PROPOSED MOTION
"The City Council accepts bids and awards contract to Minger Construction in
the amount of $237,746.70 for Lift Station 10 Improvements."
City Council approval requires a simple majority vote of those present.
BACKGROUND
The City Council awarded a
design and construction
administration contract to WSB
and Associates improvements
to Sanitary Lift Station 10 on
June 10, 2013.

pump to the collection system, which conveys flow to Lift Station No. 10. The service area
encompasses approximately 480 acres and includes approximately 989 service connections. The
sanitary sewer flow to the lift station is 0.271 million gallons per day (MGD). An 8 -inch
forcemain extends from the lift station southeast along Lotus Lake to Highway 101 where it
discharges into a 21 -inch trunk sewer. The forcemain is approximately 7,625 feet in length. The
station was last worked on in 2002 when new controls and a standby generator were installed.
The lift station is the second largest pumping station the City maintains.
DISCUSSION
Lift Station No. 10's wet well capacity is inadequate to effectively handle the volume of
wastewater going through the station. The existing wet well has only about 8 feet of normal
storage. The recommended storage for the volume of flow going to this station is calculated at
21 feet. Since the station has significantly undersized wet well capacity, the pumps cycle
continuously causing premature wear. These pumps are constantly being serviced. The
significant amount of pump cycling per day is also electrically inefficient. Additionally, when
problems occur, emergency responders have very little time to diagnose, correct the problem and
get the station running again before it overflows because the station essentially does not have any
emergency storage.
Staff is proposing to drill a new wet well on the existing lift station easement to create the
recommended normal and emergency storage. The station is in close proximity to residential
lakeshore properties so construction is limited to the existing lift station easement. The new wet
well is anticipated to be drilled next to the existing lift station using caisson construction
technique. The existing lift station will be kept in service while the new wet well is being
constructed. A tri -plex submersible pump station is proposed to provide additional storage
working range for the pumps and for a more efficient pumping operation. This will reduce the
number of hourly starts and reduce the excessive wear on the pumps.
Landscaping improvements are part of the project. The property owners have requested the
existing fence around the station be removed and not replaced. In its place, some landscaping
improvements will be made to better screen the station.
BIDS
Bids for the project were opened on Thursday, September 26, 2013 at 2:00 p.m. and read out
loud. The bids have been checked for errors. Two bids were submitted.

The Engineer's estimate is $259,730.00. Eight prime bidders were on the planholders list but the
City only received the two bids. Reasons for other contractors not submitting a bid were they are

too busy and the project is more complicated than they could take on. The low bidder for this
project is Minger Construction. Minger Construction is a local contractor and has done work for
the City in the past. Their work has been acceptable.
The City will be receiving quotes for pumps and the electrical panel in the near future. The City
elected to purchase this equipment separately without contractor markups. The budget for these
purchases is $75,000.
This project was budgeted in the 2012 CIP, Project SS -23. The amount budgeted for this project
is $360,000.
SCHEDULE
The project is tentatively scheduled to start in December with an operation startup of the new
station in mid - February 2014. Staff will notify the property owners in the area prior to the start
of construction with a project timeline. Final completion is set for May 15, 2014.

A RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT
FOR THE LIFT STATION NO. 10 IMPROVEMENTS PROJECT NO. 13 -07
WHEREAS, pursuant to an advertisement for bids for the Lift Station No. 10
Improvements Project, bids were received, opened and tabulated according to law, and the
following bids were received complying with the advertisement:

AND WHEREAS, it appears that Minger Construction is the lowest responsible bidder.
NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council:
The mayor and clerk are hereby authorized and directed to enter into a contract with
Minger Construction in the name of the City of Chanhassen for the Lift Station No. 10
Improvements Project No. 13 -07 according to the plans and specifications on file in the
office of the City Engineer.
2. The city clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
