BOX 147 • CHANHASSEN, MINNESOTA 55317 • T` (612) 937-1900 • FAX (612) 937-5739 MEMORANDUM u I TO: Don Ashworth, City Manager FROM: Gary Warren, City Engineer DATE: March 7, 1990 SUBJ: Accept Feasibility Study for Country Suites Hotel Site Project No. 89-25; Waive Public Hearing; Order Plans and Specifications; Approve Plans and Specifications and Authorize Advertising for Bids The attached feasibility study covers the utility and surface improvements for the Country Hospitality Suite Hotel site located in the southeast corner of Market Boulevard and West 78th Street. The improvements scheduled for the site include storm sewer, watermain, sanitary sewer, bituminous paving and concrete curb and gutter, concrete sidewalks and site lighting. These elements are being closely coordinated obviously with the Country Suites construction which is currently underway. The total project cost including 30% overhead is estimated in the feasibility study to be $311,000. This figure has been adjusted dawn somewhat in the plans and specifications phase to $304,400. These costs are proposed to be assessed ' entirely against the benefitting properties which are owned by Bloomberg Canpanies, Inc. and CH Suites Partners. As noted in the appendix to the feasibility study, both property owners have executed development contracts on ' file with the City waiving their public hearing and assessment contention rights. The attached plans were prepared in concert with the developer's staff on the hotel site. Minor modifications still need to be done to these plans to reflect the bus access issue recently resolved with the developer. This will be completed before the plan sets are distributed to bidders. Although unusual, it appears that all elements of the project are in order for the Council to entertain a recamiendation to accept the feasibility study, waive the public hearing, order plans and specifications, approve plans and specifications, and authorize advertising for bids for the Country Suites Hotel Site Improvement Project No. 89-25. ktm ' Attachments: 1. IRE: City Project 89-25 IDear Gary, We are currently completing the plans and specifications for the construction of site improvements for the Country Hospitality Suites development. The plans and II specifications detail the requirements for the construction of storm sewer, san- itary sewer, and water main utilities to serve the site, as well as bituminous paving, sidewalk construction, and site lighting. Existing building demolition, I miscellaneous removals, site grading, and other related work are not included as a part of the scope of this project since this work will be performed by the site developer as required by the redevelopment agreements with the City. A more detailed description of the work to be performed by the developer and by IIthe City is provided in our March 1990 feasibility report for the improvements. We have completed an Engineer's Estimate for the project as summarized below. If the Council chooses to proceed with this project, a tentative schedule is outlined below. It is important to note that the schedule for the public improvement work is dependent on the developer's schedule for the building demolition, general removals, and grading of the site.
