Year XVI and Potential Reallocation of Year XV Funds
IPROPOSAL/SUMMARY
I On March 12, 1990, staff appeared before the City Council
indicating that Year XVI CDBG Block Grant allocation was $33, 664.
As noted this was marginally higher than the $33,438 allocated in
the past year. To keep this program on schedule, the City Council
I must act to allocate these funds at the April 9th meeting if we are
to meet Hennepin County's deadline.
I Staff had indicated that we received a request for funding from the
South Shore Senior Center for $7,212. This constitutes a 4%
increase over last year's allocation to adjust for inflation.
I Staff continues to support funding of the center activities. I
recently had an opportunity to visit the center along with other
members of the Senior Study Task Force Group. I was impressed with
the dedication of their staff and with the significant number of
I Chanhassen residents that appeared to be dining at the center on
the day which we present. As most of you are aware, the South
Shore Center will need to vacate their present space by November of
I this year and are currently seeking temporary or permanent location
elsewhere. . We are not certain as to where the center will
ultimately relocate to and would certainly prefer a location closer
Ito Chanhassen so that it could have the possibility of serving more
of our residents. However, in the interim, we believe the
continued funding of the center represents an appropriate use of
block grant funds.
When staff requested that the City Council suggest opportunities
for project funding under Year XVI Block Grant allocations, the
I ideas we received included funding nonpoint source pollution clean
up efforts, public facilities and improvements, removal of
architectural barriers to handicapped access, transportation for
seniors to Chan Elementary and shut-in seniors and the possibility

' of having a bookmobile. Of these suggestions, those pertaining to
removal of architectural barriers for handicapped access, public
' facilities and improvements, and senior activities are likely to be
fundable under block grant allocations. As you are aware, the City
is currently funding a handicapped accessibility project for Lake
Susan Park. Seventy-five hundred dollars has been allocated out of
' Year XV funds towards this project. The project may in fact result
in additional costs to get an improved facility but the final
design has not yet been determined. At the same time, the City has
' just received a grant from the DNR for $30,000 to install
handicapped accessible fishing pier and sidewalk at Lake Ann Park.
This will cover the costs of installation at Lake Ann, thus no
additional funds are needed towards this end.
' As you are aware, work on the Senior Needs Study is continuing to
progress with a projected culmination and report to the City
' Council sometime around July of this year. We have received
excellent support from the senior community in working on the task
force and from the senior services establishment in providing
' information on what sorts of programs and activities are available
for seniors. Preliminary data indicates that there is an
unexpected large number of seniors in Chanhassen. At the present
time there is approximately 1200 seniors in the community using the
' definition for 55 years or older. It is expected that this number
will be increasing rather rapidly in the coming years. Thus, I
believe it is reasonable to think that providing services for
' seniors will become of increasing importance to the city in the
future and that the senior needs study itself is quite timely.
While we do not have any definitive information on what the needs
actually are yet at this point, it would appear that transportation
services in the long run the ability to get senior programming on
an enhanced basis in the community are going to be primary factors.
Given the lack of other pressing demands for fundable CDBG
' activities, I would like to recommend that the balance of the Year
XVI grant, totaling $26,226 be reserved for as yet unspecified
senior activities, programs or facilities. I have checked with
Larry Blackstad at Hennepin County and he has agreed that this
would be an acceptable use of block grant funds and is willing to
allow the City to determine the ultimate disposition of these funds
some time later this summer. Using the funding in this manner,
' would not only benefit a significant portion of our community but
it is also expected that it could be used in a very effective
manner given the data being produced by the Senior Needs Study and
' the recommendations that will be made by those members serving on
the group.
Staff has also spoken to the Council about potential reallocation
of Year XV funding that was set aside for home improvement
programs. This class of activity has been funded on several years
in the past, however, in recent years, there have been no

applications for the use of these funds. At the present time there '
is approximately $17,000 reserved for this use in the City's
account. In speaking to the Council at the last meeting regarding
this funding, staff has asked Hennepin County personnel to research
how these programs have been advertised so that we may in fact get
a true assessment of whether or not there is actual need for these
funds in the community. On assessing need for these programs in
Chanhassen, we need to keep in mind the eligibility requirements
are quite stiff. A family of 4 would have to have an income of
under $35,700 per year to be eligible. Information received from
Hennepin County indicates that the availability of funds has not
been advertised for the past two years and at that point it was
done in an article in the Sailor Newspaper. Hennepin County staff
is sending us a press release regarding the program that we will
have published in the Villager and the Sailor in the very near
future and hopefully generate some inquiries regarding funding.
Mr. Blackstad estimates the $17, 000 allocation would provide
funding for only two housing rehab projects since they normally
allocate up to $10,000 in funds for each. We are proposing that
the City Council direct staff to advertise the program and if no
legitimate requests for funds are received by May 15th, it is our
proposal that we come back to the City Council with a resolution
requesting reallocation of those funds and the probable
recommendation that they be reallocated to expanding the
handicapped accessibility program for Lake Susan Park.
STAFF RECOMMENDATION '
Staff recommends that the City Council approve a resolution
allocating distribution of Year XVI CDBG funds as follows:

