SUBJ: Award of Bids for Test Well and Optional Observation Well
for Well No. 5 , South Lotus Lake Area
Improvement Project No. 89-4A
As directed by the City Council, bids were solicited for the
' construction of a test well and optional observation well for
Well No. 5 near South Lotus Lake Wellhouse No. 2. This is the
first step in constructing the glacial drift well which we plan
to develop at this same location.
Attached is the bid tabulation for this project. The engineer 's
estimate was $20 , 000 for this project. The bids ranged from
' $16, 368 to a low of $7 , 595 . The low bidder was Ben Ervin Well
Company of Olivia, Minnesota. Our consultant, B. A. Liesch &
Associates, has had experiences with Mr. Ervin and is very
satisfied that they will do an excellent job.
The bidders were also requested to provide an alternate bid for
' construction of an optional observation well on the site. Mr.
Ervin 's bid for this effort is $2, 689. Depending on the results
of the test well, it will be decided whether the observation well
construction will be necessary or not.
It is therefore recommended that the firm of Ben Ervin Well
Company of Oliva, Minnesota be awarded the contract for test well
construction for Well No. 5 in the amount of $7 ,595.00 .

Manager' s Comments : It should be noted that funding for the
eventual well was from the 1989 bonding program. Mr.
MacGillivray, in our worksession, stated his belief that the
water availability fund could pay future principal and interest
' payments , but that analyzing such should more appropriately occur
in 1990. This decision recognized that the alternatives/
potential cost differentials were not known. As preliminary
engineering costs of a construction project are coded against
that project, staff will similarly establish a construction
account for the new well. This point is being raised as, if the
well is not found to be feasible, these costs will have to be
' recoded (rebudgeted) through an operating budget, i .e. water
availability fund and pre-alerts are better than surprises.
