It is the goal of this event to allow the I residents of Carver County to become aware of the opportunities, information and assistance provided by the University of Minnesota's outreach in the county. IAn exciting and fun filled day of events is planned including a Presentation Stage where short sessions are planned on successful operation of a-small business, how to be a leader in your community, II preserving water quality, food preservation, various aspects of gardening, composting and recycling, research advances in home fruit production, youth and alcohol decisions and other subjects. There will be garden II tours and demonstrations in the fruit researdi areas. The Trumpet Creeper tram will offer guided tours of the Arboretum. Children's events at the Learning Center will allow youngsters to have a meaningful and fun filled I visit. This will also be 4-H Demonstration Day providing activities for youth and their families. To rand out the day there will be live music and picnic suppers will be IIavailable. In this festival atmosphere we hope to give all visitors a sense of the II commitment the University of Minnesota has made to the people of Carver County and demonstrate its presence through the Minnesota Landscape Arboretum and the Carver County Extension Service. As you know, the lake I suffered a winter kill last winter leaving mostly rough fish. The residents on the lake and in the area have expressed an interest in seeing the lake restocked. 1 It is our understanding that the DNR is unable to do any fish management on a lake without public access. The City has received a State Bonded Grant for park development at Lake Susan 1 Park, located on the northwest side 'of the lake. This park plan includes a public access which is scheduled for contruction this upcoming summer. s =e I 1 Although the access will not be completed at the beginning of the fishing season, we will open it as soon as possible. There has been no resident opposition to the access and none is expected I and no delays are anticipated. Re: C.S.1010 (T.H.101) at Great Plains Blvd. Dear Mr. Warren: Please accept my apology for this lengthy delay in responding to your letter of October 26. The data we needed was collected in November and briefly reviewed at that time. This letter scenes to you now because of a very heavy construction workload this last year that ended with our last traffic switch of the season on December 29th. Traffic counts were taken at this intersection on November 14, 15 and 16 and are attached for your information. They indicate a very low volume of traffic on Great Plains Boulevard. A pedestrian count was also taken on November 15 and 16. The highest single hour had 16 pedestrians crossing T.H. 101. There were several hours that counts ranged from zero to two pedestrians. This count was made only from 6 to 10 am and 3 to 8 pm during the time periods when the I most conflicts would occur with motorists. These counts indicate little pedestrian activity. An accident review was also made which showed no reported accidents from January 1, 1986 to the present. All data that Mn/DOT has indicates no justification for an all-way stop as we also noted in our letter of April 20, 1988 to Pastor Nate Castens. That letter explains that Mn/DOT cannot install unwarranted stop signs. ' Crosswalk striping and pedestrian signs (W11-2A) are inplace at the intersection; however, there are no advance pedestrian signs (W11-2) . Warren January 10, 1990 Page Tian If there is a time when there is a high number of pedestrians crossing ' here, such as during a church service, we would recommend the use of to crossing guards similar a school patrol. This would seem to address the needs of the church in the most positive way and still not require a stop condition that would affect every motorist on T.H. 101. The ' warning flashers mentioned in your letter should also be a positive influence on traffic operations. He requested ' that enforcement action be taken against all violators. Jerry will supply a list of people having permits to use hydrants at the Public Safety desk. ' Lori Fahning: Lori advised everyone that her last day will be March 16 - - Lori, we hate to see you go! Gas Piping Fees: Carl Barke and Steve Kirchman are working on a memo to submit Ito Jim Chaffee regarding possible changes in this area. Teton Lane: Chief Gregory inquired whether Public Safety had been made aware of ' decisions for the City to block off a portion of Teton Lane. He stressed the importance of advising the Fire Department. Scott will let Gary know that the concern was raised. Mark Littfin: Had nothin' to say. Permit Time Schedule: It was discussed that as we continue to grow and have an ' increasing number of permit applications, that the 24 hour turn around time that has always existed is becoming increasingly difficult to meet. It was suggested that a meeting be scheduled to include Engineering, Planning, Public