REQUEST (Simple Majority Vote Required)
Staff requests the City Council approve a consultant work order in the amount of
$46,730 with Bolton& Menk, Inc. for the construction inspection and contract
administration for Well No. 9.
BACKGROUND
On January 27, 2003, the City Council approved a work order with Bolton &
Menk in the amount of $19,000 for the siting of Well No. 9.
On January 26, 2004, the City Council approved a second work order with Bolton
& Menk in the amount of $31,800 for the final design and bidding of Well No. 9.
DISCUSSION
The final design and bidding phases of the Well No. 9 project have now been
completed. In accordance with the original phased approach for this project, a
third and final work order is required to provide construction inspection and
contract administration. This final work order will take the project through
construction, well start-up, and project close out.
Since the scope of this project has changed/'rom a new well and wellhouse to a
new well that treats the water at the wellhouse at Well No. 3, Bolton& Menk
have revised their proposal fee to reflect the changes. Bolton & Menk's current
proposal of $46,730 is approximately $19,000 greater than their original January,
2003 proposal of $27,560. This increase is mainly due to the additional
transmission main contract and associated administration along with construction
inspection of the transmission main. The total ($97,530) of all three phases of
Bolton& Menk's work orders for this project is 11.6% of the total construction
cost ($843,849). This is significantly less than the 18% that staff typically
budgets for.

If the well drilling and transmission main work were bid together, the prime
contractor (well driller) would hire a subcontractor to install the transmission
main. Typically the prime contractor would include a minimum of a 10% mark
up in his/her bid for contract administration and profit, in this case approximately
$29,000. When compared to the consultant administration contract of $19,000,
staff is estimating a cost savings of $10,000.
In addition, by separating the project into two separate contracts for the well
drilling and transmission main, staff is estimating that the City is saving
approximately $118,000. This is compared with building a wellhouse and well
together on the Sugarbush Park site.
