SUM 2004 02 09CHANHASSEN CITY COUNCIL REGULAR MEETING SUMMARY MINUTES FEBRUARY 9, 2004 Mayor Furlong called the meeting to order at 7:00 p.m. The meeting was opened with the Pledge to the Flag. The agenda was amended to delete item 2, Consideration of a Kennel Permit, Paws, Claws & Hooves, 10500 Great Plains Boulevard. PRESENTATION OF 2003 ENVIRONMENTAL EXCELLENCE AWARDS. Mayor Furlong invited members of the Environmental Commission to join him in handing out the 2003 Environmental Excellence Awards to Justin Rowlandson from Chanhassen Elementary and Marcus Ellson. Justin Rowlandson implemented a number of improvements at the Chanhassen Elementary School to it's current recycling program. City Council Summary - February 9, 2004 Marcus Ellson worked with city staff, as a part of his Eagle Scout project, to plan and coordinate work to improve water quality by educating citizens of how runoff from streets and yards has a direct effect on lakes and wetlands. CONSENT AGENDA: Councilman Peterson moved, Councilman Lundquist seconded to approve the following consent agenda items pursuant to the City Manager's recommendation: Approval of Minutes: -City Council Summary & Verbatim Minutes dated January 26, 2004 Receive Commission Minutes: -Planning Commission Summary & Verbatim Minutes dated January 20, 2004 Approval of Lifeguard Contract for Lake Ann Beach, Minnetonka Community Education and Services Approval of an Application for an Exempt Gambling Permit to Conduct a Raffle, St. Hubert's Catholic Community, April 24, 2004. All voted in favor and the motion carried unanimously with a vote of 5 to 0. B. APPROVE CHANGE ORDER NO. 3 FOR HIGHWAY 101 NORTH TRAIL~ PROJECT 97-12-3. Councilman Ayotte was questioning the amount of use on this trail to get an idea of repair and maintenance requirements, preventive maintenance, and usage. He stated it would be a good idea to know how the city's assets are being utilized. Resolution #2004-07: Councilman Ayotte moved, Councilman Lundquist seconded to approve Change Order No. 3 for Highway 101 North Trail, Project 97-12-3. All voted in favor and the motion carried unanimously with a vote of 5 to 0. APPROVAL OF REQUEST FOR A SPECIAL EVENT PARKING PERMIT FOR A WEDDING RECEPTION~ NORTH LOTUS LAKE PARK~ MIKE & GLORIA LYNCH~ 6630 HORSESHOE CURVE. Councilman Ayotte asked staff to explain what the city does if there is damage done to the park. Councilman Labatt asked if this parking permit would interfere with activities on the fields. Todd Hoffman stated there are no activities planned for the fields on Saturdays. Councilman Labatt also expressed concern with the possibility of people parking on the grass and suggested a damage deposit be paid. Councilman Peterson stated it sounded like overkill. Mayor Furlong clarified that the only reason this permit was before the council was because it was extending beyond the 10:00 p.m. timeframe. He suggested that deputies patrolling the area check to make sure no damage is done to the park. If there is damage, to notify the applicants. He also asked staff to emphasize 2 City Council Summary - February 9, 2004 the concerns raised by City Council to Mr. and Mrs. Lynch and ask them to work with Sergeant Olson. Councilman Ayotte moved, Councilman Peterson seconded to approve the request for a special event parking permit for a wedding reception, North Lotus Lake Park, Mike & Gloria Lynch, 6630 Horseshoe Curve. All voted in favor and the motion carried unanimously with a vote of 5 to 0. VISITOR PRESENTATIONS: None. COUNCIL PRESENTATIONS: None. ADMINISTRATIVE PRESENTATIONS: Todd Gerhardt reminded council of a strategic planning session on February 17th at 5:30 p.m. Mayor Furlong asked the city manager to commend staff in their snowplowing efforts. Todd Gerhardt thanked Todd Hoffman and his staff for a great job done with February Festival. Councilman Peterson asked for an update with applicants and interviews for the open commission seats. Councilman Ayotte moved, Councilman Peterson seconded to adjourn the meeting. All voted in favor and the motion carried.