Paul Krauss: Our allocation this year is pretty close to what it was last year.
' We're looking for proposals on how to allocate that. WIe've got a request in
from South Shore Senior Center for a slight increase over their last year's
budget to account for inflation and that's basically the only prior commitment
that we have. I've discussed our position on the senior study, the ongoing
' senior study with Larry Blackstad from Hennepin County and I basically told him
we're doing the senior study but would not have results until July. Is there a
way we can park the funds for a senior program or senior projects that remains
' unspecified at this particular time? He indicated that we probably could do
something along those lines but we're looking for same input from you as to what
sorts of things you'd like us to investigate for funding. I should also point
' out that we allocated or we have allocated in the past funds for low and
moderate income housing rehabilitation loans. Virtually none of the money was
spent last year and we still have $17,000.00 left. It's only speculation on his
part but Mr. Blackstaf thinks that we fray have satisfied what little demand we
' had in the City for those sorts of funds and we are eligible to reallocate
those. In fact we could reallocate them for sate planning efforts and one of
the things, or a couple things we right like to look at. We may have same
things we may need to have same additional consultant assistance relative to the
Comprehensive Plan or we've also talked about a wetlands program. Allocating
same of those funds to start that work. Just throw that our for your
' consideration that those could be reallocated. If you-have anything you'd like
us to pursue, I'd be happy to do that.
Councilman Johnson: Any way we could pursue non-point source pollution with
' sane of these funds?
Councilwoman Dialer: I guess my main comment there was that I'd like to see us
pursue something that the vest residents would benefit so for ire that was number

and gossip.
Councilman Boyt: We've spent a lot of money on the South Shore. I don't
begrudge them that but maybe it's time we started doing something down on this '
end of town.

Attached is a packet from Hennepin County regarding Year XVI CDBG

Program Development process. The process for funding allocation is
consistent with what has been done in previous years. Chanhassen
has been allocated $33,664.00 which is marginally higher than the

$33,488.00 allocated last year. In past years, the City Council
has discussed potentially fundable programs prior to holding the
required public hearing resulting in a resolution directing how
II
funds should be expended.
Year XV funds were allocated as follows:
IIHandicap accessibility for Lake Susan Park $ 7,500
- Low moderate income homeowner improvement
fund program administered by Hennepin Co. $19, 053 '
- South Shore Senior Center/operations/programs $ 6,935
Improvements for the Lake Susan Park are scheduled for construction
this summer. Funding for South Shore Senior Center operations has II
been expended. Staff is in the process of contacting Hennepin
County for an update on the home renovation program but it appears
from recent statements that none of the funds have been expended as
II
of yet. In addition, the city has an outstanding $7,500 grant from
Year IV funding allocation that is being used at the present time
to support the on-going senior citizen needs study program. I
Staff has received a request for funding from the South Shore
Senior Center for $7,212.00 which constitutes a 4% increase over II last year's allocation to adjust for inflation. Staff generally
supports continued funding of South Shore Senior Center since they
appear to provide valuable services to our community. We do
however, have two cautionary notes. The first is that the Senior '
Citizen Needs Study, when completed in the summer of 1990, may well
indicate other areas where funding allocations for senior services
may be more appropriately placed. At this point in time, there are

no such recommendations from the study, we simply want to make the
I Council aware that this could happen. We were also somewhat
concerned that the South Shore Senior Center does not appear to be
able to provide statistics regarding utilization of the facility by
Chanhassen residents. We have no doubt that it is being utilized
Iby our citizens, we simply do not know to what extent.
As in previous years, the potentially fundable items are limited.
I These are outlined in the attached documentation from Hennepin
County but generally fall into the following categories:
II 1. Support of low to moderate income housing programs.
2. Neighborhood revitalization.
3. Public facilities and improvements.
4. Economic development resulting in the creation or
I retention of long term employment for low and moderate
income individuals.
5. Provision of public services for low and moderate income
I persons.
6. Removal of architectural barriers to handicap access.
I In addition, each project funded must require a minimum allocation
of $7,500.
Staff is seeking City Council direction and input as to which
II projects you would like us to consider funding with Year XVI funds.
As is often the case with these matters, we are on a relatively
quick time line prior to holding a public hearing to allocate the

