IIn accordance with the 1990 Equipment Replacement Fund budget,
Shop Foreman Brose has been directed to prepare specifications
for bidding for the Public Works vehicles and equipment. The
I attached memorandum from Mr. Brose adequately summarizes this
item for consideration .
II The matter of the used bucket truck acquisition which is used for
tree trimming, sign work , intersection signal bulb replacement
and street light work has been reviewed with Harold and I concur
I with his recommendation to salvage the cab and chassis from
vehicle No. 106 and bid this purchase for a direct mechanical
linkage mechanism to be mounted on the City's cab and chassis. I
believe this is an excellent alternative to not only salvage an
I existing City vehicle but also, from a safety standpoint, poses
the best alternative for this aerial bucket truck.
I It is therefore recommended that the attached vehicle and
equipment specifications be approved and advertised for bids.

SUBJ.: Specifications for Public Works Vehicles and Equipment
1 Specifications for your and Council review on the purchase of
additional or replacement equipment through the Equipment
1 Replacement Fund #209 are attached.
Vehicle A will be an additional vehicle, with snowplow, for the
new utility person. Vehicle B replaces unit #107 (1980 4 x 4
' pick-up with plow) in the Street Department. We would purchase a
vee, all-position plow for this truck to be used for parking lots
and trails . Vehicle C replaces unit #110 (1978 Dodge pick-up)
' used as an all-purpose pick-up for sign and street light work and
additional transportation for Garage and Park personnel. Vehicle
D is a survey vehicle for the Engineering Department.
The new dump truck with plow, wing and sander will replace unit
#106 (1973 plow truck) . The cab and chassis from #106 are
1 intended to be used to mount the 50 ' aerial device in lieu of
purchasing an entire bucket truck.
As you are aware, I have been contacting local dealers for the
1 past two months trying to locate a used bucket truck (chassis and
aerial device) . There are very few available including
out-of-state. Most used units are 10 to 15 years old with a
1 price of around $30 ,000 . Some of these used units have cables to
move the upper and lower booms instead of direct linkage. If we
would buy a unit with cables, the City would have to have the
1 cables replaced every 5 years to keep the unit safe and certified
at a cost of $3, 000 to $5 ,000 . If the boom hoses were replaced
on a used, 10-year-old unit, to make the aerial device safe there
would be another $3, 000 to $5,000 cost added to the $30,000 used
bucket price.
I am therefore hoping to get bids on a new aerial device to mount
' on the City' s used chassis from #106. I estimate this to cost
around $38 ,000 . The specification I wrote requires direct
mechanical linkage , not cables, to the booms, eliminating costly
maintenance every 5 years and increasing the safety of this unit.

long range capital purchases could be monitored and Owned; 2) to provide�� II a "control center" for purchase/maintenance/usage of vehicles and equipment;
and 3) to divorce from the operating costs the peaks and valleys created
by a number of major purchases occurring (or not occurring) in any one year.
During any five year period, since origination of this fund, costs have I
approximated 2h of the valuation of property within the community (the rela-
tionship between property sewered, streets/utilities, and equipment necessary
for property/public improvements served is highly predictable). The City

completes a debt analysis study each year to insure that the debt structure
of this fund stays within the 2 mill guideline and that overall debt stays
within 8 mills.

GENERAL SPECIFICATION:
Under these specifications person submitting successful quotes shall be required
to furnish body and all hydraulic components called for and to install same on
chassis furnished by City. All materials furnished shall be new, first-class
merchandise and shall be mounted in a manner satisfactory to the City.
Any additions, deletions or variations fran the following specifications must be
noted. These specifications shall be construed as minimum. Specifications also
require that the bidder furnish descriptive literature, complete specifications,
and all other necessary data on the equipment being proposed.
DUMP BODY:
1. Mounted, 9' x 7' dump body (8' outside width).
2. Sides: 8 gauge steel, 20" height, box upper rail, gussets for side boards,
slanted running boards, continuous welds with 1" pipe walk rail
mounted between vertical braces full length of the box 8" up fran
bottom of rub rail, both sides. Provide four box-type side braces
6" wide with rear corner post 10" wide.
3. Floor: 3/16" smooth 40-50 carbon steel plate. Radius sides-to-floor and

gallons. Tank must have magnetic drain plug,
removable wire mesh suction strainer, and 5 PSI
pressure fill cap. A 1" two-wire pressure hose
from pump outlet to valve inlet. Suction hose
must be 2" minimum from 30 gallon reservoir to
pump inlet. Include one 3/4" plug for return line
for sander, etc. and one 1/4" plug for hydraulic
pump case drain. Fluid level indicator on front
side.
17. Filter: Replaceable spin-on 10 micron installed in return line. One-way I
check between filter and tank.

SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS
FOR
ONE (1) NEW AERIAL MANLIFT DEVICE I
The successful bidder shall provide to the City of Chanhassen one (1) new
50-foot, overcenter, articulating elbow, aerial manlift device mounted on City's
1973 Fbrd F-750 cab and chassis with a wheel base of 144 inches and a 72-inch
CA. GVW is 27,500 lbs. with a 9,000 lb. front axle, 18,500 lb. rear axle and
frame section modulus of 18.0. Chassis frame must be lengthened and reinforced
to a 176 inch wheel base with a 102 inch cab to axle. A removable cab guard
shall be provided and flatbed body with tool boxes as per specifications.
1. The vehicle must meet all OSHA, ANSI, Federal and State regulations for line I
service work on 15KV-AC minimum electrical distribution system. Bidder is
responsible to meet any and all such standards which shall override the spe-
cifications where a conflict between such standards and these specifications
exists and to inform the City of Chanhassen of any such conflict at time of
bid submittal.
2. Bidder must furnish detailed dimensional drawing(s) of vehicle bid as part
of bid package. All bidders must complete enclosed forms and supply a
detailed proposal on their own letterhead stating exactly what is being fur-
nished.
3. Successful bidder shall furnish 100% warranty on all parts and labor for
two (2) years minimum.

4. Bidder must have in full operation, as of bid opening date, a factory-
authorized service center with complete parts inventory and trained staff to

service aerial lift device located within the State of Minnesota.
5. All welding, fitting, painting and installation of all vehicle components
shall be done in a workmanlike manner and conform to general industry stan-
dards for vehicles of this category.
6. Vehicle shall be bid F.O.B. City of Chanhassen, Minnesota, complete and I
fully operational.
7. Bidder shall state delivery date of unit to the City of Chanhassen. I
8. All specifications herein stated reflect City of Chanhassen's best judgement
of needed features for the subject vehicle. Any exceptions to these speci-
fications must be detailed clearly and concisely stated on a separate sheet
and included as part of the bid.

in either direction.
- The turret shall rotate on a shear ball rotation bearing,
driven by a hydraulic orbit motor through a rotation gear

7. BOOM ASSEMBLIES:
- The lower boar shall be constructed of tubular steel,
hi-tensile, 58,000 PSI tensile strength.
11 - The lower boom shall travel a minimum of 100 degrees and
shall be actuated by a double acting hydraulic cylinder.
- The fiberglass lower boom insert shall have a minimum of
24" insulation gap.
- The rectangular upper boom shall be constructed of a
filament-wound smooth surface fiberglass tube securely
fitted to a steel end section.
- The fiberglass section shall maintain a minimum clear
span of 12' and be rated to 69 KVAC.
- The upper boom shall travel a minimum of 200 degrees
relative to the lower boom and shall be actuated by
double acting hydraulic cylinders.
- All boom/cylinder linkages to be of solid hi-tensile
steel. FLEXIBLE BOOM/CYLINDER LINKAGE SUCH AS CHAIN
OR CABLE IS UNACCEPTABLE AND WILL BE CONSIDERED IN

- All boom cylinders shall be equipped with hydraulic
check valves to prevent free fall of the booms in the
event of a loss of hydraulic power. Bleed ports shall
be provided to allow lowering of booms in the event of
hydraulic failure.
- All hinge and pivot points are to incorporate stressproof 11 steel pins and are to be fitted with replaceable bronze
bushings.
- Cylinders shall be of threaded end-cap design. Cylinder I
rod eyes shall be both threaded and welded.
8. HYDRAULIC SYSTEM:
- The hydraulic system shall be open center with full
pressure controls at the base of the unit and at the
personnel basket. Hydraulic system shall be capable of
operating either closed or open-center tools. If closed
center is provided, a valve must be included at basket
to circulate oil for warm-up.
- There shall be a ten-micron filter in the return line.
- The hydraulic reservoir shall be 30 gallon capacity, mounted
in pedestal, equipped with a 100-mesh suction strainer and
shall have a sump area, with provisions for easy cleanout.
- The hydraulic suction and return line shall be in I.D. I
diameter hose.
- Double-braid nylon electrically non-conductive hose shall
be used through the booms.
- Maximum system operating pressure shall be 2,500 PSI. I
- Normal operating flow shall be 10 GPM.
9. CONTROLS:
- The upper station shall be equipped with a 3-lever
control located at the basket.
- The lower station shall positively override the upper I/
controls and shall be equipped with three control levers.
- All controls shall be center-neutral type, offering I
precise metering capabilities and shall be equipped with
guards over the controls.
10. BASKET LEVELING:
- The work basket shall be provided with a positive cable
or chain leveling system and shall be dielectrically
insulated with fiberglass leveling rods.
- All leveling components shall be within the confines
of the boom assemblies. '

11. BASKET:
- A fiberglass basket shall be side hung on side of upper
boom. Basket shall be 24" x 24" x 42" with solid access
steps. Basket shall be 350 lb. rated capacity and shall
include a safety belt ring.

