SUBJECT: Award of Bids- Fire Department Vehicles
The 2004 Capital Improvement Program included $80,000 for the replacement of
two officer response vehicles. The new vehicles that the Fire Department has
specified are Dodge Durango sport utility vehicles. These vehicles are on the state
contract at a cost of $24,243 per vehicle. We will have additional costs of putting
these vehicles in service of 6.5% sales tax of $1,575, licensing fees of
approximately $300, and equipment installation like light bars, sirens, and decals
of $1,500 - $2,000. This means the total cost for these two vehicles will be about
$56,236.
These vehicles are to replace the two Crown Victoria's that were purchased in
1993 and 1996. The Crown Victoria's will be sold at auction with other surplus
vehicles. This will keep the officer response fleet at the current four vehicles,
including the existing 1997 Ford Expedition and 1999 Ford Explorer.
Sport utility vehicles are appropriate vehicles for this use because the amount of
equipment that is carried is more than can be reasonably placed in most other
vehicles. The current Ford Explorer is barely adequate to carry the box and
supplies that are needed for first responders. The Durango has a higher load
capacity than the Explorer. These vehicles also handle inclement weather much
better than the rear-wheel drive Crown Victoria's.
Recommendation
Staff recommends that the City Council approve the purchase of two Dodge
Durango vehicles for the Fire Department. This requires a simple majority vote
of those City Council members present at the meeting.

SUB J: Approval of Chief Officer Response Vehicle Replacement
This involves replacement of the two Crown Victoria chief's vehicles. Both vehicles were
hand-me-downs from the old Public Safety Department. One vehicle is a 1993 with 85,000
miles and the other is a 1996 with 64,000 miles.
The fire department uses 3 staff (chief's) vehicles for responding to emergencies. Staff
vehicles are used on about 85% of our calls. The overall goal of this program is to provide
leadership to the incoming responders, help identify resources needed, and hold others at the
stations. By responding to a call with a $35,000 vehicle, we have less liability and are able to
cancel the $400,000 apparatus that is responding with six fire fighters. This is a typical
response program within metropolitan fire departments and has been very successful for the
Chanhassen Fire Department. Information was provided to us during our recent ISO audit
that ISO encourages chief officer response vehicles.
Currently, the vehicles are showing their age. Rust is showing through the body of unit #203
and is in need of replacement. Unit #200 is showing wear and tear due to age and has some
existing transmission problems. Also, for the fire department response, the Crown Victoria-
type of vehicle is not as practical as a 4-wheel drive vehicle for off-road and winter
responses. The Crown Victoria was a vehicle purchased for law enforcement and the Dodge
Durango will allow us to carry the required equipment that we cannot carry in the current
vehicles. The SUV is the standard response vehicle for chief officers in the metropolitan
area.
The Crown Victoria vehicles will be sold at auction.
