City Council approval requires a simple majority vote of the City Council present " BACKGROUND At the June 10, 2103 work session staff reviewed with Council the proposed 2014 Street Reconstruction project. On June 10, 2013 the City Council authorized the preparation of the feasibility study. On November 6, 2013 an open house for the Kiowa neighborhood was held to discuss the proposed project, including the proposed street connection. On November 13, 2013 an open house for the Minnewashta Shores neighborhood was held to discuss the proposed project. Every year the City considers streets that are in poor condition to be rehabilitated or reconstructed. For the 2014 Street Improvement Project, staff is proposing to reconstruct approximately 1 mile of streets. The street segments within the proposed project were identified by the City's Pavement Management software, site investigations and utility problems in the area. With the exception of Barberry Circle, the streets were sealcoated in 1994 and 1999. The street conditions were surveyed in 2011 and the pavement condition indices (PCIs) are shown on the graphic below. A PCI of 100 represents a new street. Streets with a PCI below 45 typically indicate distresses that require a full reconstruction, therefore it is no longer cost effective to repair the streets with minor maintenance or perform a bituminous overlay. The street widths vary between 23' and 27' within 40' or 50' wide right of way. The drivable portion of the streets (ie the bituminous surface and the concrete gutter) is proposed to the same as the existing widths; the 8" at the back of each curb will extend past the current street width. High back, B -618 curb is proposed to be installed in this area. Watermain Improvements The watermain in this area is cast iron pipe and has five documented breaks, as shown on the graphic below. Staff proposes to replace the watermain with PVC watermain. All services would also be replaced. Approximately 170 feet of sewer is proposed to be replaced due to the condition of the pipe and is shown in red on the graphic below. No sanitary sewer backup problems have been recorded in this area however a number of pipe sags have been identified in this pipe segment. A letter has been sent to the affected property owners explaining the proposed work. Staff has not heard from either resident. Temporary easements will be needed to make these improvements. The sanitary sewer services that access these sections of the pipes are also proposed to be replaced. The remaining sewer pipe is in good structural condition, although some require mineral removal, grouting and/or lining to reduce the incidence of inflow and infiltration. These minor repair areas are also proposed to be fixed at this time. Storm Sewer Improvements The project area is developed therefore there is minimal space to provide traditional storm water management, namely treatment ponds. The Minnewashta Shores Home Owners Association (HOA) owns a property south/east of Cypress Drive. Staff has contacted the HOA and discussed opportunities for storm water management facilities within this common area. The graphic below shows the proposed stormwater management in the HOA lot and has been distributed to residents within the HOA. The proposal includes the installation of a sump manhole with a St. Anthony Falls Laboratory (SAFL) Baffle for pretreatment of the runoff. Runoff from low intensity rain events would flow to the west, then through a series of filtration basins before discharging to Lake Minnewashta. The filtration basins are similar to those installed with the 2012 Minnewashta Heights project to the west. Excess runoff from high intensity rain events would flow through an overflow pipe and discharge to the lake. This City will contact the Minnehaha Watershed District to see if grant funds are available. The final stormwater design will be presented at the public hearing in February based on the feedback received from the neighborhood. Kiowa Trail Kiowa Trail is a 21' wide street within a 60' wide right of way. This street was built in 1978 and sealcoated in 1992 and 1997. The 2012 pavement condition survey of Kiowa Trail revealed a PCI of 13, therefore a street reconstruction project is proposed. Kiowa Trail currently dead ends at Springfield Drive. In December, 2012 the residents of Kiowa Trail submitted a petition requesting that Kiowa Trail remain a dead end street. At the November 6, 2013 open house most residents reiterated their desire to keep Kiowa Trail a dead end street. Staff will meet with the Springfield residents on December 12, 2013 to discuss the proposed connection. Section 7.4.3 of the 2020 Comprehensive Plan states: Back -to -back cul -de -sacs were installed at the north end ofKiowa Trail and the south end of Springf eld Drive. When the portion of Highway 101 adjacent to Kiowa Trail was under construction the street connection to the Springfield development via Springfield Drive was open to provide Kiowa Trail residents access to the area during construction. In October, 2013 the City performed a speed survey in response to Springfield neighborhood concerns about the volume and speed of traffic resulting from the connection to Kiowa Trail. Information was collected over a four day period adjacent to the Homeowners Association lot located on the southwest corner of Springfield Drive and Summerfield Drive, as shown in yellow in the graphic to the right. The speed limit is 30 mph; 85% of the traffic was travelling at 28.4 mph or less. The 85th percentile is generally the guideline for determining if there is a speeding issue. The City's consultant SEH, Inc. has provided a preliminary traffic analysis based on traffic volumes measured at Highway 101 and Pioneer Trail. The traffic engineer recommends that counts be taken at Highway 101 and Lyman Boulevard now that Highway 101 is open. At the time of this report counts have not been taken due to the timing of the Thanksgiving holiday. Staff will provide an update at the Council meeting. Based on the study opening the connection does not cause traffic problems Kiowa Trail is a rural street section with no defined ditches. The drivable portion of the streets (ie the bituminous surface and the concrete gutter) is proposed to the same as the existing widths; the 8" at the back of each curb will extend past the current street width. The proposed pavement section includes 18" of sand, 8" of Class 5 and 3.5" of bituminous as recommended by the soils engineer. Surmountable concrete curb and gutter is proposed to be incorporated in to the design. Twelve inch trunk watermain was recently installed within Highway 101 and an 8" watermain was stubbed to Kiowa Trail. Public 8" watermain is proposed to be installed with the 2014 Street Reconstruction project to provide public service to the residents along Kiowa Trail. The design will include a pressure reducing valve (PRV) station. Water services would be stubbed to the property line. The cost of the watermain improvements will be 100% assessed to the benefiting property owners; the City will pay 100% of the PRV station cost. Property owners can then connect to City water after going through the normal connection permit process. In the past the City has allowed existing wells to be left in service until such time that the well fails. Sanitary Sewer Improvements Sanitary sewer was installed in Kiowa Trail in 1977. The sanitary sewer was televised and is in good condition and will require some mineral removal, grouting and/or lining to reduce the incidence of inflow and infiltration. These minor repairs are proposed to be fixed with the 2014 project. Storm Sewer Improvements The storm water runoff from about the southern 1/3 of Kiowa Trail will be treated in a pond that was constructed with the Highway 101 improvements. The north portion of the street runoff is proposed to be treated in a pond in Bandimere Park. A shelf of iron filings is proposed to be installed to provide additional treatment. The proposal also includes porous pavement for the Bandimere Heights Park parking area; this design would be similar to that which was installed at the Public Works Facility. Based on staff conversations with the Riley- Purgatory-Bluff Creek Watershed District approximately $20,000 of cost -share improvement funds would be available for these improvements. The Kiowa Trail open house was held November 6, 2013 to discuss the proposed project and to answer questions. Approximately 20 people representing over 11 properties attended. All of the residents' questions were answered at the meeting and/or with a follow -up after the meeting. The feasibility report was prepared by SEH, Inc. A copy of the feasibility report is available in the Engineering Department. Funding for the project is anticipated to come from several sources. Forty percent (40 %) of the street improvement costs would be assessed back to the benefiting property owners, per the City's assessment practice. The remaining 60% of the street cost would be a City cost. All of the sanitary sewer and storm sewer costs will be paid by the City. The City will pay 100% of the watermain replacement costs within Minnewashta Shores and the PRV station cost within Kiowa Trail. One- hundred percent of the watermain installation costs within Kiowa Trail will be assessed to the benefitting property owners.
