These 1 plans covered Transportation Improvements, Waste Water Management, and a Metropolitan Development Investment Framework. Cities were asked to respond to these documents so that they may II be revised as necessary and coordinated with Metropolitan Council plans. Cities were to respond to the Framework by October of 1989. Last November, staff received a notice from the Metropolitan Council indicating that a resolution from the City IIshould be submitted to request a time extension if necessary. Staff has a number of concerns with the Metropolitan System 1 Statement. Most importantly, it is our belief that the existing population and employment counts, as well as the proposed counts, severely underestimate the amount of development that is occurring and is going to continue to occur in the City of I Chanhassen. For example, for the Year 2010., the Metropolitan Council is anticipating a total employment count of 4500 jobs within the city. We have 4500 jobs in 1990, 20 years in advance 1 of this forecast. . Staff has been in touch with Metropolitan Council staff regarding II the updating of plans and forecasts that we are currently involved with relative to the amendments to the Comprehensive Plan that are being drafted. Our meetings with them began in October and have proceeded to date. At this point, we view this II resolution as a formality that will be resolved once our Comprehensive Plan is submitted to the Metropolitan Council for review. II II II Mr. Don Ashworth January 17, 1990 I/ Page 2 RECOMMENDATION II Staff recommends that the City Council pass a resolution requesting an extension of time to prepare Comprehensive Plan II changes relative to recent updates of Metropolitan System Statements for the City of Chanhassen. The resolution should further state that the City is actively involved in developing a II major plan amendment to the Comprehensive Plan, that our efforts are being coordinated with Metropolitan Council staff, and it is anticipated that a plan will be available for submittal to the II Metropolitan Council during the summer of 1990.
