E-4 2013 Sanitary Sewer Rehabilitation (I /1) Project No. 13 -03: Award Construction Contract PROPOSED MOTION "The City Council awards a construction contract for the 2013 Sanitary Sewer Rehabilitation (1/I) Project No. 13 -03 to Visu- Sewer, Inc. in the amount of $62,747.50." City Council approval requires a simple majority vote of the City Council present. The Metropolitan Council monitors the flow of sanitary sewer from each city to determine the amount of Infiltration and Inflow (I /I) to their treatment plant. If a city exceeds the allowance set by the Metropolitan Council, the City is surcharged a fee based on the amount flow above the allowed amount. The City of Chanhassen has chosen to participate in the Metropolitan Council's Planning & Ongoing I/I Reduction Program. The program's aim is to encourage communities to Natural Resources rehabilitate their sanitary sewer systems and reduce I/I on a local level. Through this Phone: 211 Fax 92.227.1110 program, the City may forgo the surcharge fee so long as they are investing the funds in 1/I prevention in the sanitary sewer system. One pipe section that has settled several inches will be replaced. The quotes are shown below: Bidder Base Bid Visu- Sewer, Inc. $62,747.50* Infratech $73,965.40 *Notes recommended item to be awarded The low bidder for this project was Visu- Sewer, Inc. This contractor has completed work in Chanhassen in the past and their work was acceptable. The work will be completed by May 23, 2014. A portion of this project will be funded with a matching grant of $21,204.38 we received from the Metropolitan Council of Governments. The remaining $41,543.12 for this project has been budgeted for in the 2013 CIP, Project #SS -012 Inflow and Infiltration Abatement, and will be paid for by the Sewer Utility fund. The amount budgeted for 2013 is $75,000. Originally, the 2013 Street Improvement Project was expected to use funds from #SS -012 Inflow and Infiltration Abatement, but the 2013 Street Improvement Project expenses were covered by the #SS -014 Sanitary Sewer Replacement and a Metropolitan Council Grant of $19,012.50. The program also detects and eliminates points of of groundwater and surface water into the City sanitary sewer system. Projects have been identified from the 2006 Inflow and Infiltration -rt. The projects were reviewed by Metropolitan Council and approved in lieu of surcharge fees. r staff has identified numerous older sewer lines that are in need of repair. The City of Chanhassen pays the Metropolitan Council for sewage tment. Those payments are based on the amount of flow generated by the City of Chanhassen. Surface water and ground water that makes its into the system either through breaks, displaced joints, manhole covers, or private connections to the system increase the amount charged to City for sewage disposal and increasing the load on the CiWs lift stations. It is also the City's intent to use connection charges to help or those costs. It is the City's belief that as new customers come on line those connection fees should help fund future infiltration problems. Infratech $62,747.50 $73,965.40 AND WHEREAS, Visu- Sewer, Inc. is the lowest responsible bidder with a total quote awarded of $62,747.50. NOW THEREFORE, BE IT RESOLVED by the Chanhassen City Council: 1. The mayor and clerk are hereby authorized and directed to enter into a contract with Visu- Sewer, Inc. in the name of the City of Chanhassen for the 2013 Sanitary Sewer Rehabilitation (UI) Project No. 13 -03 according to the plans and specifications therefore approved by the City Council and on file in the office of the city clerk. 2. The city clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
