BOX 147 • CHANHASSEN, MINNESOTA 55317 '' ■ _ (612) 937-1900 • FAX (612) 937-5739 I MEMORANDUM 1 TO: Don Ashworth, City Manager I FROM: Gary Warren , City Engineer DATE: March 7, 1990 I SUBJ: Approve Final Construction Plans for Trunk Highway 5 Expansion - CSAH 4 to Carver/Hennepin County Line, S.P. 2701-34 and S.P. 1002-51; Request Preparation of I Cooperative Agreement Project Nos . 88-28A 1 As noted in the attachments, the City has recently been provided with a copy of the design and final plans for Trunk Highway 5 improvements from County State Aid Highway 4 in Eden Prairie to I the Carver/Hennepin County line. As Councilman Workman can attest from his diligent participation on the Technical Advisory Committee , staff has been working with MnDOT throughout the I development and design process to coordinate the plans with our Lake Drive East project and to help expedite this project to completion. I The plan set includes 185 sheets and as such is not included with this packet item; however, a reduced copy of the plans is available at City Hall for Council review. Obviously, with the I majority of this project located in Eden Prairie, only a portion of the plan set relates to the .Chanhassen project. I have attached some of these key sheets with this staff report. The plan set also includes the approach work to the Soo Line Railroad I bridge addition near County Road 17 . The project is currently scheduled for a June 22, 1990 letting. I To my perspective, the only disappointing element of the plans at this point is that, as stated in the attached January 30, 1990 letter from MnDOT, the state - is unable to incorporate the I streetscaping and landscaping elements shown in the City' s Highway 101/5 alignment and land use plan. The impacts to the road profile in converting it from a rural section to an urban section is significant and cannot be done at this stage of the II game. On a positive note, the subsequent plans which are being prepared for the next segment to County Road 17 will accommodate the City' s streetscape desires as shown in the attachments. II II Don Ashworth March 7, 1990 I Page 2 1 The preliminary layout approved by the City for this element of the project includes the relocation of the Lake Drive East frontage road in front of Dataserv. Similarly, it includes the 1 construction of the remainder of the Lake Drive East frontage road which the City has undertaken as a public improvement project and which is also on tonight's agenda. In order to hammer out the details of the cost participation from MnDOT, a I resolution from the City is necessary stating that the City is willing to agree to participate in the project to the extent of the City' s appropriate share. This is referenced in the attached iFebruary 16 , 1990 correspondence. It is therefore recommended that the construction plans for Trunk Highway 5 , S.P. 2701-34 and S.P. 1002-51 dated February 6, 1990 I be approved and the City hereby requests the Commissioner of Transportation to prepare the appropriate municipal cooperative agreement to lay out the cost participation responsibilities of 1 the state and the City. It is further resolved that the City agrees to participate in the expense of this project to the extent of the City ' s appropriate share. 1 ktm Attachments: 1. II For MnDOTs convenience we have provided the plans in your typical half-sized format. We have purposely not bound the plans to allow for additional reproduction if desired. As you are aware, MnDOT has directed Barton- II Aschman to delete the landscaping plans from this contract and prepare a separate planting bid package for letting on October 25, 1991. This of course was done for administrative and economic reasons. I Barton-Aschman is currently submitting permit applications to the Riley Purgatory Creek watershed district, the Minnesota DNR and the Corps of Engineers. I need two items in order to initiate the agreement process. The first item ' is a resolution from the City stating that the City is willing to agree to participate in this project to the extent of the City's appropriate share. The second item is plans and specifications for the proposed frontage road south of T.H. 5 and west of Dell Road. Once I have these docucments, the agreement can be written. After the agreement is written, it will be sent to the City for signatures. At that time, another resolution approving the agreement and authorizing the signatures of the City officials will be required. The agreement and resolution is then sent back to Mn/DOT for execution. The Eden Prairie Agreement is in the process of being written and the writing of the Chanhassen Agreement will follow shortly. Both agreements will deal with the Frontage Road south of T.H. 5, and east and IIwest of Dell Road. I am currently working on some pay items shown on the typical which would normally not be considered as part of the State's cost participation. I am not sure that the agreement will reflect the items or costs shown in the preliminary cost estimate. I In regards to the critique by Mr. Bud Osmundson of Orr Schelen Mayeron & Assoc. , Inc. concerning the design and cost estimate, I must add that the II roadway he is considering is in a different location than what was shown on the layout. The City requested to have this road moved. In the design of the roadway, I am not sure what the GE of 25 is based upon. The projected traffic counts or equivalent single axle load (ESAL) are not given and the I Design Criteria used would be needed to follow thru his analysis. The second point he makes is that the unit prices are low base on Mn/DOT's large projects. Large is a relative term. I believe that our unit prices are II based on average price of both large and small projects. We are using these estimated unit prices because we are not building the road as shown on layout nor at the location shown therein. I feel that Mn/DOT would use the I same unit prices whether we were building the project or having the City build it, therefore I feel the unit prices are equitable. The last point refers to the City being forced to move the Frontage Road to the south. Mn/DOT will move and relocate the ' utilities as disrupted by the construction. However, because the City opted to move the frontage road, these are new utilities under the new location. In regards to the streetscaping recommendations made by the Hoisington ' Group, it is too late to incorporate these items into the Hennepin County project. The State would allow incorporation of certain streetscaping items into the Carver County project. Both projects are a mixture of rural and ' urban roadway. And because of the roadway grades and drainage systems it would be extremely difficult to change the roadway sections to totally urban design without causing a major delay. The designer is currently reviewing ' other streetscaping items for inclusion in the Carver County portion. The State would have no objections to inclusion as long as they do not violate our standards or safety sections. The cost would be one hundred percent Chanhassen's. ' In regards to the landscaping recommendations made by the Hoisington Group, it is my understanding that the State has committed to replace a certain ' amount of trees based on a fall of 1988 survey. This will be included in our landscaping plan, which is scheduled for a December, 1991 letting. Any additional landscaping requested by the City can be a part of this plan at the City's cost. For any landscape planting, whether it will be paid for by I the State or by the City, it will be the City's responsibility to maintain the plants.
