BACKGROUND
The City is planning for a third Fire Station to serve the southern developments
within the City The Fire Station was initially placed in the CIP for 2007
construction Last August the City Council reviewed the initial Justification
Study for the third Station and requested additional information Attached please
find the memo and information from that discussion
How do Chanhassen FD response times compare to those of neighboring
jurisdictions
The National Fire Protection Association NFP A standard for response time is
4 minutes The Chanhassen FD response time is currently 5 10

of the third station would allow the FD to respond to approximately 80 of the
City within the 4 minute standard
Response times in general are only a partial representation of service level In
Carver County the response times only measure the time of the call and the first
vehicle on the scene which is often a Chief s vehicle and not a full truck

Station 1 Main Fire Station 7610 Laredo Drive is a one story building with a
basement remodeled for use as the Fire Station in 1988 Station 1 is

11 785 square feet It has five bays seven parking spots hose tower men s and
women s locker rooms workout facilities office space day room lounge
communications office and a training room Station 1 is equipped with 2
engines a ladder truck a heavy rescue vehicle a light rescue vehicle 1 grass
truck 1 utility vehicle 1 boat trailer and 1 staff vehicle Currently 35
Firefighters are assigned to Station 1
Station 2 6400 Minnewashta Parkway is located off of Highway 7 and mainly
serves the northwest portion of the City Station consists 2 793 sq ft with three
apparatus bays four parking spots a day room men s and women s restrooms
and a communications room and is equipped with 1 engine a light rescue
vehicle a HazMat trailer and the reserve engine Nine firefighters are assigned
to Station 2
Is the building adequate for the future
The building is projected to be about 10 000 square feet total This would include
two apparatus bays equipment storage and office space The building is
envisioned to have office space kitchen facilities a day room and male female
shower and bathrooms
The Carver County Sheriff s Office and the State Patrol have requested office
space and outside vehicle parking be provided for them in the new station The
proposed design of the station incorporates office space that will meet this
requirement and enable law enforcement to transition to an anticipated district
patrol and response
The building will have two apparatus bays four parking spots each bay being
80 feet in length Initially the new station will house one engine with a 1000
gallon water capacity and seating for an officer an engineer and 4 firefighters In
addition to the engine there will be a light rescue truck suitably equipped to
respond to medical emergency calls and vehicle accidents The station will also
house a 6 wheel ATV grass fire rig on a trailer that is currently being stored at
Station 1 The dimensions of the two apparatus bays allow for the housing of the
above described equipment and will still leave room for additional apparatus as
dictated by anticipated future call volume increases The Station will also be
designed to house an aerial ladder truck in the event that future commercial
development in southerly Chanhassen would dictate a need for such equipment

Station 3 will be adequate to serve the 2005 MUSA area As development
occurs in the old 212 corridor an additional station may be warranted No
evaluation of that need has been undertaken
Operational Costs
Staff estimates that 15 new firefighters will be required to staff Station 3 On
average firefighters respond to 40 of calls 25 is required If 40 of the 15
firefighters assigned to Station 3 respond to each call a 6 person crew will be
able to be dispatched from Station 3 a light rescue truck can roll with 2 people
Each firefighter earns approximately 4 000 in wages for a total annual expense
of 60 000 Each firefighter requires Personal Protection Equipment PPE
which costs approximately 2 500 and has a lifespan of five years give or take
depending on activity of firefighter
Staff estimates that utilities for the building will cost approximately 15 000 per
year The plan would be to use the same approach as we did on the Public Works
building and incorporate energy efficient technologies to the extent that the
payback periods warrant Telephone and Cleaning Waste Removal are
estimated at 5 000 each Additional expenses include increases in insurance
building and vehicle repairs and motor fuel
How will the site work to access adjacent open space
To date MNDOT has not engaged in discussions about the future of the adjacent
parcel Staff will make an inquiry with the State of Minnesota about the
possibility of permitting trail access to the open space adjacent to the site
Effect on ISO Rating
Staff inquired with Insurance Services Office Inc ISO the organization that
assigns the fire protection ratings used in setting insurance rates Maintaining or
improving the City s ISO rating would result in a cost savings to commercial
property owners While the ISO is not able to comment on what the ISO Rating
would be with the new Station they did provide the attached letter indicating
that fire station location is an element in developing premiums The location of
the new Station would expand the area which is within 1 5 miles of a first due
engine company

