Subsequently, the project was advertised and a bid opening date of January 7, 2004 at 2:00 p.m. was established. On that day, 15 bids were received, opened and read aloud in the City Council Chambers. Matt Masica of KKE Architects and I conducted the bid opening. The base bids ranged front a high of $260,500 to the low bid of $194,900. The low bid was submitted by Gen Con Construction of Jordan, Minnesota. The Architect's estimate for this portion of the project was $203,710. A secondary bidding estimate at $50,390 for furnishings is forthcoming. A complete tabulation of the bid results is attached. It is not recommended that alternates 1, 2 and 3 deducting items from the base contract be accepted. The value of these items exceeds the $4,300 in potential savings. However, it is recommended that a voluntary deduct of $600 for a change in presentation casework be accepted. I have conducted three reference interviews with organizations that have worked with Gen Con. No particular concerns beyond the normal complications generally associated with construction projects were identified. I also conducted a Better Business Bureau search on Gen Con. No negative comments were noted by the Minnesota chapter. Pending Council approval, it is anticipated the contractor will begin work in early February. RECOMMENDATION It is recommended that the City Council award the City Hall Lower Level Remodel Project to Gen Con Construction in the amount of $194,300. After review of the bid results, Gen-Con is the Iow bidder at a general construction bid of $194,900. The information provided by Lake County to KKE Architects seems to reflect a similar product as the Draper product specified in the construction documents. KKE Architects has had previous positive experience with Gen-Con Construction and would recommend that their bid (which includes all three alternates) be accepted at the January 26th 2004 City Council meeting, KKE Architects would also recommend accepting the voluntary alternate offered by Gen Con Construction as detailed in their bid for an additional savings of $600.
