Library Project · Ensure that the project is on schedule.
· Continue to provide input on the design.
· Joint Powers Agreement with Carver County regarding the operation and maintenance of
the future Library is complete. This will be presented to the City Council in October.
· Bond sale is scheduled for February 2002.
· Award of Bid for Construction scheduled for January/February 2002.
Update: Completed interior and exterior design.
Next Step:
Bid the project out in January 2002.
Award bid and sell bonds in February 2002.
2002 Budget Process · Council set maximum levy in September.
· Department Budget Presentations in October/November.
· Establish Final Levy in November/December.
Update: Council approved the 2002 budget on December 10, 2001.
Bowling Center Property
· EDA will consider the sale/redevelopment of the site in November.
Approved purchase agreement with Kraus Anderson on November 21, 2001
for $1.1 million.
Next Step:
Monitor site plan approval and progress on leasing contingency. Possible
closing date in February 2002.
Wrase Property
· The City Council approved the sale and closed on the property in September.
Update: Construction on the Auto Repair Center is 50% complete.
New Telephone Systetn · The City Council awarded the bid in September
· System will be operational by the end of November.
update: The new phone system was installed in November 2001. Project complete.
Presbyterian Homes Project
· The City Council will hold a public hearing on November 13 to consider establishing a
TIF District to provide financial assistance to create 36 affordable senior housing units.
Update:
The City Council/EDA approved the TI:F District for Presbyterian Homes
Project on November 8 & 13.
Next Step: Approve TIF Development Contract in January 2002.
West 79th Street Property · Continue to market the land on West 79th Street.
· Would the Council like to reconsider the restriction on fast food for this site?
The City Council approved a purchase agreement with Kraus Anderson on
No,;:mber 8 for a purchase price of $705,000.
Next Step: Monitor leasing contingencies, which ends on March 1, 2002, with a possible
closing in June of 2002.
TIF Grant Proceeds · Application for the TIF Grant was made in August 2001.
· Notification of award should be received in early December 2001.
Update:
Received notification on December 6th that we received the maximum grant
request of $1,775,000. Payment is due December 26, 2001.
Highway 101 Turnback and/or Trail Project
Currently working with all agencies regarding the possibility of turning back TH 101 to
the City of Chanhassen. Staff is working closely with MnDOT, Representative
Workman, TH 101 neighborhoods, Carver & Hennepin Counties, and the City of Eden
Prairie to endorse this concept. However, staff is continuing on a dual track effort in
ensuring that if the TH 101 turnback does not occur, that the city would be in the position
to complete the trail segment.
Received "tentative" support to turnback TH 101 to the City of Chanhassen from
Hennepin County and MnDOT. Staff is currently working on twenty-year traffic
forecast. Staff will provide an update to the City Council at the January 14, 2002
meeting.
Maintenance Code Ordinance
· New building maintenance code will be presented to the Council in December 2001.
Update:
Staff presented a draft to the City Council in October of 2001. The final draft will
be presented as a part of the Rental Licensing Program in March of 2002.
Rental Licensing Program
· Staff will work with the City Attorney and rental property owners in the next four months
to develop a pro-active crime-free rental licensing program.
City Council approved staff's work plan in developing a Rental Licensing
Program on December 10, 2001.
Next Step: Staff will be implementing the work plan between January and February with
results presented to the Council in March 2002.
Water Treatment Facility
· The City Council will discuss the possible construction of a water treatment facility at an
October work session.
The City Council selected members to the Water Treatment Advisory Committee
on December 10, 2001.
Next Step: Interview consultants in March 2002.
Continue Monitoring Potential Litigation Regarding TIF District 2-1
Update: Nothing to report since we sent a letter to Jay R. Stasson on August 13, 2001.
Represent the City at Chamber, School District 112 & 276 Leaders Meetings · Attend monthly meetings.
Update: I have attended bi-monthly leader meetings in both School Districts 112 & 276.
Develop a Communication/Calling Tree with the Carver County Sheriff's Department · Will be completed in October.
Update:
Completed calling tree and submitted the information to Carver County Sheriff's
Department in October 2001.
Review Community Center Options
· Review public/private partnerships with private health clubs to provide the council with
potential sites for indoor recreational activities. October- ?
Met with a group that is researching the development of a fitness center in
Chanhassen.
Next Step: Staff needs to discuss this item in more detail with the City Council.
Review Sit-Down Restaurant Opportunities
· Produce a marketing portfolio to attract a sit-down restaurant. Staff is working with a
Chanhassen resident to complete this project by December 2001.
Update:
Continuing to work with a Chanhassen resident on a marketing package for a
sit-down restaurant. Kraus Anderson has informed me that they have a serious
restaurant user for the Bowl property.
City Center Con,nons Development
· In the next six months, staff will be working with the landscape architect, Damon Faber
& Associates, to develop schematic designs for the City Center Commons area.
The City Council selected Damon Farber as the Landscape Architect and a Task
Force for the City Center Commons park area on December 10, 2001.
Next Step: Enter into a contract with Mr. Farber (January).

Establish a Local Lodging Tax
· Meet with local hotel/motel owners and Chamber of Commerce to develop a local
lodging tax to promote tourism in Chanhassen. October 2001 -February 2002.
I have taken a very active role with the Chanhassen Chamber and have
participated in the development of their 2002 Business Plan and program of work.
The Chamber will be implementing a community assessment plan on how to
increase the economic impact of "tourism trade" in Chanhassen.
Review Potential District 112 High School Sites itt Chanhassen
· Staff will work with School District 112 representatives to continue discussions on the
possibility of locating a high school in Chanhassen. Staff will be looking at
public/private partnerships with School District 112 and private developers.
Update: Staff is reviewing potential sites that can accommodate a high school and have
met with developers on creating a mixed-use development.
Next Step: Will continue to work with developers and school district to review potential sites
and bring back concepts to City Council in April - May of 2002.
