Consider Approval of Farmer's Market Proposal in City Center Park
In response to direction from the City Council, the following amendments (shown in
bold) have been made to the conditions of approval for a Chanhassen Farmer's
Market:
1. All vendors shall be restricted to the area depicted on the site map.
2. No vendor shall be allowed within the right-of-way of Market Boulevard.
Each vendor shall comply with all state and local regulations and provide
proof of appropriate liability insurance. These documents, or copies
thereof, shall be posted in a conspicuous location at each booth.
4. Products shall be limited to produce and other food products, flowers, and
outdoor plant materials.
5. A member of the farmer's market board shall be on the premises during
weekly set-up, operation, and take-down of the market.
6. The Market shall provide its own barricades to block off both the east and
north access to the vending area parking lot.
7. The Market shall provide its own trash containers and pick up.
8. Access to the Library shall be maintained at all times.

various times to display and sell various items pertinent to their
operations.
10. The Farmer's Market Board shall submit an annual report to the City
Council at the close of each season.

The Farmer's Market Board shall obtain a $1,000,000
Comprehensive General Liability insurance policy naming the City
of Chanhassen as an additional insured.
13. The Farmer's Market shall utilize portable restrooms already on-site
in City Center Park.
14.
The Farmer's Market shall pay a $25.00 weekly fee to the City,
payable in two installments; $200 payable prior to the first market
day, and the remaining balance due at the conclusion of the market
season.
RECOMMENDED ACTION
It is recommended that the City Council approve the Farmer's Market Proposal for
City Center Park with the conditions listed. Approval of this proposal requires a
simple majority vote of those members present.

Proposal for Chanhassen Farmers Market
On Tuesday, January 27, the Park and Recreation Commission reviewed a proposal to
hold a Chanhassen Farmers Market in the new City Center Park. Mr. Jim Bledsaw and
Mr. Dave Boorsma, representing the Chanhassen Chamber's Farmers Market Committee,
were present at the meeting. Both Mr. Bledsaw and Mr. Boorsma made brief
introductory comments prior to staff presenting our finding regarding their proposal. A
copy of the committee's proposal, a staff report and other correspondence are attached. I
have contacted representatives of the Chanhassen Library and they are fully supportive
of the proposal.
I will forward the minutes from the January Park and Recreation Conmfission meeting
when they become available.
RECOMMENDATION
The Park and Recreation Commission, by a unanimous vote, recommends that the City
Council approve the Farmers Market proposal with the following conditions:
1. All vendors shall be restricted tothe area depicted on the site map.

Attached please find a proposal for a Chanhassen Farmers Market. This
proposal has been forwarded by Mr. Jim Bledsaw representing the Farmers
Market Committee and the Chanhassen Chamber of Commerce. A site map

Market Committee has been meeting throughout the fall and winter. I have
attended two of their meetings,

Proposal to Chanhassen Parks Commission
Chanhassen Farmers Market
Permission is requested of the City of Chanhassen and the Chanhassen Parks
Commission to use the Chanhassen City Center Park for a Saturday Farmers Market, to
be offered each Saturday, from the first Saturday in May, until the last Saturday in
October. The time of the Farmers Market will be O:O0 a.m. 'tol:~. O0rp.m., each Saturday..
The goal of the Chanhassen Farmers Market is to enhance the Chanhassen area with an
excellent farmer's market, offering produce which is locally grown. The farmer's market
will be a gathering place for area residents.
Our goal is twenty vendors, with the first year likely to be less than that number, at least
at the beginning of the season. Each vendor will support the Chanhassen Farmer's
Market with membership dues, and an annual or daily fee. Each vendor will provide
their own liability insurance and will be required to comply with all applicable roles and
codes regarding weights and measures, labeling requirements, or any other regulations
which might apply. A member of the Farmer's Market board will be present each
morning to insure compliance.
The Chanhass6n Farmer's Market is being encouraged by the Chanhassen Chamber of
Commerce. A committee of the Chamber has met for months planning this project. The
farmer's market will be incorporated as a not-for-profit-corporation. The board of
directors of the farmer's market will promote the market, collect the fees, and insure
compliance with farmer's market rules and guidelines, to be developed by the board,
especially health regulations.
The parking lot just north of the park, on Market Blvd., would be closed for vendors.
Vendors would either sell from booths in the landscaped area, or from the back of their
vehicles on the south edge of the parking lot.
Citizens of the area will benefit by having access to locally grown, farm-fresh produce
and the opportunity to interact with the farmer who grows the produce. Farmers markets
help to promote good nutrition, wholesome eating habits, and better food preparation.
The Chanhassen Farmer's Market will help small farm families in the area, providing
direct access to supplement farm income.
The farmer's market will be a great benefit to residents. Over time, it will also serve to
boost the Chanhassen economy, by increasing buyer traffic downtown.
The target date for our opening is May 8, 2004.

