Approve Plans & Specifications; Authorize Advertisement for
Bids for 2004 MSA Street Improvements
Project No. 04-02
REQUESTED ACTION (Simple Majority Vote)
The City Council is requested to approve the plans and specifications and
authorize advertisement for bids for this year's MSA (Municipal State Aid) Street
Improvement Project.
BACKGROUND
On April 14, 2003, the City Council authorized the preparation of a feasibility
study for this project.
On September 22, 2003, the City Council approved the feasibility study and
authorized the preparation of plans and specification for the project.
DISCUSSION
The Pavement Management Program has identified the street segments listed
below for rehabilitation at this time. SEH, the City's consultant for this project,
has completed plans and specifications for the project. The plans and
specifications are on file in the Engineering Department. Two neighborhood
meetings have been held to take input from residents and businesses on this
project. The project includes the following elements:
A 2" mill and overlay of the bituminous pavement on W. 78m Street, Market
Boulevard, Great Plains Boulevard, and W. 79th Street (see project location
map).
· Replacement of damaged concrete curb and gutter within the project area.

· Improvements to the storm sewer system on W. 79th Street.
· Repair of damaged sidewalk.
· Repainting of traffic signals on W. 78Ih Street.
· Replacement of raih'oad crossings on Market Boulevard and Great Plains
Boulevard.
The current construction cost estimate for the project is $701,312. This is
approximately equal to the feasibility study estimate of $701,826. This project
will be financed from a combination of assessments, MSA street funds, and State
turnback funds.

Turnback funds for the project were included from TH 101 turnback at W. 78th
Street and Great Plains Boulevard.
RECOMMENDATION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council approves the plans and specifications and
authorizes the advertisement of bids for the 2004 MSA Street Improvement
Project."
