1 I-494 REPAIR PROJECT WILL BEGIN IN APRIL 1

Motorists traveling on I-494 this spring and summer will find crews repairing an
I I
18-mile section of the interstate from Bloomington to Plymouth.
IThe Minnesota Department of Transportation announced a $5.6 million dollar plan I
to improve I-494 from 24th Ave. South to Carlson Parkway. Crews will be overlaying the I
Ipavement, replacing guardrails, repairing storm sewers and building barrier walls under the
I bridges. I
The majority of the work will be done at night to reduce the impact to the 143,000 I
Ivehicles that travel on I-494 each day. Crews will begin night work no earlier than 7:00
1 P.M. and they must be off the freeway by 6:00 A.M. Daytime delays will be minimal. I
If weather permits, the project will begin in mid-April and will last through
1 September. There will be no lane closures from June 29 to Jul 15 because of th

Iincreased traffic volumes during the U.S. Olympic Festival. I
The apparent low bidder for this project is C.S. McCrossan, Inc., of Maple Grove.

This letter is in response to the requirement from the City I
Council meeting on February 26 , 1990 to provide you with
I information that the canopy provides sufficient room for I
maneuvering of buses.
1 Please find enclosed a letter from Mr . Mike Simon, Truman
Howell Architects & Assoc. , Inc. Mr . Simon has confirmed
with bus companies that the height of 13 '6" is more than
adequate for greyhound size charter buses, which require
12 ' 1 " with antenna . The width of said buses is 9 ' and Our I
drive isle is 14 ' wide, which allows plenty of additional
space.
1 Regarding additional information for maneuvering through the
canopy I refer you to Mr . Jon Horn 's letter of February 7 ,
1 1990 paragraph number five. The Owners have no objections to
these changes Mr . Horn has suggested at the canopy parking I
-.tit island.
I The hotel management team is projecting a maximum of 1 to 2
buses a weekend to be accommodated at the hotel . They felt I
however , that this was a very optimistic goal .
IIf additional information is required, please advise. I look

IPer our conversation concerning clearances under the entrance
canopy at the above mentioned project, I contacted Medicine Lake
Lines, Minneapolis, Minnesota for information.

I Greyhound size charter busses used by this company, as well as
others, are 41' long by 8' wide, plus 6" each side for mirrors,
I
1 thus 9' total. The height is 11'-6" plus 7" for antenna, thus
12'-1" total. The turning radius is approximately 45' .
II The drive lane width under the canopy is 14' , and the minimum I
clearance in height is 13'-6" and should posted on both sides of 7
the canopy.

Suites Hotel site improvements. In particutar, we would g the Country I of bus traffic into and through the site. like to address the

II ormation provided by Truman Howell Architects. It is
II anticipated that the hotel may offer a number of Dinner Theater or special event"
type packages that would require large bus traffic through the site. II
The parking lot plan which was originally designed by Truman Howell was analyzed
Ito determine the circulation of bus traffic through the site. An outside wheel II
turning radius of 45 feet was used, as recommended for large buses. It does not
appear that buses could maneuver through the canopy area without significant
1 difficulties considering the existing layout.
Minor modifications could be made to I o the parking lot design which would improve
II bus circulation. Changes include the widening of the West 78th Street entrance
from 30 feet to 36 feet, as requested by the Planning Commission site plan
review, and the elimination of two parking stalls in the canopy area (See. II
attached Exhibit 11). The driveway widening would require the removal of the
II recently constructed curb and gutter and apron installed for the entrance as a
part of the downtown redevelopment work. II.
1 Considering these changes, it appears that buses turning left from westbound
West 78th Street could maneuver into and through the canopy area, and back out II
the West 78th Street driveway. Buses making a right turn movement from east-
' bound West 78th Street could also maneuver through the canopy area, but would
have to travel through the parking lot to exit onto Market Boulevard or other I
alternative locations. In general, bus travel through the site would be
possible, but it would require frequent encroachment upon opposing travel lanes
II to make turning maneuvers.

Municipal Agreement,
Streetscaping & Landscaping
I Dear Mr. Warren:

I am writing to bring you up to date on the status of the Municipal
1 Agreement, the streetscaping, and the landscaping of the above referenced
projects. The Eden Prairie Agreement is in the process of being written and ,
the writing of the Chanhassen Agreement will follow shortly. Both
I agreements will deal with the Frontage Road south of T.H. 5, and east and
west of Dell Road. I am currently working on some pay items shown on the
II
typical which would normally not be considered as part of the State's cost
II participation. I am not sure that the agreement will reflect the items or
costs shown in the preliminary cost estimate.
II
In regards to the critique by Mr. Bud Osmundson of Orr Schelen Mayeron &
I Assoc., Inc. concerning the design and cost estimate, I must add that the
roadway he is considering is in a different location than what was shown on II
the layout. The City requested to have this road moved. In the design of the
II roadway, I am not sure what the GE of 25 is based upon. The projected
traffic counts or equivalent single axle load (ESAL) are not given and the II
Design Criteria used would be needed to follow thru his analysis. The
second point he makes is that the unit prices are low base on Mn/DOT's large
II projects. Large is a relative term. I believe that our unit prices are
based on average price of both large and small projects. We are using these
estimated unit prices because we are not building the road as shown on
I layout nor at the location shown therein. I feel that Mn/DOT would use the
same unit prices whether we were building the project or having the City II
build it, therefore I feel the unit prices are equitable. The last point
II refers to the City being forced to move the Frontage Road to the south. I
believe that it was the City's option to move the Frontage Road further
II

