In the Equipment Replacement Fund portion of the 1990 budget, the
Parks Department had included a Cushman-type vehicle to assist
with turf, ball diamond and park maintenance activities. It is
felt that this vehicle would more efficiently allow Park
personnel to deal with park maintenance such as trash removal and
cleanup as well as to assist with ball diamond dragging and turf
maintenance. A similar vehicle is proposed for downtown
maintenance although is not included in the request at this time.
Two bids have been received for this item. The specifications
' for the vehicle are included with the bids.
I concur with Park Foreman Dale Gregory's recommendation that the
City award the purchase of one four-wheel turf/ball diamond/park
maintenance vehicle to the firm of Cushman Motor Company, Inc. ,
Minneapolis, Minnesota in the amount of $8 ,458.40.

General Comment: This fund was established to: 1) provide a means by which
long range capital purchases could be monitored and planned; 2) to provide

a "control center" for purchase/maintenance/usage of vehicles and equipment;
N ( and 3) to divorce from the operating costs the peaks and valleys created
by a number of major purchases occurring (or not occurring) in any one year.
During any five year period, since origination of this fund, costs have
approximated 2% of the valuation of property within the community (the rela-
tionship between property sewered, streets/utilities, and equipment necessary
for property/public improvements served is highly predictable). The City
completes a debt analysis study each year to insure that the debt structure
of this fund stays within the 2 mill guideline and that overall debt stays
within 8 mills.

GENERAL: It is the intent of these specifications to specify the
' requirement for the furnishing and delivery of one (1)
Turf/Fall Diamond/Park Maintainer. The unit is to be deli-
vered to the City of Chanhassen. It shall be new and the
' manufacturer's current production model. It is to be deli-
vered complete and ready for service, as specified, and shall
be equipped with all of the manufacturer's standard equip-
' ment, as advertised, whether or not specifically mentioned in
these specifications, in addition to all other equipment and
attachments specified herein.
' ENGINE: Shall be manufacturer's recommended standard, current produc-
