ISUBJ: City Council Resolution in Support of the City' s Grant
Application to the Metropolitan Council to Acquire
iRecycling Bins
At the request of the Recycling Committee, staff has prepared an
I application for the Metropolitan Council' s Landfill Abatement
Fund Capital Assistance Grant Program. If the grant application
is successful it would be used to acquire bins for the curbside
I recycling program. The use of bins has been shown to facilitate
ease of using the program and in conjunction with promotional
efforts, is expected to significantly increase participation.
1 The program is a matching grant which would require the City to
provide half of the funding. In discussions with the City
Manager, it was determined that it would be appropriate for the
I City Council to consider approving a resolution of support for
the grant application prior to its submittal.
In December, 1989 there were a total of 3, 755 households in
I
Chanhassen. This number of households included single family,
townhouses, duplex-fourplex units; but did not include multi-
family apartment units. The 3,755 households are the number of
I households that are being served with the curbside recycling
program. Therefore, staff is using this number as the basis for
the amount of recycling bins to purchase. Staff is proposing to
I purchase 3800 recycling bins for households which have been
constructed and are occupied.
After review of several types of recycling bins and objectives
I that the Metropolitan Council is looking for in approval of the
grants, staff is proposing that the City purchase recycling bins
that are made from 100% recycled material (tires/plastic) . The
I recycling bins made out of 100% recyclable material are made by
only one company, Shamrock, and come in the form of stackable
bins (see attachment) . The Metropolitan Council has stated that
II if the City were to purchase bins made from 100% recyclable
material , the chances are very good for receiving the grant. The

' bins are $5.50 each with the City purchasing two bins per house-
hold. The two bins would be used for containing glass and cans
and newspaper would continue to be placed in paper bags. The
total cost for purchase of the containers would be 3,800 x 2 x
$5.50 = $41,800. The matching grant from the Metropolitan
Council would be $20,900 with the City being responsible for the
' remaining $20,900. The city' s required share of the cost has
been allocated in the 1990 budget.
' As part of the grant application, staff would like to submit a
resolution in support of the grant by the City Council. It is
therefore recommended that the City Council adopt the attached
resolution.

A RESOLUTION IN SUPPORT OF A MATCHING GRANT TO PURCHASE
RECYCLING BINS
WHEREAS, alternatives to landfilling solid waste is necessary
for the preservation of the environment; and
WHEREAS, the City Council believes that removing recyclable ,
materials from the waste stream is a viable alternative to land-
filling; and
WHEREAS, the City Council supports curbside recycling
as a way to reduce the amount of waste entering landfills; and
WHEREAS, the City Council wishes to increase participation of ,
the current curbside recycling program; and
WHEREAS, the provision of recycling bins promotes and '
increases recycling participation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the '
City of Chanhassen supports the grant application to the
Metropolitan Council for purchase of recycling bins.