Safety, Building Inspection, etc, to discuss how best to prioritize issues for adequate turn around times. Scott will get a note off to people on this. Public Safety Day: An enthusiastic discussion occurred regarding Chanhassen's participation in this event again this year. Deb will be heading this up, with some plans already in the works. ' First Aid Refresher: Jim Chaffee said that he would check with Waconia to see about a refresher training for our people, and a new first aid course for new employees that did not get trained in last year. February 8, 1990 i I Mr. Steve Keefe, Chairman Metropolitan Council Mears Park Center 1 230 E. 5th Street St. Paul, MN 55101 Dear Chairman Keefe: II am writing to you in my capacity as Planning Director for the City of Chanhassen to request an extension of time in responding Ito the amendments to the Metropolitan Systems Plan. This request is being sent to you relative to your letter dated November 13, 1989 to Don Ashworth, City Manager. A formal City Council reso- lution requesting the extension accompanies this letter. I feel a bit of background relative to the City of Chanhassen' s recent planning efforts and the system statements themselves may I be of benefit. Chanhassen has been in the process of developing an amendment to it' s comprehensive plan for approximately the last year and a half. The amendments to the plan started as an 1 outgrowth of the Lake Ann Intercepter Agreement to which both the City and Metropolitan Council were parties. Due to staff turnover and other factors work on the plan amendment was somewhat protracted but has assumed an excelerated pace beginning in the- Ifall of 1989. The plans that have been developed to date by the City are in 1 draft form only and are in the process of being prepared for hearing prior to submittal to Metropolitan Council. ., 'The plans invision a very significant expansion of the MUSA line within the 1 community. We believe that such an expansion is both reasonable and essential if the City is to continue to develop since we are rapidly reaching depletion of land that is currently available for development. We believe that we can demonstrate that the I City has grown at a much more rapid pace than had been antici- pated by the Council, most recently in the systems statements themselves. For example, the 1988 Systems Statement information 1 supplied to the City indicates a year 2,000 population of 10,000 persons. The City currently has a population of over 11,000 and is growing at the rate of approximately 400 new single family ihomes per year. 1 Chairman Keefe ' February 8, 1990 Page 2 11 Year 2000 employment was projected at 4500 jobs within the com- munity. A survey undertaken in the fall of 1989 indicates that ' we have already exceeded this number and we are currently working with several major developers that would provide additional growth in the very near future. As I indicated to you above, the City is rapidly approaching a total depletion of available ser- i' land for development. At the rates which we have been con- suming property our supply of industrial land will not last much longer than the present year, while our supply of residential ' land equals a two to four year supply depending upon which popu- lation projection are utilized. We have attempted to keep Metro Council staff posted on our progress during the development of our Comprehensive Plan and have every intention of continuing to do so. We have corresponded with Carl Ohrn regarding information similar to which is presented above, dating back into September of 1989 and have had meetings with Michael Munson and Ann Hurlburt regarding the plan. Our current schedule anticipates having a plan ready for submit- tal to the Metro Council during summer of this year. We antici- pate having continued discussions with your staff relative to the plan as it is developed. Thank you for your assistance in this matter. Until new TH 212 is constructed, TH 5 is an especially important minor arterial which carries a significant amount of regional traffic in the southwest metropolitan area. Upgrading this highway supports Transportation Policy 12, Strategy A: State and local units of government should provide an adequate minor arterial roadway system in the,region. ' Although a portion of TH 5 lies outside the MUSA, an upgraded TH 5 will connect existing parts of the MUSA and it would therefore be consistent ' with the Metropolitan Development and Investment Framework to improve TH 5 to TH 41 in Chanhassen. Attendance IThe first meeting of the Senior Needs Assessment Task Force was attended by five committee members,two city staff and one consultant. The roster of Imembers of the committee can be seen in Attachment A. Sharing Ideas on Sources of Information As a part of introductions, Task Force members shared some background on themselves, their reason for joining the Task Force and their hopes for the Task Force. As a part of this discussion, mention was made of a variety of services targeted to seniors and offered in the area. In addition, several resources including people and places were mentioned. The list included the following references: 1. First Call For Help: This service is sponsored by the United Way and offers Information and Referral in response to telephone inquiries. First Call for Help also publishes a book listing a variety of services. The Task Force recommended that a copy of this reference be obtained. A 1990 copy has been ordered and received. 