City Council approval requires a majority vote of City Council. Engineering Phone: 952.2271160 BACKGROUND Fax 952.227.1170 Finance City staff of both Chanhassen and Victoria has been discussing the potential of Phone: 952.227.1140 detaching certain properties from the City of Victoria and annexing them to the City Fax: 952.227.1110 of Chanhassen. Park & Recreation Four of the properties are located in the northwest portion of the city: Pleasant Acres Phone: 952.227.1120 which was platted in 1956 and Pleasant Acres 2nd Addition which was platted in Fax 952.227.1110 1958. The fifth property is part of a church parcel south of Highway 7. Recreation Center 2310 Coulter Boulevard When the City of Victoria annexed this area the new city boundaries split some of Phone: 952.227.1400 these existing parcels. On October 28, 2013 the City of Victoria approved a Fax: 952.227.1404 resolution authorizing the concurrent detachment and annexation as per Minnesota Statues 414.061. All but the church property are on City of Chanhassen sewer and water. The church currently has a well and septic system. Two of the four homes have the city boundary line through a portion of their home creating a variety of issues ranging from building permitting to voting. The cities co- hosted a neighborhood meeting on September 24, 2013. One property owner was in attendance and was supportive of the detachment and annexation. Staff has spoken to the church (Mount Calvary Evangelical Lutheran) and they are supportive of the detachment and annexation (the church is non - taxable). Based on Carver County Taxpayer Services the five parcels have a 2013 market value of approximately $635,000 and generate city taxes of approximately $2,400 for the City of Victoria and $2,600 for the City of Chanhassen. That the City of Chanhassen and the City-of Victoria jointly request that the Office of Administrative Hearings - Municipal Boundary Adjustments concurrently detach the Property from the City of Victoria and annex the same to the City of Chanhassen at the earliest possible date. 2. That this joint resolution be submitted to the Office of Administrative Hearings - Municipal Boundary Adjustments for the purposes set forth herein.
