powers Blvd ramp termini. We concur that Mn/DOT should plan for the
installation of these signals in their project planning efforts for TH 212/312. This could
include the installation of signal system conduit to avoid future roadway construction
disruption. As noted in the draft mitigation plan for Scenario F-2 (full AUAR build out)
we recommend that the installation and activation of the signal system occur dependent
upon the timing of the development, and meeting signal warrants as outlined in the
Minnesota Manual for Uniform Traffic Control Devices(MMUTCD).
The east-west collector should be coordinated by the City so it opens concurrently with
TH 212/312. Congestion issues on Lyman and Powers Boulevard will result if it doesn't
open concurrently.
Response: As noted in the AUAR, the un-signalized intersection at existing
Powem/Lyman will operate at an acceptable level of service (LOS) for both the existing
(Scenario E-l) and initial development (Scenario E-2). The mitigation plan for Scenario
E-2 recommends that prior to construction of any additional TAZ's adjacent to the east-
west collector road, it is recommended that the Collector Road be extended to Powers
Blvd. The AUAR recommends that new Powers Blvd between Lyman Blvd and Pioneer
Trail will require a four lane section with fight and left mm lanes at the intersection with
Lyman Bivd.
The AUAR further recommends that when signal warrants are met, the Powers
BlvdJLyman Blvd intersection will need to be signalized prior to the full build out of the
proposed AUAR development.
7. Any use of or work within the Mn/DOT right of way requires a permit.
Response: All appropriate permits will be required of development.