Year XVI Program Development Process
The following material is provided to guide the process for determining activi-
ties for funding with the 1990 Urban Hennepin County CDBG Program entitlement:

The 1990 entitlement amount is $2,578,000, which is 2.6 percent less than
received in 1989. In issuing the amount, HUD cautioned that the figure may
change somewhat because they do not yet know the exact amount of recaptured
program funds that will finally be applied to the national' allocation. They do
' not see the amount changing significantly and, because of time pressures,
advised that we proceed with the figures provided.
The individual planning allocations are based on HUD population estimates for
1988.
1990 Countywide Discretionary Account Application Process
To provide the opportunity to request funding from the Countywide Discretionary
Account in conjunction with the use and in support of your planning allocation
' the two processes are being run coterminous in 1990. Accompanying this memo and
printed in a contrasting color are the following:

Please note that a local public hearing is not required for the application of
discretionary funds.

STATEMENT OF OBJECTIVES
YEAR XVI (1990) URBAN HENNEPIN COUNTY CDBG PROGRAM
Community Development Block Grant funds may be used to support a wide range of
housing and community development activities. The Statement of Objectives
provides a framework for use by Urban Hennepin County participants in develop-
ing local community development programs. Urban Hennepin County objectives
are supportive of the national CDBG objectives and are intended to illustrate
their application to the Urban Hennepin County CDBG program.
The national objectives of the CDBG program are: developing viable urban
communities by providing decent housing, a suitable living environment and
expanded economic opportunities principally for low and moderate income
persons; aiding in the prevention or elimination of slums or blight; and
meeting other community development needs having a particular urgency.
Each activity carried out with CDBG funds must, of course, be eligible under
program regulations (24 CFR 570) as well as fundable pursuant to a national
program objective. ,
The Urban Hennepin County CDBG program objectives establish the approval
criteria for activities under major areas of eligibility.
ADMINISTRATION
The CDBG program requires that Urban Hennepin County maximize the benefit of
available funds consistent with the needs of low and moderate income persons
and participant communities. In like manner it is a program responsibility to
maximize program benefit and effectively administer program funds.
Contain program administrative costs through the use of program manage-
ment contracts for joint activities funded by several jurisdictions.
No more than three activities should be undertaken by any participating
community. Each activity should be budgeted with at least $7,500. In
cases where the planning allocation is less than $7,500 only one activity
should be programmed. When funds are committed jointly with other
participants to carry out a single activity these limits need not apply.
• Facilitate cooperation among participants in the development and imple-
mentation of multi-community CDBG activities to address common concerns
and needs.
• Support program activities which will generate program income to maintain 11
a level of program funding.
• Maintain a process for citizen participation in the development, imple- 1
mentation and evaluation of the Urban Hennepin County CDBG program.
• Implement Urban Hennepin County CDBG assisted activites in compliance
with the Urban Hennepin County Antidisplacement and Relocation Plan and
the Uniform Relocation Assistance and Real Property Acquisition Policies
Act.

HOUSING
' Urban Hennepin County has established goals which are approved by the Depart-
ment of Housing and Urban Development for the construction of new housing and
the rehabilitation of existing housing for low and moderate income owner and
renter households.
Facilitate the development of housing activities consistent with Urban
Hennepin County goals and priorities.
- Encourage multi-community cooperation in housing development and rehab-
ilitation programs.
' - Support the development of new owner/renter housing affordable to low and
moderate income households.
- Support the rehabilitation of existing rental units and single-family
dwellings.
' - Support the development of transitional housing facilities for persons
who are homeless or at risk of becoming homeless.
' NEIGHBORHOOD REVITALIZATION
As an intergovernmental effort, Urban Hennepin County includes a broad range
of communities and neighborhoods, some of which, due to the age of their
' structures, are in need of assistance for infrastructure rehabilitation/
installation.
- Maintain and preserve viable neighborhoods and neighborhood commercial
service centers through concentrated community development activities.
PUBLIC FACILITIES AND IMPROVEMENTS
The provision and improvement of public facilities represents a significant
cost to the community and the individual user (particularly those of low and
' moderate income) .
Improve existing and assist in the development of new public facilities
which benefit low and moderate income persons. Included in this objec-
tive are those public and/or nonprofit facilities designed for providing
shelter for persons with special needs.
ECONOMIC DEVELOPMENT
Within the context of the Community Development Block Grant Program economic
development must relate to the creation or retention of long-term employment
opportunities for low and moderate income individuals.
Provide financial assistance to for-profit or non-profit business
' operations which will provide or retain permanent employment oppor-
tunities for low and moderate income persons, at a ratio of at least one
full-time job created or retained for each $10,000 of program funds used.

