On September 22, 2003, the City Council approved the feasibility study and authorized the preparation of plans and specification for the project. On January 26, 2004, the City Council adjusted the utility rates to fund the utility improvements in street reconstruction areas. Web Site DISCUSSION The Pavement Management Program has identified the street segments listed below for rehabilitation at this time. Also, these streets were identified for improvements because of several watermain breaks. Bonestroo & Associates, the City's consultant for this project, has completed plans and specifications for the project. The plans and specifications are on file in the Engineering Department. Two neighborhood meetings have been held to take input from residents on this project. The main issue raised by the residents at both meetings was the amount of the proposed assessments. The current City practice is to assess 40% of the improvement to the benefiting property owners. The City has taken soil borings in this area and had a geotechnical firm recommend a pavement section. The previously proposed pavement section was the City standard residential pavement section. Based on the soil information and the expected traffic in this area a new pavement was recommended. The new pavement section was designed with same strength and life expectance as the standard pavement section. The original design for this street had sidewalk improvements proposed on one side of the street. Based on Council input, residents were balloted for sidewalk. After the ballots were tabulated it was clear the majority of the residents were not in favor of sidewalk improvements. Sidewalk improvements are not proposed in the project at this time. Streets proposed to be reconstructed in the Santa Fe area include: · Santa Fe Trail from Del Rio Drive to Great Plains Boulevard · Del Rio Drive from Laredo Drive to Santa Fe Trail · Santa Fe Circle East fi'om north cul-de-sac to Santa Fe Trail · Santa Fe Circle West from north cul-de-sac to Santa Fe Trail The proposed improvements in the reconstruction area include the following elements: · Reconstruction of the existing bituminous pavement · Installation of concrete curb and gutter · Removal and replacement of all watermain · Spot repairs to the existing sanitary sewers · Improvements to the storm sewer Approximately, 30 sanitary sewer spot repairs are proposed in the Kiowa neighborhood just south of Santa Fe Trail. These improvements are not proposed to be assessed. Paul Oehme April 5, 2004 Page 3 The cmTent construction cost estimate for the project is $770,496. This is approximately 16% less than the feasibility study estimate of $913,000. The cost savings can be attributed to the elimination of the following items from the project scope: sanitary sewer replacement (spot repairs are now proposed), concrete sidewalk, and a revised pavement section. The project is proposed to be financed from a combination of assessments, sewer and water utility fund, storm sewer fund, and bonding. The proposed funding allocation is: Construction Cost Total Project Cost Assessments $176,629 $220,786 Sewer & Water Fund $239,279 $299,099 Bonds $310,177 $387,722 Storm SewerFund $ 44,411 $ 55,514 Total $770,496 $963,120 The cun'ent estimated assessment amount for the Santa Fe neighborhood is $6,899.56. The estimated assessment is approximately $8,600 less then what was originally proposed in the feasibility study. The assessments will be adjusted accordingly based on the awarded contractor bid. RECOMMENDATION Staff recommends that the City Council adopt the following motion: "The Chanhassen City Council approves the plans and specifications, authorizes the advertisement of bids, and adopts a resolution for the 2004 Residential Street Improvement Project." Attachment: Resolution C: Phil Gravel, Bonestroo & Associates Mark Statz, Bonestroo & Associates g:\cng\public\04-OI \approve plans 1 .doc CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: April 12, 2004 RESOLUTION NO: MOTION BY: SECONDED BY: A RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR THE 2004 RESIDENTIAL STREET PROJECT 04-01; AUTHORIZE ADVERTISING FOR BIDS WHEREAS, pursuant to a resolution passed by the council on September 22, 2003, Bonestroo & Associates (consulting engineer retained for the purpose) has prepared plans and specifications for the improvement of Del Rio Drive between Laredo Drive and Santa Fe Trail, Santa Fe Trail between Del Rio Drive and Great Plains Boulevard and Santa Fe Circle East and West and has presented such plans and specifications to the council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CHANHASSEN, MINNESOTA: 1. Such plans and specifications, a copy of which is attached hereto and made a part hereof, are hereby approved. The city clerk shall prepare and cause to be inserted in the official paper an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published for 30 days, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m. on May 13, 2004, at which time they will be publicly opened in city hall by the city clerk and engineer, will then be tabulated, and will be considered by the council at 7:00 p.m. on June 14, 2004, in the council chambers." Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the council on the issue of responsibility. No bids will be considered unless sealed and filed with the clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the clerk for ten percent (10%) of the amount of such bid.