2. Carver County Directory: Carver County Community Services has constructed a wallet size card which lists several services for seniors. Copies of the card have been ordered and received. 3. The Community Action Agency for Scott-Dakota-Carver (Kathy Dorfmer): The Community Action Agency sponsors a variety of services. What is the reaction to the idea of a Chanhassen Community ' Center or a Chanhassen Senior Center? 8. Where are the people who are using senior services coming from? ' Are Chanhassen seniors using existing services and are they being well served? ' 9. Is any priority being given to Chanhassen residents needs by the various organizations which serve seniors? 10. Are seniors well served by the current array of educational offerings or are the hours, days, times inconvenient or inaccessible to them? These questions will be included in a structured interview guide which will be distributed for the Task Force's review at the next meeting. ' V. Next Meeting Date and Agenda The Task Force agreed to meet again on February 26. At that time,the Stage I ' Report which will include a discussion of the area demographics will be shared with the Task Force. The report will also include a brief discussion of area resources. ' Joanne Kvem has agreed to join the group as an ex-officio member and will also select a senior from the South Shore Senior Center, who is a Chanhassen ' resident, to accompany her. The senior will be a full member of the Task Force. Although both Joan Lynch and Kathy Dorfmer were invited to attend the next meeting of the Task Force on February 26, neither can come at that time. However, the borderline between the two service areas is generally undeveloped. 1 Accordingly, we have not been inundated by the number complaints/ concerns as appear to have occurred in Maple Grove. This posi- tion may change as two subdivisions are rapidly being developed 1 along the border area. To get a better understanding as to rate differences as they may exist, I did meet with the General Manager of Minnesota Valley I Electric Cooperative, Roger Geckler. I am attaching a copy of the follow-up information he sent to me. The NSP representative whom the City works with is Marlow Peterson. This has resulted in a great variance in rates and services. ' We have explored ways of trying to resolve the confusing rate differences, but found that our voice is not heard among the sea of rural voices, who like to see their rates subsidized by our base of urban customers. ' Recently we've been exploring legislative avenues. One of the more promising is the work of the Legislative Task Force on Electric Utilities, which is chaired by Senator Ron Dicklich. They have written a report which will be out soon and may address some of our concerns. What we need to know is what your interest and concerns are in this area. Does yours city face problems of having separate rates for electric utility service? How does the service compare? I would very much like to hear from you. Depending on what we learn, it may seem feasible to form an informal coalition to explore these issues and their possible solutions. Henderson I was pleased to discuss our retail electric rates with Donald Frankhauser you and to let you know there will be no retail rate Savage increase again this year. I believe our last rate in- crease was 1986. As a result our residential rates, I GENERAL MANAGER. while still approximately 20% higher than NSP, are becoming quite competitive. In addition, our Off Peak RogerGeckler Rates for off peak space heating, water heating and air I conditioning allow our 1200 or so members who partici- pate in those programs to enjoy the lowest electric rates in the area. (see enclosed brochure) I The Off Peak . Rates are also available to our commercial/industrial (C/I ) accounts however their participation in these programs so far is minimal. One II of the C/I accounts in your area using our off peak rates is Gedney. Generally speaking, Don, our greatest competitive problem is with our C/I accounts . An I effort is being made to correct this situation. Also, MVEC is presently refunding over $100 , 000 to our larger C/I accounts . This refund is primarily attributable to a program developed by our wholesale power supplier. While the new C/I rate and the C/I rate refund are good news, we realize MVEC needs ' to continue to focus on making our C/I rates more competitive.
