MEMORANDUM N` -

II '='--- !1-11- qv TO: Park and Recreation Commission
FROM: Todd Hoffman, Recreation Supervisor
Dais_"'_ __ - -.
I DATE: April 5, 1990 _ 7_2.3 1 0-
ISUBJ: Approval of 4th of July Fireworks Display
Attached please find bids from two companies for the 4th of July
I fireworks display. A letter from Vitale Fireworks Display Company
is also attached. When requesting bids for the 1990 show, a copy
of the show which Banner Fireworks presented in 1989 was included
I in our correspondence. As a result, you will notice the two bids
which were received appear to be very similar.
Upon request for references from Arrowhead Fireworks Company, Inc. ,
I a limited number were made available with only two municipalities
among them. The review which the people contacted at these cities
gave Arrowhead Fireworks was less than enthusiastic. Specifically,
I it was their opinion that they received less of a show than they
expected and it was one person's opinion that Arrowhead paid less
attention to set up and safety than other companies they had worked
I with. Banner Fireworks Display Company has presented the past six
fireworks displays in Chanhassen. All of them have been of high
quality from the standpoints of safety, professionalism, and level
of excitement. They have always shown an interest in giving the
I best show possible and visit the display site before the actual
shoot.
I It is staff's recommendation to accept the bid from Banner
Fireworks Display Company in the amount of $5, 190.00 for the 1990
fireworks display.
IPark and Recreation Commission Update (4-10-90) :
The Park and Recreation Commission acted unanimously to recommend
I accepting the bid of $5,190 from Banner Fireworks Display Company
due to their quality presentation in the past.

1 Dear Mr. Hoffman
Thank you for giving us this opportunity to bid on your
1 display. This program is for $5,000.00.
Arrowhead Fireworks Co., uses only the best shells
made. We pick our American Shells from several U.S.
1 factories. We also use three brands of chinese shells
along with Japanese, Taiwan and some extra special
Spanish shells. Our 108 shot brazil finale has bright
1 white flashes with every report and is a enhancement
to every finale.
1 Hoping to be of service to you.
Sincerely,

Igiving everybody more opportunity .
IErhart: I don 't want to do that .
Andrews : I think you throw it in the pot and everybody has an equal
Iopportunity .
Mady: It should be because otherwise once you 're there , you 're in forever .
IILash: Yeah , I don 't like that idea at all .
Schroers: . . . in the paper notifying people through the Villager that this
Iopportunity is going to be available .
Mady: Since the Council doesn 't do their recycling drawing anymore . . .
IAndrews : Is this for canoes only or are we talking sailboards or kayaks?
Schroers : Do you need a motion Lori?
IMady : Yeah .
I Andrews: I move that we put one rack at the main location at Carver Beach ,
one in the north section and one at Lake Susan Park and the selection as
suggestion . . .
1 Mady : Second .
Andrews moved , Mady seconded to locate one canoe rack at the main location
II at Carver Beach , another canoe rack in the north section of Carver Beach
and a third canoe rack at Lake Susan Park. Selections for canoe slips
would be through a lottery system with a fee of $20.00 per season . All
Ivoted in favor and the motion carried.
IIAPPROVE JULY 4TH CONTRACTS; BANNER FIREWORKS DISPLAY COMPANY .
Hoffman: Item number 5 , review the bids for the 4th of July fireworks
display . Two companies submitted bids and the third company did not submit
I a bid . . . The best fireworks which they gave us a real comparable price on
it . It appears at first glance that Arrowhead Fireworks had a little
more . . . Over the past years have not received really a recommendation . . .
I The same company do it . In talking with Arrowhead they were hesitant to
give out the name . . .they work with . . .and he said for the money they spent
they 'd like . . .
I Mady: What size of show was there . . . Were they comparable sizes to us?
Were they smaller?
I Hoffman: They were larger . Just over $10 ,000 .00 and they thought they
received somewhat less of a show than a lot of you have . . .

Mady : I 'll make a motion to recommend Banner for this year . They 've g iven
us excellent shows in the last few years and I don 't see any reason to
think about going to anybody else . '
Andrews: Second .
Mady moved, Andrews seconded that the Park and Recreation Commission '
recommend approval of Banner Firewords Display Company's bid in the amount
of $5,190.00 for the 1990 4th of July fireworks display. All voted in

Lash: I thought you were going to do something about the band . . .
Hoffman : The note on the band . Since we had the intention of bringing it II
back to this meeting , since my initial call , I called him like 4 times
and . . . The impression I 'm getting is that he thinks we 're being hard nosed
. . .and I 'm not sure where we 'll end up with it . . .at some point we should . . . ,

Hoffman: This report we 've seen a lot of interest from the commission and
