Proposal for Chanhassen Farmers Market
On Tuesday, January 27, the Park and Recreation Commission reviewed a proposal to
hold a Chanhassen Farmers Market in the new City Center Park. Mr. Jim Bledsaw and
Mr. Dave Boorsma, representing the Chanhassen Chamber's Farmers Market Committee,
were present at the meeting. Both Mr. Bledsaw and Mr. Boorsma made brief
introductory comments prior to staff presenting our finding regarding their proposal. A
copy of the committee's proposal, a staff report and other correspondence are attached. I
have contacted representatives of the Chanhassen Library and they are fully supportive
of the proposal.
I will forward the minutes from the January Park and Recreation Commission meeting
when they become available.
RECOMMENDATION
The Park and Recreation Commission, by a unanimous vote, recommends that the City
Council approve the Farmers Market proposal with the following conditions:
1. All vendors shall be restricted to the area depicted on the site map.
2. No vendor shall be allowed to be within the fight-of-way of Market
Boulevard.
3. Each vendor shall comply with all state and local regulations and provide
proof of appropriate liability insurance. These documents, or copies thereof,
shall be posted in a conspicuous location at each booth.
4. Products shall be limited to produce and other food products, flowers and
outdoor plant materials.
5. A member of the farmers market board shall be on the premises during
weekly set-up, operation, and take-down of the market.
6. The market shall provide its own barricades to block off both the east and
north access to the vending area parking lot.
7. The market shall provide its own trash containers and pick up.
8. Access to the Library shall be maintained at all times.
9. The City of Chanhassen and the Chanhassen Library shall be permitted at
various times to display and sell various items pertinent to their operations.
10. The Farmers Market Board shall submit an annual report to the City Council
at the close of each season.
11. The City retains the right to close the market for any reason with one weeks
notice.

SUBJECT: Chanhassen Farmers Market Proposal
Attached please find a proposal for a Chanhassen Farmers Market. This
proposal has been forwarded by Mr. Jim Bledsaw representing the Farmers
Market Committee and the Chanhassen Chamber of Commerce. A site map
depicting the proposed location for the market is also attached. The Farmers
Market Committee has been meeting throughout the fall and winter. I have
attended two of their meetings.
The whole idea behind City Center Park was to bring the community together
in the downtown. If successful, the farmers market likely will become the
signature event for this space. Farmers markets appeal to a wide spectrum of
people in a variety of ways. Located just off our main street, the market
would be visually intriguing. The atmosphere, sites, pleasant aromas and
sounds of an open air market offer a wonderful diversion to everyday life.
People get to know one another in these types of settings and the commonality
of a weekly event in the downtown would build community connectedness.
The Community Development and Engineering Departments have completed
a review of this proposal. The Community Development Department raised
no issues with the plan. The Engineering Department will require that, "No
vendor be allowed within the public right-of-way of Market Boulevard." The
Sheriff's office is also reviewing the proposal. I will forward their comments
when available.
I have contacted Melissa Brechon, Carver County Library Director and Chad
Lubbers, Chanhassen Branch Manager informing them of the proposal. Both
Ms. Brechon and Mr. Lubbers are excited about the proposal. The 10:00 a.m.
opening of the Market corresponds with the opening of the Library.
One complication which may be encountered this spring will be the ongoing
remodeling of the old library space. Gen Con Construction will have control
of the parking lot just to the north of the Farmers Market until sometime in
May or June.

Proposal to Chanhassen Parks Commission
Chanhassen Farmers Market
Permission is requested of the City of Chanhassen and the Chanhassen Parks
Commission to use the Chanhassen City Center Park for a Saturday Farmers Market, to
be offered each Saturday, from the first Saturday in May, until the last Saturday in
October. The time of the Farmers Market will be 9:00 a.m. toI~ 0Op.m., each Saturday.
The goal of the Chanhassen Farmers Market is to enhance the Chanhassen area with an
excellent farmer's market, offering produce which is locally grown. The farmer's market
will be a gathering place for area residents.
Our goal is twenty vendors, with the first year likely to be less than that number, at least
at the beginning of the season. Each vendor will support the Chanhassen Farmer's
Market with membership dues, and an annual or daily fee. Each vendor will provide
their own liability insurance and will be required to comply with alt applicable rules and
codes regarding weights and measures, labeling requirements, or any other regulations
which might apply. A member of the Farmer's Market board will be present each
morning to insure compliance.
The Chanhassen Farmer's Market is being encouraged by the Chanhassen Chamber of
Commerce. A committee of the Chamber has met for months planning this project. The
farmer's market will be incorporated as a not-for-profit-corporation. The board of
directors of the farmer's market will promote the market, collect the fees, and insure
compliance with farmer's market roles and guidelines, to be developed by the board,
especially health regulations.
The parking lot just north of the park, on Market Blvd., would be closed for vendors.
Vendors would either sell from booths in the landscaped area, or from the back of their
vehicles on the south edge of the parking lot.
Citizens of the area will benefit by having access to locally grown, farm-fresh produce
and the oppommity to interact with the farmer who grows the produce. Farmers markets
help to promote good nutrition, wholesome eating habits, and better food preparation.
The Chanhassen Farmer's Market will help small farm families in the area, providing
direct access to supplement farm income.
The farmer's market will be a great benefit to residents. Over time, it will also serve to
boost the Chanhassen economy, by increasing buyer traffic downtown.
The target date for our opening is May 8, 2004.

Enclosed is the proposal we discussed for a Chanhassen Farmers Market
submitted by Mr. Jim Bledsaw and the farmer's market committee. Please
review the proposal including the site map and submit any comments you may
have to me by Friday, January 23rd.
On a separate note I would like to congratulate you again on the opening of
the new Chanhassen Library! I spent some time in the "fireplace" room
reading just the other night. When my children located me and requested that
we go check out they said that the fireplace room is where all the Dad's go to
read! What a great addition to the community.