PUBLIC SERVICES
The CDBG program asserts that the expansion and improvement of the quantity
and quality of public services available to low and moderate income persons is
essential for the development of viable communities.
Provide funding for public services which represent a new service or ,
expanded level of service consistent with CDBG regulations.
REMOVAL OF ARCHITECTURAL BARRIERS '
•
The Urban Hennepin County CDBG program is committed to the removal of material
and architectural barriers which restrict the mobility and accessibility of
elderly or handicapped persons to public buildings, facilities and improve-
ments and public and private housing.

NOTICE OF PUBLIC HEARING
YEAR XVI (1990) URBAN HENNEPIN COUNTY
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Notice is hereby given that the city of in
' cooperation with Hennepin County, pursuant to Title I of the Housing and
Community Development Act of 1974, as amended, is holding a public hearing on

The public hearing is on the housing and community development needs of the
' city and Urban Hennepin County, the Urban Hennepin County Community Develop-
ment Block Grant Program Statement of Objectives, and the proposed use of the
Year XVI Urban Hennepin County Community Development Block Grant Program
planning allocation of $ by the city.
In addition, during the July 1, 1990 to June 30, 1991 program year it is
estimated that $ in program income from locally CDBG funded
' activities shall be available to the city for allocation to activities
consistent with community needs and the Urban Hennepin County Statement of
Objectives.
rThe Statement of Objectives consists of seven program areas, basically: (1)
Administration, to maximize program benefit and effectively administer program
funds; (2) Housing, to rehabilitate and assist in the development of housing
' which is affordable to low- and moderate-income households; (3) Neighborhood
Revitalization, to maintain and preserve viable neighborhoods through concen-
trated community development activities; (4) Public Facilities, to improve
' existing and assist in the development of new public facilities which benefit
low- and moderate-income persons; (5) Economic Development, to provide
financial assistance to businesses which will provide or retain employment to
the benefit of low- and moderate-income persons; (6) Public Services, to
expand and improve the quantity and quality of public services available to
low- and moderate-income persons; and (7) Removal of Architectural Barriers,
to remove material and architectural barriers which restrict the mobility and
accessibility of elderly or handicapped persons.
The city of is proposing to undertake the following
' activities with Year XVI Urban Hennepin County CDBG funds starting about
July 1, 1990.

FUNDS AND AUTHORIZING ITS SUBMITTAL

WHEREAS, the City of , through execution of a
Joint Cooperation Agreement with Hennepin County, is a cooperating unit in the
Urban Hennepin County Community Development Block Grant Program; and
WHEREAS, the City of has developed a proposal
for the use of Urban Hennepin County CDBG funds made available to it, follow-
ing a public hearing on 1990 to obtain the views of citizens
on local and Urban Hennepin County housing and community development needs and
the City's following proposed use of $ from the Year XVI Urban
Hennepin County Community Development Block Grant and $ in program
related income. .

The following resolution was offered by the Ways and Means Committee:

. WHEREAS, Hennepin County is responsible for the administration of the Urban
Hennepin County Community Development Block Grant Program in partnership with

forty-four suburban communities, and
WHEREAS, unexpended and unprogrammed funds are placed in a Discretionary II Account for annual distribution to communities on a competitive basis,
BE IT THEREFORE RESOLVED, that the Hennepin County Board of Commissioners
establishes the following program priorities for the allocation of 1990
II
discretionary funds:
1. - The development of new owner/renter housing affordable to low- and - II
moderate-income families and handicapped persons.
2. The rehabilitation of existing rental and single-family dwellings.
3. The development of transitional housing facilities for persons who are
homeless or at risk of becoming homeless.

4. The maintenance and preservation of viable neighborhoods.
5. The removal of material and architectural barriers which restrict the
mobility and accessibility of handicapped persons to public facilities I
and housing, and
BE IT FURTHER RESOLVED, that to the extent practicable, requests for funding
from the Discretionary Account should be: (1) allocated to activities that can II
clearly be accomplished within 12 months; and (2) coordinated with the
implementation of Year XVI activities.
BE IT FURTHER RESOLVED, that the Citizens Advisory Committee is requested to I
use these priorities in the evaluation of funding proposals and in the
preparation of funding recommendations for County Board consideration.
