January 15, 2004 Amendment to 2003 Lateral Utility Connection Charges - PW011 In accordance with Ordinance No. 26l, the City's sewer and water hook up and connection charges are to be adjusted on January 1 each year to reflect construction cost changes. I have attached a copy of the Engineering News- Record construction cost index for December 8, 2003 that shows a 5.0% increase in the construction cost index (Minneapolis) from approximately a year ago. The following rates shall be effective following Council approval on January 26, 2004: Sewer Charges/Lot Lateral Cormection Charge Water Charges/Lot $4,739 Lateral Connection Charge [ $4,739 Lake Ann sub-trunk Charge: $ 947 Lake Ann Interceptor Charge: $1,155 A lateral connection charge replaces a missed assessment. When the City installs a pipe next to a property, some owners choose not to connect. In some instances, the City may not have assessed the property owner for their portion of the pipe. When those properties eventually connect, the lateral connection charge approximately covers the cost of the omitted assessment. These charges are only levied in rare instances, such as the Massui case. Attachment: 1. Portland cement prices in the city have shown little movement this year, after increasing 2.6% in 2002 and 2.2% in 2001.
