Individual Sewage Treatment System, Mandan Circle
Please find attached a memo from Mr. Generous, Senior Planner making a
recommendation regarding an individual sewage treatment system on Mandan
Circle. As he references, this has been discussed at the council level in the past.
Having discussed the issue with Mr. Generous, it appears that the
recommendation that he is making is appropriate. Simply put, the homeowner in
question has no other option. There is not adequate space to allow for the
construction of another conventional septic system. As Bob indicates, the
estimated costs for a collective system are extraordinary and would not be
financially feasible for the residents of the neighborhood to undertake at this time.
That being said, Bob's recommendation that the city notify the property owner
that they should apply for a variance to permit them to build an experimental
system seems to be appropriate. I would caution the council that I am personally
unable to vouch for the veracity of the experimental septic system and the council,
by agreeing with Bob's recommendation 0fnotification, should state that it is in
no way endorsing or committing to an approval of the experimental septic system
until such time as more is known about it specific to its construction on this site.

A home on Mandan Circle has a failing septic system. This item previous had
been brought to City Council's attention due to the fact that other homes in the
area may experience septic system failures in the future.
City staff has reviewed septic system alternatives for Mandan Circle in southern
Chanhassen. As one of the alternatives, we looked at providing a collective system fo
the neighborhood. The other alternative was to have individuals install experimental
system on their property. Estimated costs for the collective system are from $148,000 do
$155,000 which equals a per house cost of approximately $21,000 to $22,500 for this
neighborhood. An experimental system is estimated to cost between $10,000 and
$15,000. Based on this analysis, we have concluded that it is not financially feasible fOr
the residents of the neighborhood to undertake such as system at this time.
In the instance of the failing system, staff is recommending that we notify the
property owner that they should apply for a variance to permit them to build an
experimental septic system in the bluff area. Unless City Council directs
otherwise, staff will send the property owner a letter with this recommendation.