- One (1) hydraulic tool outlet stud shall be at the basket.
13. MANUAL TWO-SPEED THROTTLE CCNTROL AT BASKET:
- The throttle operates from a two-position switch at the
basket. Throttle may be off, or on at high idle only
when upper controls are operated.
' 14. OUTRIGGERS:
- One (1) set of A-frame outriggers connected to the
pedestal, 12' spread with individual control levers that
enable operator to view outrigger leg in operation shall
be provided, and an isolator valve which diverts oil away
from the outriggers and to the booms shall be provided.
15. MANUALS:
- TWo (2) sets of operation, parts and maintenance manuals.
One (1) set of manuals covering overhaul and repair.
16. DECALS:
- All MADDDC required decals shall be provided.
17. PRIME PAINTED:
- Shall be prime painted with Zinc-Chranite. Manufacturer's
urethane based paint color acceptable. If locally painted,
color to match cab with urethane-based Dupont #5081, two
coats.
18. PUMP/PTO COMBINATION:
- PTO shall be Chelsea power-take-off for manual transmission
and shall include cable operated control and red warning
light.
11 - Pump shall be Vickers Series V-10 hydraulic vane pump or
equal.
19. RETURN LINE GATE VALVE:
- The valve shall be installed in the hydraulic return line
between the reservoir and the filter allowing the return
line filter to be serviced without draining the reservoir.
20. SUCTION LINE GATE VALVE:

hydraulic oil reservoir allowing the removal of the
hydraulic pump without draining the reservoir.

31. HEAVY DUTY REMOVABLE CAB GUARD:
- Cab guard shall be constructed of 2i" x 2i" x 3/16" square
tube with l}" x 1i" x 1/8" angle for cross braces which
shall be installed every 18" on center. 1}" x 9 gauge
unflattened expanded metal shall be used as decking. Cab
guard shall be sufficiently large enough so as to extend
beyond cab on all sides and cover the rear of the cab to
the flatbed.

32. BODY:
- The body shall be a flatbed type constructed of 12-gauge
treadplate with 4" structural channel cross sills on 16"
centers, 94" wide by 168" long approximate so that the
end of basket does not extend beyond end of bed.
- The body shall have on the streetside: A underbody tool
box, 60" long by 18" high by 24" deep. This box shall have
two (2) compartments divided by a bulkhead with separate
access doors measuring 36" and 24" long. The boxes shall be
constructed of 14-gauge galvanneal steel. The doors shall
be constructed of 18-gauge galvanneal steel with hat section
structural support. The doors shall open down with a
continuous (piano) hinge with stainless steel hinge pins
across the bottom and double-strike paddle-handle latches
on top. Chain stops and automotive quality bulb gasket
seal around door perimeters.
' - The body shall have on the curbside: Gripstrut access
steps (staircase style) , 18" wide with the height of the
bottom step being 18" above the ground. This staircase
1 shall be located just ahead of the rear axle with a loop
type grab rail on the right side.
- An underbody tool box, curbside, 44" x 18" x 24" deep,
with canponents identical to above-mentioned box. Door to
have two (2) paddle handle latches. (Opening to be
approximately 44" x 18".)
33. NON-SKID SURFACING:
- All top surfaces of the flatbed to be covered with Sur-foot
non-skid surfacing or equivalent after priming.
34. BUMPER:
- The rear of the truck shall have a fullwidth, 10-gauge
treadplate apron with recessed tail lights and a
gripstrut step bumper with a center recess.
' 35. OUTRIGGER CONTROLS:
- Outrigger controls shall be recessed behind the apron and
located so that an operator actuating the valves will be
in full view of the outrigger in operation.
36. GRAB HANDLE:
- One (1) pipe handle shall be installed at right rear access.
37. BASKET ACCESS:
- A basket access which enables an individual to enter and
' exit the basket safely and easily shall be provided.
38. REAR N D FLAPS:
- Two (2) black rubber mud flaps shall be installed behind
rear wheels.

- The unit shall be designed and tested to remain stable and
withstand loads of 150% rated load in all positions without
component degradation. Bidder must provide rated load-
position profile data. Test to be performed with City of

ANSI standards after installation. Dielectric testing
to be performed after painting.
- Weighing of completed vehicle, recording axle weights
and certifying vehicle per Federal Motor Vehicle Safety
Standards shall be performed.
40. INSTALLATION: ,
- Unit and accessories shall be installed onto customer
supplied chassis complete and in accordance with all
applicable Federal Motor Vehicle Safety Standards.
- A11 necessary oils and greases will be provided.

- Prime paint with zinc chromite primer and caulk all seams.

- A copy of all test reports must be furnished to the City
