Sorry for the delay in response to your memorandum. I would like
I to place this on to the City Council agenda for February 12 , 1990.
Issues to be addressed:
I - Precedent: The City owns hundreds of parcels throughout
the community and on most oflour lakes. Are we likely to
be receiving similar requests' from Sunrise Hills
Association regarding improvements to Lotus Lake,
I Chanhassen Estates regarding Rice Marsh, etc? Without
knowing the specific issues, I `Sthink it will be difficult
to provide advice as to whethera particular work function
I should be coordinated with the Pnning Commission, Park
and Recreation Commission, etc; &lid
- Contractual Authority: I will have Roger check this point
I prior to Monday evening. However, it is my belief that
only the Council, as a
Y group, can contractually commit the
City to a specific program/z,esu.lting expenditure.

homeowners association; however, that endorsement would

An additional issue may be who the group will be coordinating

better handle as to what the issues/programs will be, that deci-
sion may have to wait for a future day.

SUBJ: Lake Lucy Homeowners/Lake Clean-up I
The Lake Lucy homeowners, under Eric Rivkin's direction, are
moving ahead with plans to survey Lake Lucy. There remain
questions on the City's involvement both for a City Council

representative and available funding. Eric is looking for a
representative that could make decisions for the city and see
that the money were appropriately spent much the way the other II lakeshore owners will be. I do not have a problem being that
rep. although other members of the Council may also wish to
participate. So two points . . .
1. Empower a City rep. to attend mtgs. and make decisions, and II
2 . Amount of money the city is willing to invest in the plan for

consultants fees, aerators, insurance etc. on an equal basis
with the other lakeshore owners on Lake Lucy.
Feb. 12th Council mtg. may be a bit late to act. Please advise. I
