BOX 147 • CHANHASSEN, MINNESOTA 55317 (612) 937-1900 • FAX (612) 937-5739 I MEMORANDUM ITO: Don Ashworth, City Manager FROM: Gary Warren, City Engineer IDATE: March 5 , 1990 I SUBJ: Accept Feasibility Study for the Upgrade of Audubon Road South of Railroad to Lyman Boulevard, Improvement Project No. 89-18; Call Public Hearing IImprovements to the north end of Audubon Road north of the railroad crossing to Trunk Highway 5 were completed in 1989. The II final wear course will be placed this . year. Similarly, the City' s development district plan for Development District No. 2 included funding for improvements to the southerly half of Audubon Road from the Soo Line Railroad south to Lyman Boulevard. 1 Since Audubon Road is a State-Aid road it was originally anticipated that the upgrade would be funded through a percentage participation utilizing State-Aid funds. However, as this is I part of the development district as :shown on the attached map, and recognizing the limited nature of- our State-Aid construction funds, it is of considerable benefitrto the City to construct II these improvements utilizing a combination of special assessments and tax increment monies. The feasibility study was authorized by the City Council on I September 11 , 1989 and has been on hold basically due to the changing nature of the -development plans in this area. Now that the Redmond parcel and Lake Drive West ,project have been 1 initiated, the Audubon Road improvements plan can °be finalized. As such, the attached feasibility study prepared by Howard, Needles, Tammen and Bergendoff (aNTH) addresses the project I scope. As noted, the segment of the roadway (Segment 1) from the railroad tracks to Lake Drive West is proposed to be constructed in an urban section with curb and gutter consistent with the I roadway immediately to the north. The southerly segment (Segment 2 ) from Lake Drive West to Lyman Boulevard would be reconstructed in a rural section and basically would require a bituminous I overlay of three to four inches. Some minor vertical curve improvements are anticipated to comply with State-Aid standards in order to maintain the 45 MPH speed. II Don Ashworth March 5, 1990 ' Page 2 A trailway option has been presented in the feasibility study for I constructing key elements of the City's rural trail network. This is reflected in the exhibits in the feasibility study. Specifically, cost estimates have been included for construction ' of a concrete sidewalk north of the railroad tracks along the Audubon Court property and a bituminous trail south of the railroad tracks along the westerly side of the roadway to Lyman Boulevard. This will interconnect with the sidewalk constructed ' last year on Audubon Road from Trunk Highway 5 to Park Road. The comprehensive trailway plan which is attached considers this link as an element of the system network to connect with Lyman ' Boulevard. In order to cross the railroad bridge the bridge abutment and ' pier caps will need to be expanded and a six-foot walk constructed as an attachment to the bridge. There is not sufficient bridge width to accommodate the trail without this modification. This is included in the cost estimate. ' Sanitary sewer and watermain are proposed to be constructed on Audubon Road to connect with the Lake Drive West proposed ' facilities and the sewer and water extensions from the area north of the railroad tracks. Where these utilities traverse abutting properties, a residential equivalent assessment has been proposed for those properties. This is summarized in the proposed funding ' and assessments portion of the report and a detail preliminary assessment roll is included in Appendix B. Approximately $112,230 (18%) of the $629,500 project costs are proposed for assessment. It is therefore recommended that the City Council accept the attached feasibility study as prepared by HNTB and call a public hearing for March 26, 1990. ktm Attachments: 1. Feasibility Study. 2. ' c: Harald Eriksen, HNTB Manager's Comments: Funding of Audubon Road via tax increment, south of the railroad tracks, has been considered since the creation of the district - albeit not as quickly as currently being ' considered. Acceleration is primarily a result of Redmond/ Lake Drive proposals. This office concurs with the recommendation of the engineer. However, the issue is whether sufficient TIF monies exist. The answer to this question is dependent on two factors: Manager's Comments (continued) March 5, 1990 Page 3 - Tax Anticipation Estimates: The plan was completed using estimated tax figures. Actual figures will not be known for an additional year, but estimates that will be within 5% will be known within the next sixty days. It is the figures to be received within the next sixty days which will be critical, i.e. we can tolerate a 5% error, but not a 30%, 40%, or 50%; and - Status of "A" or "B" Distribution Request: At time of certification, the city requested that the district be accepted as a "A" district under tax increment law. The County Board did not act on this request leaving such to the County Auditor. In layman's language, this request comes down to a determination as to whether the fiscal disparities distribution dollars will be available to the district or not. That determination increases or decreases revenues by 37%. That difference alone determines whether funding is available for this project. As stated above, this office concurs with the engineer's ' recommendation with the caveat that whether funding exists will not be known until the public hearing date or potentially later.
