Authorize Preparation of Signal Justification Report for Temporary
Traffic Signal at Trunk Highway 41 and 82nd Street West
Project No. 97-1B-3
The City has received a request from the developer of Arboretum Business Park to
initiate the process to install a temporary traffic signal at Trunk Highway 41 and
82aa Street West. This project was identified in the feasibility study for the
Arboretum Business Park Public Improvement Project No. 97-1. The local cost
for signal installation and maintenance will be split 50% to Chaska and 50% to
Chanhassen as outlined in the cooperative agreement. Chanhassen's share of the
project cost will be specially assessed against the Arboretum Business Park
development.
Since this installation is on Trunk Highway 41, MnDOT has jurisdictional authority
and must approve the installation of the temporary traffic signal° The first step in
obtaining MnDOT approval is to conduct a warrants analysis and submit a signal
justification report to their traffic engineering department for review. Upon
obtaining approval from MnDOT for the temporary signal installation at the Trunk
Highway 41/82"d Street West intersection, it will be necessary for the City Council
to authorize preparation of plans and specifications for the project to move
forward.
Therefore, it is recommended that authorization be given to Bonestroo &
Associates to prepare the signal warrant analysis and signal justification report for
a total fee of $2,200.

The preparation of the S JR for 82nd Street needs to be completed in two steps:
Signal Warrants Analysis
S JR Preparation
~The Warrants Analysis requires the completion of a 14-hour turning movement count at
flue .intersection. The results of that count are used to determine whether any of the
'.volume warrants are met. It should be noted that a traffic count at this location was
,conducted in 1994 and signals were not warranted. That was before Mammoth Industries
~opened.
If volume warrants are not met, accident warrants can be evaluated. If neither are met,
Mn/DOT, historically, does not allow a signal to be installed. However, Mn/DOT is
apparently' in support of this signal and may allow projected traffic volumes to be used in
~e warrant analysis.
The cost estimate for the Signal Warrant Analysis and Signal Justification Report is
$2,200.00. This cost includes conducting the 14-hour turning movement counts,
reviewing existing traffic projections, and preparing the final S JR.
