Finance City staff of both Chanhassen and Victoria has been discussing the potential of

Park & Recreation Four of the properties are located in the northwest portion of the city: Pleasant Acres

SUMMARY
The five subject properties are all accessed via City of Chanhassen streets. All but the church
property are on City of Chanhassen sewer and water. The church currently has a well and septic
system.
Two of the four homes have the city boundary line through a portion of their home creating a
variety of issues ranging from building permitting to voting.
The cities co- hosted a neighborhood meeting on September 24, 2013. One property owner was
in attendance and was supportive of the detachment and annexation. Staff has spoken to the
church (Mount Calvary Evangelical Lutheran) and they are supportive of the detachment and
annexation (the church is non - taxable).
Based on Carver County Taxpayer Services the five parcels have a 2013 market value of
approximately $635,000 and generate city taxes of approximately $2,400 for the City of Victoria
and $2,600 for the City of Chanhassen.

RESOLUTION NO. 13 -XX
JOINT RESOLUTION REQUESTING CONCURRENT DETACHMENT FROM VICTORIA
AND ANNEXATION TO CHANHASSEN OF CERTAIN PROPERTIES LOCATED IN
PLEASANT ACRES, PLEASANT ACRES 2ND ADDITION AND DELWICHE ADDITION
PURSUANT TO MN STATUTE 414.061
WHEREAS, certain real property (hereafter referred to as the "Property") legally described as:
Exhibit A attached hereto and incorporated herein
is approximately 7.97 acres in size and located within the boundaries of the City of Victoria;
WHEREAS, the majority of the parcels were platted in 1956 prior to annexation bythe City of Victoria in
1966;
WHEREAS, the parcels are split between the Cities of Victoria and Chanhassen;
WHEREAS, the homes receive their municipal services and street access from the City of Chanhassen;
WHEREAS, it would be in the best interest of the property owners to detach the parcels from the City of
Victoria and annex them into the City of Chanhassen.
NOW, THEREFORE, BE IT RESOLVED,
1. That the City of Chanhassen and the City-of Victoria jointly request that the Office of
Administrative Hearings - Municipal Boundary Adjustments concurrently detach the Property from
the City of Victoria and annex the same to the City of Chanhassen at the earliest possible date.
2. That this joint resolution be submitted to the Office of Administrative Hearings - Municipal
Boundary Adjustments for the purposes set forth herein.
Adopted this 28tb day of October, 2013 by the Victoria City Council.
