Consider Approval of Contract with Kaeding & Associates for Design
and Construction Services for SCADA Improvements - PW307D
REQUEST (Simple Majority Vote Required)
The City Council is requested to approve a contract with Kaeding & Associates for
consultation services for SCADA Improvements.
DISCUSSION
The Engineering Department has been evaluating the City's Supervisory Control and
Data Acquisition (SCADA) system because of current problems with the system and
to evaluate future needs. SCADA systems are designed to automate the management
of the wells, towers, lift stations, pumps, and any other items in the water distribution
and sanitary sewer system. The systems use telemetry units to relay information back
to a main computer system which checks if the system is functioning properly.
As discussed at the April 12, 2004 worksession, the City's current SCADA system is
antiquated, cannot be expanded upon, and routinely gives false alarms. The current
system is very expensive to maintain and requires a substantial amount of staff time
to check false alarms and keep the system operational. Staff feels the existing
SCADA system should be replaced at this time.
Staff has reviewed qualifications of several consulting firms both in and outside the
consulting pool. Staff feels Kaeding & Associates, Inc. has the most experience with
SCADA improvement projects and they are familiar with the industry and challenges
in solicitation of bids for SCADA projects. Staff also feels they will give the City the
best overall recommendation for what type of system to implement.
Kaeding & Associates, Inc. proposal includes: · Evaluation of the existing system to identify all components which are
obsolete, defective, or will not integrate with the new SCADA system.
· Design of a new system
· Writing of construction documents
· Bidding Services
· Construction administration services and record drawings submittal

Fees for these services are estimated at $69,100. The consulting contract is proposed
to be on a time and materials basis. The estimated cost for the SCADA
improvements is $800,000. This is approximately 8.6% of the construction cost.
Typical consultation services range from 14%-18% of construction cost for normal
design and construction administration services. Staff has reviewed the hourly rates
of Keating & Associates and they are similar to other consultant rates that are in the
consultant pool.
RECOMMENDATION
Staff recommends that the City Council adopt the following motion:
"The Chanhassen City Council authorizes a contract with Kaeding & Associates in
the amount of $69,100 for engineering and construction services for SCADA
improvements."
