Consider Authorization for Purchase of 2004 CIP Vehicles and
Equipment - PW016JJJ
DISCUSSION/JUSTIFICATION
Four pickup trucks have been budgeted for in the 2004 CiP for replacement. Two
pickups are scheduled to be replaced from the Public Works Department t'leet and
two from the Park Department fleet.
Public Works Department
Street Department Pickup: This pickup truck scheduled to be replaced is used
for street sign repair and installation, mailbox repair, utility locates and any other
street department functions. The new pickup will have additional cabinets to
carry all the necessary hardware, fasteners, tools and equipment to install signs
and perform the utility locates.
The pickup planned to be replaced is a 1990 Ford pickup. This vehicle only has
38,000 miles but after 14 years has major rust. The transmission in the pickup has
been slow to go into gear and in shifting this past year. Replacement of the
transmission will be necessary in the near future at a cost of $1,500.00.
The 1990 pickup would be sold at 2004 fall auction for an estimated sale price of
$1,000.00.
Utility Department Pickup: The vehicle proposed to be replaced is a 1994
pickup with 92,000 miles. After ten years and high mileage, this vehicle is
becoming less reliable. This pickup would be transfen'ed to the Park Department
to use for pulling lawnmower trailers by the seasonal workers.
An existing 1989 pickup used by the seasonal park workers would now be sold at
the fall auction for an estimated sale price of $800.00.

The new pickup will be used for all daily sewer and water maintenance, including
when operators are on 24-hour call.
Parks Department
Park Department Pickup: The proposed new pickup would be used for daily
park maintenance including park and playground equipment maintenance.
Additional cabinets would be installed to carry all the equipment, tools, hardware,
ladders, shovels, rakes, etc. needed on the job. The pickup is planned to have a
large gasoline engine and a heavy transmission needed to tow equipment such as a
skid-steer loader.
The 1995 pickup cun'ently used for this work would be used for pulling lighter
lawnmower trailers by the seasonal workers. A 1990 pickup with 104,000 miles
and extensive rust would be sold at the fall auction for an estimated sale price of
$1,000.00.
Park Department Pickup: This pickup is proposed to replace a pickup that is
used for daily park maintenance, including ball and soccer field maintenance, line
stripping, etc. A snowplow mount would also be installed on this vehicle to plow
trai I s.
The new pickup would replace a 1991 pickup with 118,000 miles used by the
seasonal workers and for snowplowing trails in the winter. The transmission in
this vehicle is in poor condition. Replacement of the transmission will be
necessary in the near future at a cost of $1,500.00. The pickup would be sold at
the fall auction at an estimated sale price of $1,500.00.

FUNDING
The estimated budgeted amount for these four vehicles in the CIP is $125,000.00.
The total amount of the bids, including sales tax, is $106,286.20. These purchases
would be well under the budgeted amount for 2004.
SUMMARY
By replacing these vehicles at this time, at these prices, gives the City a chance to
upgrade the fleet with new vehicles that have three-year complete warranties. The
state contract prices on the pickups are $11,000.00 off the list price. This is a
35% discount.
RECOMMENDATION
It is recommended that the City Council approve the bids for the purchase of these
vehicles. The state contracts terminate for these vehicles in April.