Currently the funding for the Fire Station 3 is not available pending the sale of
the Public Works Building Also at tonight s meeting staff will discuss avenues
to assist with that sale and therefore further this project

SUBJ Proposed Satellite Fire Station 3
BACKGROUND
The City currently has two fire stations Fire Station 1 located in downtown
Chanhassen is the main station that currently serves as the training center and
responds to most calls Fire Station 2 is located in the Lake Minnewashta area
and was built to improve response times to homes and businesses in the north and
west portions of the City
With the increased development in the southern portion of the City including the
completion of Highway 212 the need for a 3rd station has been identified
The goals of the 3rd station are to
1 Improve Response Times see attached maps of current and expected
response times
a Expand the 4 minute response time area
i The National Fire Protection Association national standards
call for an engine to be able to respond within 4 minutes
b Reduce the average in service time to on scene time
c Optimize utilization of Fire Department apparatus and personnel
get the people equipment to the call in the minimum amount of
time
2 Expand the geographic area that meets the proximity requirements for
firefighter candidates
a Firefighters must be able to respond to the station within
8 minutes limiting the pool of candidates
3 Maintain or Lower the City s ISO rating
a Affects commercial insurance rates Current ratings are 5 9

b In 2004 the ISO analysis of and classification report awarded
Chanhassen 1 27 out of 4 points in the area of Credit for
Distribution This is one of 17 criteria used by the ISO to assign
the Public Protection Classification Ratings Under this item the
ISO reviews the percent of the built upon area which has an

adequately equipped responding first due engine company within 1 5 miles and an
adequately equipped responding ladder service company within 2 5 miles Staff has sent
information to the ISO and is awaiting on response on the anticipated effect of a 3rd

4 Provide Satellite Location for Sheriff s Office and Minnesota State Patrol
a Will assist the Sheriff s Office in transitioning to district approach to patrol and
response in the future
b Provide more convenient access to Highway 212 for State Patrol
5 Provide Polling Location for Elections
a State law requires that polling places are located in the precinct When this
requirement cannot be met the City must find a location within one mile of the
precinct boundary line Although we currently have permission to use St
Hubert s it would be preferable to have a location within the precinct and a
public building
PROPOSED LOCATION
Staff has identified the need for Station 3 to have good access to Highway 212 In 2007 the
City Council approved the purchase of 2 4 acres of excess right of way from MnDOT for a total
of 114 700 24 Sewer and water was also extended to the site The site is located on Lyman
Boulevard between Powers Boulevard and Highway 101
This location will serve new developments in the southern portion of Chanhassen including
Chanhassen High School the Preserve and Liberty on Bluff Creek neighborhoods Crossroads of
Chanhassen etc
PROPOSED CAPITAL FUNDING
The construction of the satellite fire station is included in the Capital Improvement Program for
2010 at a cost of 2 million which includes land acquisition 114 700 24 and building
construction Additionally 1 million is budgeted for equipment 500 000 in CIP and
500 000 in the Capital Replacement Fund The funding is proposed to come from a
combination of the sale of the Public Works building and the issuance of GO bonds
The building is projected to be about 10 000 square feet total This would include two apparatus
bays equipment storage and office space for the Sheriff s office and State Patrol More detailed
plans for space will need to be developed if the project moves forward
Station 3 is proposed to be equipped with one engine truck and one light rescue vehicle For
reference Station 1 is equipped with 2 engines a ladder truck a heavy rescue vehicle a light
rescue vehicle 1 grass truck 1 utility vehicle 1 boat trailer 1 staff vehicle and 1 HAZMA T
trailer Station 2 is equipped with 1 engine a light rescue vehicle and the reserve engine

