REGULAR MEETING
SUMMARY MINUTES
FEBRUARY 24, 2004
Chairman Stolar called the meeting to order at 7:30 p.m.
MEMBERS PRESENT: Glenn Stolar, Paula Atkins, Amy O'Shea, and Tom Kelly
MEMBERS ABSENT: Susan Robinson and Jack Spizale
STAFF PRESENT: Todd Hoffman, Park and Recreation Director; and Jerry Ruegemer,
Recreation Superintendent
APPROVAL OF AGENDA: Kelly moved, Atkins seconded to approve the agenda
as presented. All voted in favor and the motion carried unanimously with a vote of
4to0.
PUBLIC ANNOUNCEMENTS:
Todd Hoffman announced that the skating rinks were end of season closed. Chairman
Stolar asked staff to provide a report at an upcoming meeting on the skating season.
VISITOR PRESENTATIONS: None.
APPROVAL OF MINUTES: O'Shea moved, Kelly seconded to approve the
summary and verbatim minutes of the Park and Recreation Commission meeting
dated January 24, 2004 as presented. All voted in favor and the motion carried
unanimously with a vote of 4 to 0.
ESTABLISH CONDITIONS OF APPROVAL CONCERNING PARKS AND
TRAILS, SETTLERS WEST SUBDIVISION REQUEST.
Todd Hoffman introduced Justin Larson with Sathre-Berquist who presented their
subdivision proposal. Commissioner Kelly asked about the steepness of the access to the
LRT trail. Todd Hoffman reviewed the comprehensive park and trail plan and it's relation
to this development. Commissioner Kelly asked for clarification on snowmobile use and
maintenance on the LRT trail. Chairman Stolar asked the developer to explain their bluff
preservation plan.
O'Shea moved, Kelly seconded that the Park and Recreation Commission
recommend that the City Council require the following conditions of approval
concerning parks and trails for the proposed Settlers West development:

An internal trail or sidewalk connection to the Southwest LRT trail shall be
constructed and that appropriate public easements or an outlot be dedicated.
A sidewalk along Settlers West Road be constructed connecting the entire
neighborhood to the Richard T. Anderson Conservation Area and that appropriate
public easements or outlots be maintained to facilitate this connection.
Full park dedication fees ($134,000) shall be collected in lieu of parkland
dedication.
All voted in favor and the motion carried unanimously with a vote of 4 to 0.
REACH FOR RESOURCES ADAPTIVE RECREATION CONTRACT.
Jerry Ruegemer presented the staff report on this item. Commissioner Kelly asked for
clarification on the program costs for participants. Commissioner O'Shea asked about the
increase in participation and the associated cost increase and if the city can afford that
increase. Chairman Stolar asked for clarification on costs and participation levels.
Atkins moved, Kelly seconded that the Park and Recreation Commission
recommend that the City Council approve the 2004 contract with Reach for
Resources to provide adaptive recreation services for children and adults with
developmental disabilities. The contract amount is $4,562 and this amount has been
budgeted within the 2004 (1600) recreation budget. All voted in favor and the
motion carried unanimously with a vote of 4 to 0.
RECREATION PROGRAMS:
FEBRUARY FESTIVAL EVALUATION.
Jerry Ruegemer provided highlights from the February Festival. Commissioner Kelly
asked how fishing licenses worked with this event. The only complaint he heard was
someone who thought KQRS was playing some music that may not have been suitable
for some of the younger fishermen and suggested more family friendly music next year.
Commissioner Kelly stated he didn't necessarily agree with that complaint but wanted to
bring it up to the commission. Chairman Stolar stated he didn't like the fact that KQRS
played commercials. He asked if it helps to have discounted ticket sales prior to the day
of the event and suggested having different categories for different fish, having a hole
near the entrance of the event to teach kids to ice fish, and possibly having a fish house
on display.
DADDY/DAUGHTER DATE NIGHT EVALUATION.
Jerry Ruegemer provided an update on this event.

Jerry Ruegemer informed the commission of this upcoming event.
COMMISSION MEMBER COMMITTEE REPORTS.
Todd Hoffman provided an update on the playground equipment committee.
COMMISSION MEMBER PRESENTATIONS.
Paula Atkins provided a report on the City Council work session she attended regarding
the farmers market. Todd Hoffman provided an update from a City Council work session
where the community center was discussed. Chairman Stolar asked for feedback from
the commission if they would like to continue discussion of a community center in the
city. Commissioner O'Shea stated she wanted to note that she thought a majority of the
commissioners were behind pursuing a community center, whether it's partnering or
whatever shape it may take. It was decided after discussion to bring the issue of a
community center back to the Park and Recreation Commission for discussion in the
summer.
ADMINISTRATIVE PACKET.
Chairman Stolar brought up the issue of the Lake Minnetonka Triathlon and suggested
looking into holding an triathlon event in Chanhassen.
Kelly moved, O'Shea seconded at adjourn the meeting. All voted in favor and the
motion carried.
