WORK SESSION
APRIL 12, 2004
Mayor Furlong called the work session to order at 5:35 p.m.
COUNCIL MEMBERS PRESENT: Mayor Furlong, Councilman Labatt, Councilman
Ayotte, Councilman Lundquist, and Councilman Peterson
STAFF PRESENT: Todd Gerhardt, Justin Miller, Paul Oehme, Kelley Janes, Matt
Saam, and Bruce DeJong
WATER TREATMENT UPDATE.
Todd Gerhardt introduced Mark Koegler with Hoisington-Koegler. He provided
background information and outlined the memorandum prepared by Hoisington-Koegler
which will go onto the city web site. Councilman Ayotte asked that the financial issues
be addressed. Paul Oehme discussed the city's next course of action which will include
such things as looking at aquifers in the areas of the new wells, the need for a mobile
pilot plant to determine the size and location of the permanent plant, treating arsenic in
Well #3 and the construction process. The council and staff discussed potential sites, i.e.
South Lotus Lake Park and the Red-E-Mix plant site. Staff will provide a list of pros and
cons for each site. Councilman Labatt asked staff to explain the amounts and safety
precautions being used with chlorine. Councilman Lundquist asked for clarification on
the pilot plant and performance guarantees. Paul Oehme explained that since March 26th,
when the City Council looked at the utility rates, staff has identified some discrepancies
in the Black and Vetch study and would provide an updated report on costs. Councilman
Ayotte requested a report from staff regarding Metropolitan Council billing.
SCADA SYSTEM UPDATE.
Paul Oehme introduced the city's consultant, Sheldon Sorenson with Keating and
Associates. He discussed his first priority was the need for a new SCADA system in the
city to keep up with current and future tracking of wells, lift stations and the water
treatment plant. Councilman Ayotte asked for information on the selection criteria used.
Mayor Furlong asked staff to clarify how the city's IT staff has been included in this
process. Todd Gerhardt stated staff will provide a more detailed report in 2 weeks with
the plans and specifications and bidding information. Bruce DeJong explained funding
options available. Councilman Lundquist asked for clarification regarding the length and
cost of the warranty and the cost effectiveness of a 10 year warranty versus less years.
He also asked staff to look at redundancy in the system, and perhaps getting a time and
material (cost plus) bid versus fixed cost bid.
Mayor Furlong adjourned the work session meeting at 6:30 p.m.
