2003 Environmental Excellence Awards
REQUESTED ACTION

DISCUSSION
The city received two applications for the 2003 Environmental Excellence
Awards. The applications were reviewed by the Environmental Commission at
their January 14 meeting. The commission recommends that both applicants be
awarded. The first applicant, Marcus Ellson, is in Category A, residential
(individual or neighborhood), and completed a storm drain decals project in which
he affixed decals with the words 'Dump No Waste, Drains to Wetlands' next to
all storm drains in the Lake Minnewashta area. The second applicant,
Chanhassen Elementary School, is in Category C, Community or Education
Groups or Schools, and improved their recycling program within the school by
providing each classroom with recycling bins and increasing the amounts of
materials collected throughout the school.
With the Council's approval, the award presentation will be scheduled for the
February 9 City Council meeting. Marcus Zbinden, Chair of the Environmental
Commission, along with members of the Commission will attend in order to join
the City Council at the front of the Chambers for the presentation. Each award
recipient will receive $50 in Chan Bucks and the Category C recipient will also
receive a plaque.

Chanhassen Environmental Award Application
Marcus Ellson
This project is a part of my Eagle Scout application. I started working with Loft Haak in
early April on the planning and coordination. We met 4 times between April 4 and July
29th 2003. Before the actual project we had to determine the neighborhood, number of
houses and work with a decal company to order decals and with Kinkos to print the
handouts.
I had to write a project proposal and get approval by 4 Scout representatives that
described the present condition, the method, materials and time schedule for carrying out
the project. They also required that the safety of the volunteers be reviewed. A copy of
this in enclosed. Everyone involved in this approval process liked the project and with a
few clarifications I got approval.
On Friday August 29th volunteers from Troop 409 met at the Minnewasta fire station. I
had training on how to affix the decals with the volunteers and we folded the handouts.
We also talked about safety (wearing the vests, staying together with one look out while
others are gluing etc). I divided the groups up each with an adult and gave each group a
map of the location they would cover. There were over 230 houses and 120 storm drains
to cover. I had a checkpoint location where we would all meet after 2 hours. We met
and regrouped and continued another 2 hours. We had a nice day and worked together
pretty well. I had a car and went between the groups with water, snacks and additional
decals, glue and handouts. It took a total of 40 hours for the group of volunteers to finish
the Minnewashta neighborhood.
We had a few neighborhood people or people in cars stop and ask us about what we were
doing. We then had an opporttmity to tell them about the importance of storm water
quality and their lakes and gave them a handout. The reaction was positive.
I'm glad I had this project. I swim fish and canoe in these Chanhassen lakes and don't
believe people want to dump waste in them. They want to have nice places to swim. We
gave them ideas on what they can do to help.

PROJECT DESCRIPTION
Describe the project you plan to do.
I plan to attach curb markers to the storm drains near lakes and wetlands along
Minnewashta Parkway. The purpose of the markers will be to tell people that
these storm drains flow into the lake or wetland and that people shouldn't dump
hazardous chemicals into these particular storm drains. Informational pamphlets
will also be distributed to those living in the area.

PROJECT DETAILS
Plan your work by describing the present condition, the method, materials to be
used, project helpers, and a time schedule for carrying out the project. Describe

The drains along Minnewashta Parkway and surrounding neighborhoods
have been counted and the total is approximately 120 drains. The curb markers,
adhesive, and informational pamphlets are manufactured by the same company.
Once these items have been received by the city, they will determine the amount
of houses in the area and give to me the correct amount of pamphlets, curb
markers, and adhesive. I will assign a group of older volunteers to put the curb
markers on the storm drains with the adhesive. A younger group of volunteers
will pass out the pamphlets, which hang on the doors of the houses in the
neighborhood. The number of houses in the area is approximately 230 houses.
Both groups will have adult supervision and volunteers who will watch for traffic
and supervise everything. In accordance with city policy, volunteers will have to
sign waivers of liability and wear reflective clothing while working.
If appropriate, include photographs of the area before you begin your project.
Providing before-and-after photographs of your project area can give a clear
example of your effort.