utilities as disrupted by the construction. However. because the City opted
to move the frontage road, these are new utilities under the new location.
II In regards to the streetscaping recommendations made by the Hoisington
II
Group. it is too late to incorporate these items into the Hennepin County
project. The State would allow incorporation of certain streetscaping items
II
II into the Carver County project. Both projects are a mixture of rural and
urban roadway. And because of the roadway grades and drainage systems it
would be extremely difficult to-change the roadway sections to totally urban
design without causing a major delay. The designer is currently reviewing '
I other streetscaping items for inclusion in the Carver County portion. The
State would have no objections to inclusion as long as they do not violate
our standards or safety sections. The cost would be one hundred percent

II Chanhassen's.
In regards to the landscaping recommendations made by the Hoisington Group.
IIII it is my understanding that the State has committed to replace a certain
amount of trees based on a fall of 1988 survey. This will be included in
our landscaping plan, which is scheduled for a December, 1991 letting. Any
additional landscaping requested by the City can be a part of this plan at

the City's cost. For any landscape planting, whether it will be paid for by
the State or by the City, it will be the City's responsibility to maintain
the plants. The State does not provide for any landscape planting
I
I maintenance.

ordinance/statute on point. : Because I think this is primarily an
I "education effort", advising people 'that what has been permitted
in the past will no longerybe permitted, I think it would be best

for us to continue putting warning tags on the vehicles there, and
I posting "no parking" signs, which I have taken steps to do. If

To confirm our telephone conversation of March 13, Chuck Achter,
II Principal of the Chaska Senior High School, has requested your
presence at the welcome home event for the girls basketball team. II
It will be starting at 5:00 p.m. on Sunday, March 18 at the
II Chaska Senior High School in the gymnasium. Two fire trucks, one
from Chanhassen and one from Chaska, will be bringing the team

from the Jonathan Center to the High School at the start of the
II event. Also participating in this celebration are three indivi-
dual state gymnasts and four individual state debaters.
The girls basketball team plays their ,.first state game on Thurs-
' day, March 15, 1990. The welcome home ceremony will take place
regardless of their performance at thetstate tournament.

I The City and the Chanhassen" Dinner Theatres will be providing a
complimentary ticket to attend a performance of "Damn Yankees"
for each one of the twenty nine individuals being recognized at I
the Welcome Home Night.-" These tickets will include the perfor-

I actually got several calls about why there was no park equipment allocated to

your park. Those folks should have shown up at the Park and Rec meeting. They
should have voiced their opinion but Jan, against the interests or the wishes of
several Park and Rec people said that she didn't want it in there. So there's

no need to go further here but my three ware Ed, Kevin and Wendy.

On February 20, 1990, the City Council approved the vacation of
Baldur Avenue. The City Attorney brought up the issue that t

should review the vacation before it is approved. There are no
I laws stating that the DNR should review a vacation before it is
approved, but the City has always contacted the DNR as a matter of
courtesy. After speaking to Jim Bloomingdale from the DNR, staff
I found out that the DNR has no interest in Baldur Avenue and the 1
City can proceed with the vacation.
Attached is a memo from the DNR expressing approval of the
Ivacation.

II Chanhassen is considering transferring the ownership of a drainage
swale (that outlets to Lotus Lake) to you. We would have no

objection to this transaction. DNR jurisdiction remains the same
.1 regardless of who owns the swale; the swale itself is not under DNR
jurisdiction, but any activity below the Lotus Lake ordinary high
water elevation (OHW) of 896.3' (NGVD, 1929) is under DNR II
jurisdiction and may require a permit.
IWe would recommend that the swale be left in a natural , vegetated
condition or riprapped, if necessary, to prevent erosion.

SUBJ: Parking at West 78th Street and Highway 101 P
Please find attached a copy of a memo from Scott to me concerning
the parking of vehicles for sale at the intersection of West 78th
Street and Highway 101 . I fully concur with Scott ' s assessment
of the situation and we will continue to issue warning notices
and call the individuals to have their vehicles removed. We must
keep in mind, however , that we are doing this without what we
feel is force of law. In other words, if push came to shove, we
would have to back off in our activities to have these vehicles
removed.

We are continuing to work with the Planning Department in our
efforts to clean up our zoning ordinances to reflect greater
emphasis on enforcement action if that becomes necessary.
Lacking a specific ordinance that would prevent the parking of
vehicles for sale on private property, we feel we are very
limited in our actions. On the other hand, we seem to be getting
compliance with our requests todate.

tary compliance of removal of these vehicles that are posted for
sale at the forementioned intersection..., We will do this in the

the owner to move their vehicle.
3. Continue dialogue with the property owner in our attempts
to post no parking signs.
4. Continue working with our City Attorney in our attempts
to prohibit the display of vehicles for sale at West 78th
Street and Highway 101 given the lack of specific
ordinances to prohibit it.