Existing Public Works Building
BACKGROUND
Staff began marketing the Public Works building for sale in January 2009 The
building will be available for occupancy by February 2010 The asking price is
2 19 million Please see the attached brochure that staff developed for marketing
the building Staff has received a number of inquiries on the building and given
5 6 tours However a buyer is not currently in place
The sale of the Public Works Building will achieve several goals
1 Return the parcel to the tax rolls Total property taxes estimated at
75 000 per year including County School District etc
2 Relieve the City of maintenance and utility expense
3 Provide funding for Fire Station 3
In June staff solicited proposals from area commercial brokers A copy of the
RFP is attached We received proposals from

Staff evaluated the proposals and found all proposers to be well qualified in terms
of experience local knowledge and references Therefore staff evaluated the
financial aspects of the proposals The two most competetive bids were from
Summerhill Commercial Real Estate and Marathon Real Estate Marathon
proposes the most favorable terms with a 3 4 75 commission A copy of the
Marathon proposal is attached
RECCOMENDA TION
Staff would recommend entering into a month to month contract with Marathon
Real Estate at the August 10 2009 meeting

The City of Chanhassen is seeking to enter into a commercial exclusive listing agreement sale agreement for
the sale of the 1591 Park Rd known as the Chanhassen Public Works building The City has provided a
marketing brochure attached that describes the building The City expects to vacate the building by
February 2010 The asking price is 2 190 000
There is no expressed or implied obligation for the City to reimburse responding firms for any expenses
incurred in preparing proposals in response to this request
CONTRACT TERMS
The bidder shall specify the required contract terms including the following items

LENGTH OF CONTRACT
The term of the Listing Agreement is proposed to be for approximately nine 9 months

BROKERAGE FEE
The commission structure for a sale is to be based on 2 75 of the sale price of the property
with provision for a total commission of 5 25 in the event an outside cooperating broker
other than Summerhill Commercial Real Estate LLC Broker procures a deal In the case
of an outside cooperating broker being involved in the transaction the outside broker s
share of the fee will be 2 75 and Summerhill s will be 2 5

docks drives and was built in 1988 The previous owners of the building were clients of
Broker Chanhassen Park Place Partners or Jim Dan Hendrickson Previously
Summerhill had successfully leased out one 1 space in the building in 2007 On
October 23 2008 the Sellers were approached by Broker with a potential Buyer Broker
was representing at the time The Sellers communicated that they did not need to sell
but were willing to for the right price The building was 80 occupied at the time We
entered into serious negotiations and finally came to terms in late November 2008
ultimately closing on the property December 30 2008 Summerhill represented the
Buyer and Seller in this transaction The property ultimately sold for 1 450 000 or
approximately 58 52 psf or at approximately a 7 capitalization rate at 80
occupied
2 Susan Realty Co 6401 6441 Goodrich Avenue St Louis Park MN 55426 45 192 square
foot multi tenant industrial office warehouse building The building is 13 14 clear
hgas docks drives and was built in 1964 The building had been owned by the Sellers
for about forty 40 years and they were about to lose a 37 500 square foot tenant
leaving just 7 500 square feet occupied therefore they decided to sell The building
which was about to become 17 occupied 83 vacant was originally listed for
2 075 000 on March 24 2008 and was put under contract on April 24 2008 the
building ultimately successfully sold for 1 875 000 or 41 49 psf Summerhill
represented the Seller and the Buyer in the transaction A unique feature of this
transaction was the pre sale inspection process with the City of St Louis Park
Summerhill was in charge of getting through this very involved pre sale inspection
process in order to successfully close on the property on August 1 2008 Seller wanted
to sell at the end of the large 37 500 sf Tenant s lease Summerhill continued to
represent the Buyer in the leasing at the building which became 100 occupied April
2009
3 Lewis Street Partners 112 114 2nd Street West Chaska MN 55318 This 4 725 sf historic
mixed use building in downtown Chaska MN was listed for 350 000 in February 2008
and sold in August 2008 for 315 000 or 66 67 psf 112 114 2nd Street West is a two 2
story building with very nice professional office finishes on the main and lower levels
with two 2 spacious and occupied two 2 bedroom apartments on the upper level
and was built around 1900 Summerhill represented the Seller in this transaction The
Buyer Sugar Creek Chiropractic was sourced after they had received the double two
2 sided brochure via mail sample enclosed and upon receiving all the building
information excitedly called their residential real estate agent They had been looking
for a while The Seller s business entity Melchert Hubert Sjodin PLLP was able to stay
on in the lower level for three 3 years while the Buyer Sugar Creek Chiropractic
occupied the main level creating a win win win resolution

