SUBJ: Authorize Preparation of Plans and Specifications for
Phase II of West 78th Street Detachment Project
' Project No. 87-2B
' I initially dictated this item presuming that the original
feasibility study for the West 78th Street Detachment Project,
which was updated in August of 1989 , would suffice for this
phase of the project. Upon review, I thought it more appropriate
' to step back for a minute and take a fresh look at the Phase II
improvement area to address a number of issues more thoroughly.
With the acceleration of Trunk Highway 5 improvements currently
scheduled for a November 16, 1990 letting, and with development
pressure for the City to proceed with improvements for Lake Drive
West between Powers Boulevard and Audubon Road, the necessity to
' proceed with Phase II improvements is upon us .
The scope of improvements which was contained in the original
' feasibility study is shown on the attached Figures 7 and 8. This
reflects urbanizing this segment of the roadway from Trunk
Highway 5 to just south of the new Lake Drive intersection with
concrete curb and gutter and storm sewer appurtenances. If Lake
' Drive West is to be built in. 1990/91, it seems appropriate that
this section of County Road 17 should be improved from Trunk
Highway 5 to the intersection of Lake Drive West. Similarly, the
' westerly connection of Lake Drive West to Powers Boulevard is
currently in temporary construction due to the soil correction
effort. This segment would also be completed to a final road
section with the County Road 17 upgrade.
With the extension of the County Road 17 improvements to Lake
Drive West, additional players will probably be encountered on
the assessment rolls . Similarly, the project cost which was
prepared in 1988 will also be updated and expanded to address the
current segment. The original feasibility study estimated

approximately 46% of the $1 . 9 million total project (Phases I and
PP Y P
II ) to be assessable. Phase II was estimated to cost $567 ,600 .
' It is therefore my recommendation that the City Council not
proceed with the plans and specifications for Phase II at this
time but instead authorize the preparation of an updated
feasibility study for this section of County Road 17 from Trunk
Highway 5 to the Lake Drive West intersection just south of
Purgatory Creek. It is recommended that the firm of BRW, who
performed the work on the original feasibility study, be
authorized to prepare this update for the City.
