WORK SESSION

Mayor Furlong called the work session to order at 5:40 p.m.
COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman
Labatt, and Councilman Lundquist
COUNCIL MEMBERS ABSENT: Councilman Peterson
STAFF PRESENT: Todd Gerhardt, Justin Miller, Kate Aanenson, Todd Hoffman, Paul
Oehme, Beth Hoiseth, and Steve Torell
UPDATE ON RENTAL LICENSING PROGRAM.
Steve Torell presented a report regarding the annual review of the rental licensing
program and identified code violations found over the past year. Staff is recommending
that the council continue with the program. Councilman Labatt asked staff to walk
through the process of a conduct on premise violation complaint. Who does the follow-
up with parents when there's an underage drinking party, or new tenants move into an
apartment that's had violations in the past. Mayor Furlong asked how staff handles
single family rentals with tenants and landlords. Councilman Ayotte expressed concern
that there's not a handle on all the costs associated with the program yet. Mayor Furlong
stated there was not enough information at this time to adjust the fees and the council will
pick up the issue during discussion of annual permit fee revenues at budget time.
UPDATE ON HIGHWAY 212 MUNICIPAL CONSENT PROCESS.
Members of the public present for this item included Jon Horn with Kimley-Horn, Roger
Gustafson, County Engineer with Carver County, A1 Klingelhutz, Ken Wencl, and
members of the Watershed District. Paul Oehme provided an update on the design
process. Jon Horn gave background information on the issues that still need to be
addressed and the status of issues raised at the public hearing such as noise, berming and
landscaping, access, cost update and Highway 101 gap update. A1 Klingelhutz asked for
clarification on access to his property. Councilman Ayotte asked how cost consideration
discussions were going with MnDot. Jon Horn stated they are following MnDot's cost
participation project and a methodology is set, but costs will vary within those
parameters. Todd Gerhardt clarified that the numbers have changed because the
methodology changed. Regarding the 101 gap project, everyone agrees that now is the
time to do the construction, but funding sources remain the question. A1 Klingelhutz
asked about relocation of the creek bed. Ken Wencl asked for an update on easement
acquisition and timing of construction. Councilman Labatt asked if the current City
Council would be able to take final action on this project prior to the election in
November. Todd Gerhardt stated the 101 gap will be included as a part of the project.
The City needs to prepare a memo of understanding and will look to state legislators to

assist with funding sources. A1 Klingelhutz stated he had asked Harry Forester, Conrad
Fiskness and Bob Obermeyer from the watershed district to attend the work session as
they have not been included in the review process of 212. Conrad Fiskness stated the
watershed district wants to review the project to make sure it meets with their criteria.
Kate Aanenson stated that MnDot has been working with DNR under their jurisdiction.
The work session was recessed at 6:55 p.m. It reconvened at 9:05 p.m.
COMMUNITY CENTER UPDATE.
Todd Hoffman provided background information on work that has been done to date and
what the task force identified a community center should be. Two recent updates to
consider is the purchase agreement by School District #112 of property in Chanhassen for
a secondary school. Second, that Lifetime Fitness has decided to build a facility along
Highway 5 in the area. Councilman Lundquist asked what type of direction staff was
looking for. Todd Gerhardt explained different types of partnerships such as with the
school district for a pool, ice arena, field house, ball fields. Councilman Ayotte asked
for clarification on who would be involved in this review process. Councilman Labatt
talked about a field trip a previous council took to visit community centers in neighboring
cities and asked staff to talk with them to find out what has worked and what hasn't in
their partnerships. Also to get projections from the school district and athletic
associations on anticipated future needs. Mayor Furlong stated there are different options
available with school districts, Foss Swim School, Chanhassen Dinner Theater, and asked
if the role of the city was to be facilitator or funding source. He felt staff should take a
lead with Park and Recreation Commission input. Councilman Labatt asked for a report
from cities such as Chaska and Plymouth regarding their revenue stream (expenses vs.
revenues). Todd Hoffman stated staff has that data and will supply the information in a
future administrative packet.
Mayor Furlong adjourned the work session at 9:30 p.m.
