Typically, projects are initiated through a petition to the Engineering Department by benefiting property owners or initiated by the City with its Capital Improvement Program. Once a project has been initiated, City Council authorization and approval is required for the following steps: 1. Preparation of a feasibility study. 2. Formally receive the feasibility study and conduct a public hearing to receive comments from affected parties. Approve the feasibility study and authorize preparation of project plans and specifications. 4. Approve final project plans and specifications and authorize advertising for bids. 5. Formally award the contract. 6. All change orders are required to be approved by City Council. 7. Formally set date for assessment public hearing. 8. Formally hold a public hearing and adopt assessment roll. For each step in the capital improvement project process, staff prepares a report for City Council to assist in making a decision on whether or not to proceed with the project. Additionally, concern was expressed that the Memorandum of Understanding did not sufficiently address the issues raised in the Chanhassen City Council's letter to you dated September 30, 1998. A work session with the Chanhassen City Council is scheduled for Tuesday, February 16 at 5:00 p.m. to continue the design review of Trunk Highway 212. Also up for discussion is the Memorandum of Understanding dated January 27, 1999, prepared by the Southwest Corridor Transportation Coalition. I believe it would be helpful if you or YOur representative could attend this work session to answer any questions the Council may have.
