Mayor Furlong called the work session to order at 5:35 p.m.
COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Ayotte, Councilman
Labatt, Councilman Lundquist and Councilman Peterson
STAFF PRESENT: Todd Gerhardt, Justin Miller, Paul Oehme, Matt Saam, Todd
Hoffman, Kate Aanenson and Bruce DeJong
UPDATE ON PROPOSED ASSESSMENTS FOR 2004 RESIDENTIAL STREET
PROJECT 04-01.
Paul Oehme passed out a handout outlining cost saving items with comparisons to last
year. He was recommending not to replace the sewer line at this time but that the
watermain was in need of repair. Councilman Labatt asked about the life span of sewer
lines. Councilman Ayotte asked for clarification on the reduction in costs and spot repair
versus replacement costs. Mayor Furlong asked staff to clarify the difference in
assessment costs going from $15,000 to $11,800 and the timeframe for repair. He also
asked staff to explain the city's policy regarding sidewalks. Councilman Ayotte asked if
staff has explored other options for assessment payments, i.e. number of years and
percentage costs. Mayor Furlong suggested that the term of the bonds should be
consistent with the assessment terms. Councilman Peterson stated his only question was
regarding sidewalks and if the neighbors wanted them or not. Mayor Furlong stated a
majority of residents had said no to sidewalks, but maybe that was because of the dollar
amount associated with it. Matt Saam stated a open house was being held on Thursday
and they would get feedback from the neighbors regarding sidewalks with the new dollar
amount. Vernelle Clayton stated that neighbors at the open house are expecting a
confidential written survey regarding the issue of sidewalks.
CHANHASSEN FARMERS MARKET.
Members of the Chanhassen Farmers Market Committee introduced themselves. Linda
Walton with the Chamber of Commerce; David Boorsma, farmer; Jim Bledsaw,
Chairman; and Paula Atkins, Park and Recreation Commissioner. Todd Hoffman
provided background information. Councilman Lundquist asked if there were going to
be portable restrooms available. Todd Hoffman stated the library and lower level of City
Hall facilities would be available. Councilman Ayotte asked if the janitorial service
contract would be affected and has that cost been looked at. Mayor Furlong asked about
security concerns with city hall being open on Saturday. Todd Gerhardt suggested a
users fee to cover additional costs. Councilman Ayotte asked about wear and tear on the
pavers and sidewalks in the new City Center Park, screening process for vendors, traffic
control, and increase cost in service requirements. Mayor Furlong questioned the one
week notice for health and safety problems as being too much time. He asked for

clarification regarding liability insurance and if the city's included as first insured. Jim
Bledsaw stated the committee will draw up a set of rules based on the Excelsior Farmers
Market. Todd Gerhardt stated he will give the city's insurance agent a call to clarify the
insurance issue.
CITY CODE REVIEW, CHAPTER 20.
Kate Aanenson explained the chart included at the end of the packet. She reviewed
changes to the code and stated there were different uses that still needed to be addressed
such as where in the city sex oriented business and car dealerships could be allowed.
The work session recessed at 6:45 p.m. for the regular City Council meeting. It
reconvened at 7:25 p.m.
Kate Aanenson went through Chapter 20, item by item reviewing changes proposed by
staff. Issues brought up by council included shortening the length of kennel permit
notices, Bluff Creek primary and second requirements, changes to the requirement of
"undue hardship" in variance requests, and screening of HVAC/rooftop equipment. City
Council is concerned with rooftop screening, but how will it be administered. Regarding
wetlands, the need to clarify a minimum of 6 to 8 inches above the ordinary high water,
function and values, stream setbacks, appointment and role of the TEP panel. Building
pad square footage requirements, conceptual PUD requirements, zoning districts, PODS
and the need to enforce a time limit, fences and EFIS requirements. Need to develop
criteria for percentage and location of EFIS on buildings. Parking lot widths have been
adjusted for larger cars. Regarding paths, Mayor Furlong asked if dirt paths are
acceptable. Todd Gerhardt thanked Kate Aanenson and her staff for all the hard work
and effort put into this project, stating that most other cities contract this work out to
consultants.
Mayor Furlong adjourned the work session meeting at 9:00 p.m.