Leasing Ted is Peter s younger brother by thirteen 13 years
MARKETING BUDGET
Summerhill proposes an initial marketing budget at Summerhill s expense of approximately
1 000 This will be adequate to cover the expense of sending a mass mailing campaign in
the form of either 2 500 5 5 x 8 5 postcard mailers or 1 000 envelope tri fold brochures
up to two 2 double sided color brochures per envelope
This initial mailing campaign will be submitted to the printer mailer by August 31 2009 or
sooner The estimated cost of 1 000 is a turnkey number and includes design mailing list
acquisition and assembly printing stuffing in the case of tri fold brochures which would
have two 2 double sided tri fold brochures to each envelope and postage standard
mail for postcard 1 st class for envelopes tri folds Both the postcard mailers and tri fold
brochures are printed on high quality glossy material samples enclosed

BACKGROUND
This evening we will be discussing the impact of the anticipated shortfall in 2009
revenues in the General Fund After our last budget discussion the City Council
asked for clarification on some items related to reduced service levels Tab 4 on
the spreadsheet which are listed below
The reduced CSO hours have already taken place due to a leave of absence by an
employee so no additional service level will be affected The sea1coating
reduction of 120 000 has the following impact Streets are recommended for
sea1coating and identified by the pavement management program and by site
inspection Annually we budget for about 200 000 in sea1coating projects The
neighborhoods included in the 2009 project were the Vasserman Trail Ridgeview
Way area the Chan View area west of Frontier Trail Sandy Hook neighborhood
Minnewashta Parkway and the Walnut Grove and Royal Oaks Estates
developments west of Galpin Boulevard
In an effort to gap our budget shortfall sea1coating the Sandy Hook
neighborhood Minnewashta Parkway and the Walnut Grove and Royal Oaks
Estates developments could be cut out of this year s project It is important to
note that we are delaying the sea1coating of these neighborhoods and not
eliminating them These areas would be scheduled for sea1coating next year In
doing this we will reduce the 2009 sea1coating projects to approximately
80 000 which reduces the budget by 120 000
We have also identified the patrolman position as a potential for cost reduction in
2009 and into 2010 Not hiring this position would save about 26 000 in 2009
and 88 000 in 2010
After further reviewing some of the Park Recreation and Park Maintenance
suggestions to reduce costs in 2009 staff felt that due to the difficulty and the
small size of the individual reduction of the expenses that the resulting

programming reductions outweighed the cost of savings So those items have
been removed from this plan
At this point it is estimated that revenues in the general fund will be
approximately 650 000 short of the original budget Depending on the actual
revenue shortfall staff recommends that the cash in the capital replacement fund
and revolving assessment construction fund listed on the spreadsheet be used as
the reserve funds to handle any additional shortage above the current estimate of
650 000

No 2 in the nation on its 2009 list of Best Places to Live Recognized for our high quality of