APPROVAL OF MINUTES: Spizale moved, Robinson seconded to approve the
Minutes of the Park and Recreation Commission meeting dated December 16, 2003 as
presented. All voted in favor and the motion carried unanimously with a vote of 6 to 0.
CHANHASSEN FARMERS MARKET PROPOSAL.
Todd Hoffman introduced Jim Bledsaw and David Boorsma from the Farmers Market
Committee. Jim Bledsaw corrected the times proposed to 9:00 a.m. to 1:00 p.m. and
showed a layout for the booths at City Center Park. David Boorsma talked about his
background and work on similar committees in other cities. Commissioner Spizale asked
for clarification on the booth set-up. Commissioner O'Shea asked how vendors were
recruited. Commissioner Robinson asked how the board will balance the types of
vendors. Commissioner Atkins asked how the farmers market would deal with local
farmers such as the Klingelhutz and Dimler's who have corn huts in town. She also
asked what kind of items could be sold. Todd Hoffman stated staff had included
condition number 4 which states that products shall be limited to produce and other food
products, flowers and outdoor plant materials. No flea market or art sale items would be
allowed, except perhaps on special occasions. He then presented the staff report.
Commissioner Atkins asked who would make up the Farmers Market Board.
Commissioner Robinson asked how the board was going to handle advertising and
promotion. Commissioner O'Shea asked for clarification on parking. Chairman Stolar
asked if there was adequate power, adequate parking available, if this would put a drain
on city resources, and if vendors would need bonding along with liability insurance. He
suggested that the farmers market be incorporated into the 4th of July celebration.
O'Shea moved, Kelly seconded that the Park and Recreation Commission
recommend that the City Council approve the Chanhassen Farmers Market
proposal for City Center Park with the following conditions:

APPOINT 2004 PLAYGROUND SELECTION COMMITTEE.
Todd Hoffman presented the staff report on this item asking the commission to select a
committee to review playground structure replacements at Lake Ann Park and Meadow
Green Park and a new structure at Bandimere Park for the 2 to 5 age group. He outlined
the review process for selecting a manufacturer and equipment. Chairman Stolar asked
for volunteers, excluding himself due to a conflict of interest. Tom Kelly, Jack Spizale
and Amy O'Shea volunteered to be on the committee, along with Jim Manders, a former
Park and Recreation Commissioner who was asked by staff to be on the committee.
Commissioner O'Shea asked if staff will look for neighborhood input. Chairman Stolar
suggested asking a volunteer from the homeowners association near Meadow Green Park
to be on the selection committee.
REVIEW 2004 LAKE ANN BEACH LIFEGUARD CONTRACT~ MINNETONKA
COMMUNITY EDUCATION AND SERVICES.
Jerry Ruegemer provided background information on this contract and pointed out that
the 2004 contract price remained the same as 2003. Chairman Stolar asked that staff
provide information on the number of lifeguards and actual hours worked during the
2004 season when this item comes back for review next year.
Spizale moved, Atkins seconded that the Park and Rec Commission recommend the
City Council approve the 2004 Lifeguard Contract for Lake Ann Beach for services
provided by Minnetonka Community Education and Services in the amount of
$27,555. All voted in favor and the motion carried unanimously with a vote of 6 to
0.
